Boyce, State Auditor January 13, 1919 BUDGET ...00 SHOWING FINANCIAL REQUIREMENTS FOR THE STATE OF ARIZONA COVERING BIENNIAL PERIOD 1919 - 1920 - 1921 Compiled by Jesse L. Boyce, State Auditor January 13, 1919 Phoenix, Arizona, January 13th, 1919. To the Senate and House of Representatives of the Fourth Legislature of the State of Arizona. Sirs: In compliance with Paragraph 88, Chapter VIII, Title I, Revised Statutes of Arizona, 1913, Civil Code, I have prepared and am transmitting herewith, a budget showing, in tabulated form, the appropriations requested by the various departments and institutions for the biennial period beginning July 1, 1919, and ending June 30, 1921, together with an a.ddendum containing such itemized information as I have been able to obtain after diligent effort chapter 89, Laws of 1917, gives to the Commission of State Institutions authority over all State Institutions and a number of the departments of State, and Section 13 thereof provides that the Commission shall prepare for the Legislature an estimate of necessary appropriations for all institutions and departments under its charge. Therefore, the annual report of the Commission of State Institutions has been the only source of information available for this department in regard to such institutions and departments I have compiled and incorporated in this budget an index sheet showing the page or pages of their report upon which may be found information regarding any particular institution. In addition to the Budget proper, you will also find herein such other information as is required by law, set up in tabulated form In connection with the foregoing, I believe that it would be pertinent at this time for me to respectfully recommend to your honorable body that some provision be made for a general and complete audit ~f every depart·· ment of State Paragraph 68, Revised Statutes of Arizona, 1913, Civil Code, provides that this department shall install a uniform system of accounting for an State Institutions, Boards and Commissions and shall audit their accounts quarterly, but as no appropriation was ever made to put this law into effect, it has remained a dead letter.. Chapter 89, Laws of 1917, remedies thi.s defect so far as the State Institutions are concerned, as it gives to the Commission of state Institutions full power and authority over all of the books and accounts of all State Institutions, and provides them with unlimited funds for carrying the law into effect. But nowhere do I find that anJ' prOVision has been made for auditing the accounts of the several depart·· ments of State, and it would seem that the Legislature alone has the power to take such action, and I again recommend that your honorable body should vest in a committee the authority to make such an audit and provide the necessary appropriation to give effect to your commands.. Boyce, State Auditor, Capitol Building, Phoenix, Arizona My Dear Sir: I enclose herewith financial estimate of the Arizona Commission of Agriculture and Horticulture for the biennium beginning July 1, 1919 , In preparing this budget the Commission had to consider higher wages to many of its employes necessitated by the increased cost of living as well as the upward range of prices for such commodities as gasoline, automobile tires, field and office supplies, etc.. The increased cost of auto supplies specially affect the work of this commission as cars-for the most part Fords-are used by inspectors in searching cotton and alfalfa fields, potato and grain farms, orchards, etc., for such injurious insects as boll weevil, pink boll worm, alfalfa weevil, COlorado potato beetle, caterpillars, grasshoppers, San Jose scale, Codling moths,etc. Also, naturally, the work of the commission has grown steadily with the increased area of cultivated lands in the State, which has expanded from approximately 360,000 acres in 1909 to 492,299 in 1917, and 531,682 in 1918, with indications of steady increase during the next two years Fa\iored by congenial climate and with fields free from boll weevil and pink boll worm, the acreage of cotton in Arizona has increased from a comparatively few acres in 1916 to 52,000 acres in 1917 and 90,000 in 1913, with further increase contemplated The success attained in raising long staple cotton has not only advanced the price of the land now planted to that crop but has been an important 10 AUDITOR'S BUDGET factor in the increased price of acreage throughout the warm valleys of the State, and therefore the industry has added materially to the taxable resources of Arizona. For this reason the cotton growers who, themselves, pay taxes on more than $18,000 ..000 worth of land have asked the Commis· sion to provide them with an additional assistant to the. State Entomologist who can devote his entire time to the cotton industry-supervising the worle of inspection and otherwise devoting his service to the cotton grower. All travel necessitating Pullman has increased sixteen and two-thirds per cent, and the war exigencies have made a great deal of travel necessary on the part of the Governor, never required in former years The cost of stationery, of course, has increased enormously, and the telegraph and telephone toll bills, by reason of the many war activities, have more than doubled the bills of other years While these war expenses will, of course, gradually diminish, the increased cost of operation, due to taxes and high prices of materials, will undoubtedly continue for several years, and it is believed the estimates are conservative... My Dear Sir: Replying to your letter of October 16th, there should be appropriated a sum of $30,000..00 a year for each of the succeeding two years for the AUDITOR'S BUDGET 33 construction of armories The Federal Law prohibits tne organization of any troops by the State in time of peace except the National Guard This appropriation will provide sufficient funds to construct armories with the necessary barrack flJ,cilities at Phoenix, Yuma, Flagstaff and also one in the south at either Bisbee or Douglas. The sum of $50,000..00 should be appropriated for relief of soldiers. During the period of reconstruction there will be many of our Arizona men who will be out of employment and until conditions ad.iust themselves a fund should be created for temporary relief that our men returning should not suffer for at least lodging and meals. This fund should be handled by a commission consisting of The Adjutant General, The Attorney General, and The Superintendent of Public Health. No other appropriations are necessary for the Military Department The present laws provide ample funds for all other purposes, including the assembling and completion of the necessary records of Arizona men who served in this war. To the Senate and House of Representatives
of the Fourth Legislature of the State of Arizona.
Sirs:
In compliance with Paragraph 88, Chapter VIII, Title I, Revised Statutes
of Arizona, 1913, Civil Code, I have prepared and am transmitting herewith,
a budget showing, in tabulated form, the appropriations requested by the
various departments and institutions for the biennial period beginning July
1, 1919, and ending June 30, 1921, together with an a.ddendum containing
such itemized information as I have been able to obtain after diligent effort
chapter 89, Laws of 1917, gives to the Commission of State Institutions
authority over all State Institutions and a number of the departments of
State, and Section 13 thereof provides that the Commission shall prepare
for the Legislature an estimate of necessary appropriations for all institutions
and departments under its charge. Therefore, the annual report of
the Commission of State Institutions has been the only source of information
available for this department in regard to such institutions and
departments
I have compiled and incorporated in this budget an index sheet showing
the page or pages of their report upon which may be found information
regarding any particular institution.
In addition to the Budget proper, you will also find herein such other
information as is required by law, set up in tabulated form
In connection with the foregoing, I believe that it would be pertinent
at this time for me to respectfully recommend to your honorable body that
some provision be made for a general and complete audit ~f every depart··
ment of State
Paragraph 68, Revised Statutes of Arizona, 1913, Civil Code, provides
that this department shall install a uniform system of accounting for an
State Institutions, Boards and Commissions and shall audit their accounts
quarterly, but as no appropriation was ever made to put this law into effect,
it has remained a dead letter.. Chapter 89, Laws of 1917, remedies thi.s
defect so far as the State Institutions are concerned, as it gives to the Commission
of state Institutions full power and authority over all of the books
and accounts of all State Institutions, and provides them with unlimited
funds for carrying the law into effect. But nowhere do I find that anJ'
prOVision has been made for auditing the accounts of the several depart··
ments of State, and it would seem that the Legislature alone has the power
to take such action, and I again recommend that your honorable body should
vest in a committee the authority to make such an audit and provide the
necessary appropriation to give effect to your commands..

