A Political Subdivision of the State of Arizona consisting of the City of Yuma, City of Somerton, City of San Luis, Town of Wellton, Yuma County, Arizona Western College, Northern Arizona University & Cocopah Tribe Yuma County Intergovernmental Public Transportation Authority Annual Report Fiscal Year 2010-2011 We’re On A Roll in Yuma County! On behalf of the Board of Directors, I would like to welcome you to the Yuma County Intergovernmental Public Transportation Authority (YCIPTA). The YCIPTA was formed in December of 2010 as a prospective host organization for the Yuma County Area Transit (YCAT) bus system, which is responsible for moving 1,500 passenger trips to destinations throughout Yuma County on fixed route bus and dial-a-ride services. The YCIPTA membership is comprised of Yuma County, Cities of Yuma, Somerton and San Luis, Town of Wellton, Northern Arizona University Yuma, Arizona Western College and the Cocopah Indian Tribe. The Board of Directors, which numbers eight as of today, consists of administrative professionals from each of the member entities. Since its inception, the YCAT has been funded by a combination of Federal Transit Administration (FTA) grants and matching revenues from the local municipalities within Yuma County. The Yuma Metropolitan Planning Organization (YMPO) has acted as the program host. As a metropolitan planning organization, the YMPO focus is on transportation planning. With an eye toward having an entity that would be responsible for transit only, the YMPO member entities decided it would be appropriate to form the YCIPTA to exclusively manage the YCAT system. Accordingly, the entities requested the Yuma County Board of Supervisors to authorize formation of the YCIPTA, which it did by unanimous vote. Obtaining FTA grantee status in order to become an entity independent of YMPO has been the primary, initial mission of the YCIPTA. Our ongoing mission will be to provide Yuma County with clean, affordable, reliable, efficient and safe public transportation services that aid in economic development, enhance the quality of life and ensure mobility and independence for our community. The Yuma County Intergovernmental Public Transportation Authority (YCIPTA) was formed by the Yuma County Board of Supervisors on December 13, 2010 after receiving petitions from the Cities of Yuma, San Luis, Somerton, Town of Wellton and Northern Arizona University to form a separate intergovernmental public transportation Authority in Yuma County for the pur-poses of managing the Yuma County Area Transit (YCAT) system. YCAT got its start with two routes under the name Valley Transit in 1999, evolving to YCAT in 2002. Greater Yuma Area Dial-A-Ride got its start in 1996. Both programs were initiated by the Yuma Metropolitan Planning Organization, the metropolitan planning organization for the Yuma Urbanized Area. Starting in FY 2013, YCIPTA will assume the administration and operations of YCAT from YMPO. Presently, YCAT is operated under contract to First Transit, Inc. YCIPTA is governed by 8 Board of Directors appointed by the each of the member entities. There are three sub-committees that also provide guidance to staff and the Board of Directors, including a transit riders advisory committee to review operational issues. Honorable Chairman and Members of the Board: In accordance with A.R.S. 28-9101 et seq. to establish an intergovernmental public transportation authority, this annual report will serve to advise the Board of Directors of the activities, transactions, and finances for the preceding fiscal year as well as recommended plans for future services. Staff has prepared the FY2011 Annual Report. The report contains a summary of the activities, including performance for the public transportation system in Yuma County. The report provides an overview of revenues and expenditures along with a financial statement for FY2011. This is YCIPTA’s first year of operations and most of the fiscal year was dedicated to the formation of the Transportation Authority and en-tering into IGA’s for funding and administrative support. In FY2012, there will be more activity and funding to support the operation of the Yuma County Area Transit. I look forward to an exciting FY 2012 as we work towards the transition of the transit system to YCIPTA. Excitement is on the way as the Transportation Authority grows to be the premier transportation system of choice in Yuma County. The Transportation Authority will continue to evolve into a fully-functioning transit oversight agency in fiscal year 2012. The hiring of staff, establishment of policies and obtaining grantee status from the Federal Transit Administration is critical for the Transportation Authority success. Appointed interim Transit Director, legal coun-sel, a Board Secretary and an intergovernmental agreement with YMPO for IPTA staff and Treasurer’s office for a public transportation fund. Started discussions with Arizona Western College regarding participation in the IPTA. Started functioning as a Board of Directors at its first meeting on January 28, 2011 and started the process to appoint Board members, terms, proc-esses, policies and procedures. Received funding from the City of Yuma and YMPO to begin the process to hire staff and created two positions—Transit Director and Contract Admin-istrator. Appointed a new Transit Director.
