ABORTION SURVEILLANCE REPORT,
ARIZONA, 1980-19891
PURPOSE
In July 1976 the Arizona Department of Health Services (ADHS) began an Abortion
Surveillance Reporting Program in accordance with ACCR R9-19-302D, as authorized by
ARS 36-344. The program required the reporting and analysis of induced abortions
performed in hospitals, outpatient treatment centers and physicians' offices throughout
the state. This report is the annual update of abortion statistics for 1989. The data for
1989, the last year of the decade of the 80's, are placed in a temporal context by
comparison with the data for the prior nine years of the decade.
METHODS AND SOURCES
These data represent the number of abortions reported to the ADHS not the actual
number of abortions which occurred in the state. Although Arizona law requires that all
abortions performed within the state be reported to the ADHS there is no assurance of
complete reporting. Also, data about induced abortions on residents do not include those
performed on residents in out-of-state facilities.
In publications of the National Center for Health Statistics, induced abortions are
distinguished from spontaneous abortions or fetal deaths. Induced abortion means "the
purposeful interruption of pregnancy with the intention other than to produci a live-born
infant or to remove a dead fetus which does not result in a live birth." All other
terminations of pregnancy are "spontaneous." In this report, the term "abortion" refers
to "induced termination of pregnancy;" and these two terms are used interchangeably.
DATA ORGANIZATION
The data in tables 1-9 present annual statistical information for 1980-1989 to compare
changes in abortion practices in Arizona. The data in tables 10-20 provide detailed
information on abortions and total pregnancies in Arizona in 1989. Tables 21-22 refer to
the U.S. data and provide a comparative context for Arizona abortion statistics. Table
23 gives an overview of the ratios of induced termination of pregnancy relative to the
recorded numbers of live births by ethnic group in Arizona from 1980 to 1989.
SELECTED FINDINGS
This section presents some illustrative findings contained in the 23 tables which follow.
It is not intended to be an exhaustive analysis of the tabulated data.
In calendar year 1989, the Arizona Department of Health Services received 12,688
reports of abortions performed in Arizona, with 11,575 or 91.2 percent of the abortions
obtained by Arizona residents (Table 1). The resident induced abortion ratio (the number

of induced terminations of pregnancy per 1,000 live births) decreased by 31.7 percent
from 252.4 in 1984 (the highest of the decade) to 172.4 in 1989 (Table 2). The resident
induced abortion rate (the number of abortions per 1,000 females of childbearing age, 1544
years old) decreased by 34.9 percent from 20.9 in 1984 to 13.6 in 1989 (Table 3).
The typical woman who obtained an abortion during 1989 was unmarried (66.7 percent,
Table 16), less than 25 years old (53.4 percent, Tables 3, 11, and 12), and had completed
nine or more years of education (82.7 percent, Table 13). One-half (50.2 percent, Table
6) had at least one or more previous live births, and 37.2 percent (Table 8) had at least
one previous induced termination of pregnancy. Women aged 20-24 had the highest
abortion rate with 26.4 abortions per 1,000 resident females in this age group (Table 3).
Most abortions in the state in 1988 were performed in nonhospital clinics and physicians'
offices (97.3 percent, Table 4), with one-tenth of one percent in hospitals, and the site of
abortion for the remainder unknown. As in previous years, curettage was the procedure
used in almost all abortions (94.7 percent, Table 20). Two of the 11,575 Arizona women
who obtained abortions in 1989 were hospitalized for complications (less than twohundredth
of one percent, and the lowest fraction of the decade, Table 5). No abortionrelated
deaths occurred in Arizona during the period 1980-1989.
Among Arizona counties, only Maricopa and Coconino had abortion rates in 1989 which
exceeded the statewide rate (by 27.9 percent and 11 percent, respectively, Table 10).
The abortion rate for Apache County (2.0 per 1,000 females of childbearing age) was 8.7
times lower than the abortion rate in Maricopa County (17.4, Table 10).
The 1989 abortion ratio of 172.4 (the number of abortions per 1,000 live births) was the
lowest recorded since 1980 (Table 23). Black females exceeded the overall abortion ratio
by 26 percent and White females exceeded it by 17.2 percent (Table 23). The 1989
abortion ratio for Black females was 5.2 times higher than that for Native American
females, whose ratio was the lowest among the ethnic groups (41.7, Table 23).
Both abortion ratios and abort~n rates are lower for Arizona females than for females
nationally (Table 21). In 1987, the abortion ratio (the number of resident abortions per
1,000 resident live births) was 30.8 percent lower for Arizona than the nation (246.6 as
compared to 356.1). Moreover, all annual age-specific abortion ratios in Arizona from
1985 to 1989 were at least 23 percent lower than the corresponding national figures in
1985 and 1986 (Table 22). A comparison of 1985 abortion ratios among 50 states
indicated that Ariz<ana was one of 25 states with abortion ratios at least 25 percent lower
than the U.S. ratio.