newspapers in Arizona and elsewhere, and the Library of Congress, Eight
Thousand Five Hcndred Dollars ($8,500..00), per annum, or Seventeen Thonsand

My Dear Sir:
I enclose herewith financial estimate of the Arizona Commission of
Agriculture and Horticulture for the biennium beginning July 1, 1919 ,
In preparing this budget the Commission had to consider higher wages
to many of its employes necessitated by the increased cost of living as well
as the upward range of prices for such commodities as gasoline, automobile
tires, field and office supplies, etc..
The increased cost of auto supplies specially affect the work of this
commission as cars-for the most part Fords-are used by inspectors in
searching cotton and alfalfa fields, potato and grain farms, orchards, etc.,
for such injurious insects as boll weevil, pink boll worm, alfalfa weevil,
COlorado potato beetle, caterpillars, grasshoppers, San Jose scale, Codling
moths,etc.
Also, naturally, the work of the commission has grown steadily with
the increased area of cultivated lands in the State, which has expanded
from approximately 360,000 acres in 1909 to 492,299 in 1917, and 531,682 in
1918, with indications of steady increase during the next two years
Fa\iored by congenial climate and with fields free from boll weevil and
pink boll worm, the acreage of cotton in Arizona has increased from a
comparatively few acres in 1916 to 52,000 acres in 1917 and 90,000 in 1913,
with further increase contemplated
The success attained in raising long staple cotton has not only advanced
the price of the land now planted to that crop but has been an important