The age-specific pregnancy rate is the number of pregnancies per 1,000 women specified age
group. For females under 15 the calculated rate includes the female population 10-14 years of
age. For women over 44 the rate calculated includes the female population 45-49 years of age~
The total pregnancy rote is computed by relating the total number or preg-nancies, regardless or
age of mother, to the population of women of child-bearing age (15-44 years of age).
Ratios are calculated by relating age-specific number of resident abortions to the age-specific
number of resident live births.
Estimated female population of .childbearing age in Arizona in 1989. Population estimates for
females under 15 and over 44 are excluded from the total population of women of childbearing
age.

Number of Live Births, Abortions and Ratios of Induced Termination of Pregnancy by Ethnic Group and Year, Arizona, 1980-1989 •••••••••••13 - 1 - 1 ABORTION SURVEILLANCE REPORT, ARIZONA, 1980-19891 PURPOSE In July 1976 the Arizona Department of Health Services (ADHS) began an Abortion Surveillance Reporting Program in accordance with ACCR R9-19-302D, as authorized by ARS 36-344. The program required the reporting and analysis of induced abortions performed in hospitals, outpatient treatment centers and physicians' offices throughout the state. This report is the annual update of abortion statistics for 1989. The data for 1989, the last year of the decade of the 80's, are placed in a temporal context by comparison with the data for the prior nine years of the decade. METHODS AND SOURCES These data represent the number of abortions reported to the ADHS not the actual number of abortions which occurred in the state. Although Arizona law requires that all abortions performed within the state be reported to the ADHS there is no assurance of complete reporting. Also, data about induced abortions on residents do not include those performed on residents in out-of-state facilities. In publications of the National Center for Health Statistics, induced abortions are distinguished from spontaneous abortions or fetal deaths. Induced abortion means "the purposeful interruption of pregnancy with the intention other than to produci a live-born infant or to remove a dead fetus which does not result in a live birth." All other terminations of pregnancy are "spontaneous." In this report, the term "abortion" refers to "induced termination of pregnancy;" and these two terms are used interchangeably. DATA ORGANIZATION The data in tables 1-9 present annual statistical information for 1980-1989 to compare changes in abortion practices in Arizona. The data in tables 10-20 provide detailed information on abortions and total pregnancies in Arizona in 1989. Tables 21-22 refer to the U.S. data and provide a comparative context for Arizona abortion statistics. Table 23 gives an overview of the ratios of induced termination of pregnancy relative to the recorded numbers of live births by ethnic group in Arizona from 1980 to 1989. SELECTED FINDINGS This section presents some illustrative findings contained in the 23 tables which follow. It is not intended to be an exhaustive analysis of the tabulated data. In calendar year 1989, the Arizona Department of Health Services received 12,688 reports of abortions performed in Arizona, with 11,575 or 91.2 percent of the abortions obtained by Arizona residents (Table 1). No. (PHS) 89-1120, Public Health Service, Hyattsville, MD. 1989. - 2- of induced terminations of pregnancy per 1,000 live births) decreased by 31.7 percent from 252.4 in 1984 (the highest of the decade) to 172.4 in 1989 (Table 2). The resident induced abortion rate (the number of abortions per 1,000 females of childbearing age, 1544 years old) decreased by 34.9 percent from 20.9 in 1984 to 13.6 in 1989 (Table 3). The typical woman who obtained an abortion during 1989 was unmarried (66.7 percent, Table 16), less than 25 years old (53.4 percent, Tables 3, 11, and 12), and had completed nine or more years of education (82.7 percent, Table 13). One-half (50.2 percent, Table 6) had at least one or more previous live births, and 37.2 percent (Table 8) had at least one previous induced termination of pregnancy. Women aged 20-24 had the highest abortion rate with 26.4 abortions per 1,000 resident females in this age group (Table 3). Most abortions in the state in 1988 were performed in nonhospital clinics and physicians' offices (97.3 percent, Table 4), with one-tenth of one percent in hospitals, and the site of abortion for the remainder unknown. As in previous years, curettage was the procedure used in almost all abortions (94.7 percent, Table 20). Two of the 11,575 Arizona women who obtained abortions in 1989 were hospitalized for complications (less than twohundredth of one percent, and the lowest fraction of the decade, Table 5). No abortionrelated deaths occurred in Arizona during the period 1980-1989. Among Arizona counties, only Maricopa and Coconino had abortion rates in 1989 which exceeded the statewide rate (by 27.9 percent and 11 percent, respectively, Table 10). The abortion rate for Apache County (2.0 per 1,000 females of childbearing age) was 8.7 times lower than the abortion rate in Maricopa County (17.4, Table 10). The 1989 abortion ratio of 172.4 (the number of abortions per 1,000 live births) was the lowest recorded since 1980 (Table 23). Black females exceeded the overall abortion ratio by 26 percent and White females exceeded it by 17.2 percent (Table 23). The 1989 abortion ratio for Black females was 5.2 times higher than that for Native American females, whose ratio was the lowest among the ethnic groups (41.7, Table 23). Both abortion ratios and abort~n rates are lower for Arizona females than for females nationally (Table 21). In 1987, the abortion ratio (the number of resident abortions per 1,000 resident live births) was 30.8 percent lower for Arizona than the nation (246.6 as compared to 356.1). Moreover, all annual age-specific abortion ratios in Arizona from 1985 to 1989 were at least 23 percent lower than the corresponding national figures in 1985 and 1986 (Table 22).