factor in the increased price of acreage throughout the warm valleys of
the State, and therefore the industry has added materially to the taxable
resources of Arizona. For this reason the cotton growers who, themselves,
pay taxes on more than $18,000 ..000 worth of land have asked the Commis·
sion to provide them with an additional assistant to the. State Entomologist
who can devote his entire time to the cotton industry-supervising the worle
of inspection and otherwise devoting his service to the cotton grower.

A word of explanation might properly be submitted to the committee
covering the emergency appropriation that will be necessary for the opera..
tion of the office during the present fiscal year Increased cost of material,
supplies, travel and so forth, due to sur-taxes, has had a great effect on the
appropriation for this office, more noticeable than some others, perhaps,
due to the very small amount originally allotted postage, a very large
item for this office, has increased fifty per cent on all first class mail ang
proportionately on others.. All travel necessitating Pullman has increased
sixteen and two-thirds per cent, and the war exigencies have made a great
deal of travel necessary on the part of the Governor, never required in
former years The cost of stationery, of course, has increased enormously,
and the telegraph and telephone toll bills, by reason of the many war activities,
have more than doubled the bills of other years While these war
expenses will, of course, gradually diminish, the increased cost of operation,
due to taxes and high prices of materials, will undoubtedly continue for
several years, and it is believed the estimates are conservative... Concerning

the appropriations for clerical assistance, it has been found impossible to
retain permanent competent clerks for less than $150 per month, and the
nature of the work makes constant changing of clerks very undesirable,

My Dear Mr. Boyce:
I have the honor herewith to present a budget for the maintenance of
the Arizona State Laboratory for the years ending June 30th, 1920, and
June 30th, 1921, as requested in your letter of October 17th.
The increase in Director's salary from $1,800..00 to $2,400..00 per annum
was suggested by Dr.. Orville Harry Brown, State Superintendent of Public
Health, Whose original letter is in our files .. The Director's salary has remained
stationary since it was first instituted in 1912, and I think it will be
readily conceded that the requested 33% raise is amply justified by the much
greater increase in living expenses during this period. The same remarks
apply to the Assistant's salary, for it is practically out of the question to
hire a good chemist at the present time on a $1,200,,00 per annum salary.
24 AUDITOR'S BUDGET
The item for traveling expenses has been increased by $15000 over the
actual expenses of the fiscal year 1917-1918. This is in part to keep pace with
increased hotel and restaurant bills, but more particularly to allow us to do
more actual field and inspecting work, which we feel is absolutely necessary
for proper efficiency The remaining $27000 is divided ~mong num·
erous current expenses, such as chemicals, ice, telephone and telegraph,
office supplies, etc., all of which have largely increased in price.
The appended list shows actual expenses incurred in 1917-18, together
with proposed budget opposite

the work of eradicating infectious or contagious diseases from the range.
As you will note my former estimate furnished you does not include
this amount, but as the work of dourine eradication is not yet complete,
it will require funds to complete such work.
There is at this time about $1,600..00 of a contingent fund, which was

My Dear Sir:
Replying to your letter of October 16th, there should be appropriated
a sum of $30,000..00 a year for each of the succeeding two years for the
AUDITOR'S BUDGET 33
construction of armories The Federal Law prohibits tne organization of
any troops by the State in time of peace except the National Guard This
appropriation will provide sufficient funds to construct armories with the
necessary barrack flJ,cilities at Phoenix, Yuma, Flagstaff and also one in
the south at either Bisbee or Douglas.
The sum of $50,000..00 should be appropriated for relief of soldiers.
During the period of reconstruction there will be many of our Arizona men
who will be out of employment and until conditions ad.iust themselves a
fund should be created for temporary relief that our men returning should
not suffer for at least lodging and meals. This fund should be handled by
a commission consisting of The Adjutant General, The Attorney General,
and The Superintendent of Public Health.
No other appropriations are necessary for the Military Department
The present laws provide ample funds for all other purposes, including the
assembling and completion of the necessary records of Arizona men who
served in this war.
