CAPITOL POLICE DIVISION

The Division of Capitol Police, with offices in
Phoenix and Tucson, provides security and police
services to state agencies throughout the State of
Arizona. Services include, but are not limited to,
patrols by police vehicle, bike and/or foot; emergency
response; criminal investigations; and training related
to crime prevention and crisis intervention. The
Capitol Police operates a communication center that
monitors state buildings and dispatches officers where
needed to assure the safety and security of employees and
visitors.
Capitol Police are AZPOST certified and trained in all
aspects of police work, thereby providing high-level law
enforcement services to the public and employees they
serve. Communications personnel receive specialized
training in their respective fields to assure that emergency
situations are handled efficiently and effectively. The
Capitol Police is committed to being leaders in police
excellence.

Executive Staff: (542-5405) provides Statewide
accounting policies and procedures as well as travel
training and assistance for State Employees.
Financial Accounting Unit: (542-0272) prepares the
Comprehensive Annual Financial Report for the State
of Arizona. This unit also is responsible for
compliance with the Cash Management Information
Act, and preparation of the Statewide Cost Allocation
Plan.
Operational Services: (542-1674) provides full
accounting services for agencies that do not have
access to the statewide accounting system. This unit
processes interagency transfers, administrative
adjustments, plus certain voluntary and involuntary
payroll deductions for all agencies. In addition, this
unit balances the State’s payroll system, distributes
the warrants to the owning agencies, and disburses
the voluntary and involuntary payroll deductions. As
well as replaceing lost, stolen, or forged vendor and
payroll warrants.
Central Services Bureau (CSB) and Support
Services (542-5602) provides accounting, consulting
and support services. The CSB provides accounting and
consulting services to interested small and medium
agencies on a fee-for-service basis. These services may
include, but are not limited to: a full-accounting service,
coding accounting forms, processing in the Arizona
Financial Information System (AFIS), vendor warrant
distribution, reconcilations and customized reporting.
The CSB and Support Services provide data input to
AFIS and time and attendance data input to the Human
Resources Management System (HRMS).
The Support Services Unit provides logistical and
administrative general support services to the General
Accounting Office staff and maintains the file room
where canceled warrants are stored.
Automated Systems Unit: (542-1672) is responsible for
the statewide accounting systems (AFIS and HRMS).
This responsibility includes enhancements, modifications
and quality assurance. This area also provides liaison
services to agencies that require assistance with their data
input, corrections, special reports, or other system-related
needs.
Fund Accounting Unit: (542-6239) is responsible for
controlling legislative appropriations, preparation of the
Annual Financial Report, internal reviews and financial
investigations for State agencies. This unit also accounts
for the Retiree Accumulated Sick Leave and the State
employees’s health insurance benefit programs, and
maintains the security for the Statewide financial systems
(AFIS and HRMS).

Professional Services Unit (542-5511) is responsible
for statewide contracts for professional services.
These professional services include such services as
financial consulting, grants, health insurance
programs, and other skilled services used throughout
the State.
Commodities Unit (542-5511) is responsible for
statewide contracts for goods and products. These
commodities include such items as office supplies,
furniture, vehicles, computer equipment,
telecommunications equipment, and other personal
property used throughout the State.
Information Technology Unit (542-5511) is
responsible for statewide contracts for Information
technology based goods and services. These
commodities and services include such items as
computers and peripheral equipment,
telecommunications products and services, radio
communications products and IT consulting services.
The unit is also responsible for data system
administration, including web-site and internal
application development and deployment.
Risk Management

Property and Liability Claims Unit (542-1461) is
responsible for the investigation and settlement of all
claims related to state property and liability issues.
Property and Liability Claims Unit manages and
defends lawsuits against the state with the assistance of
the Attorney General’s Office. This unit also recovers
moneys from third parties responsible for loss or damage
to state property (subrogation).
Workers’ Compensation Unit (542-3530) is
responsible for investigation and settlement of all
workers’ compensation claims filed by State employees.
Worker’s Compensation Unit manages the return to work
and modified duty programs for the State and provides
assistance to state employees in receiving quality medical
care for injuries sustained on the job.
Loss Prevention Unit (542-1406) the loss Prevention
Unit’s primary responsibility is to work with State
agencies to reduce the frequency and cost of losses. The
Risk Management Loss Prevention Consultants provide
advice and assistance in a variety of areas, including
exposure analysis, environmental assessments and
industrial hygiene concerns.
Financial/Insurance Unit (542-1819) pays all approval
claims against the state for property, liability and
worker’s compensation from Risk Management’s
revolving funds. This unit also purchases insurance
policies that provide excess coverage above the state’s
self-insured retention.
Administration Unit (542-1492) provides personnel,
payroll, benefits, and purchasing services to all units of
RMS. The Risk Management Information System is
managed by the Information Technology Administrator
assigned to this unit.

PLTO I & II (542-1954) - Privatized Lease-to-Own
(PLTO) is a public/private partnership with a
developer to design, build, operate and maintain three
new office buildings on the Capitol Mall. The State
will lease the land to the developer for a term of 25
years, after which the State owns the buildings. The
new buildings will be anchored by the Dept. of
Administration, the Dept. of Environmental Quality
and the Dept. of Health Services.
Relocation (542-1763) - Plan, coordinate and
schedule ADOA directed agency relocations.
Provide assistance to agencies, as requested, on
agency-initiated relocations.

HUMAN RESOURCES DIVISION

The Human Resources Division (HRD) manages the
largest government human resources system in
Arizona. The mission of the division is to provide
efficient, timely customer-driven professional human
resources services. The division has a customer base
that includes over 9,000 retirees and over 62,000
active employees from 100 state agencies, boards,
commissions and three state universities. The major
functions are described below:
Benefits

The Benefits section provides health and welfare
benefits to state employees, retirees, long-term
disability recipients, COBRA participants and their
eligible dependents. The Saguaro Program is
comprehensive and consists of medical, dental,
vision, basic life, supplemental life, dependent life,
short-term disability, long-term disability, and
flexible spending accounts. This section also offers a
Wellness Program that provides services at no or low
cost in order to improve the health and wellness of
our employees.
Classification and Compensation

The Classification/Compensation section administers
job evaluations and compensation programs for the
ADOA Human Resources System while maintaining
internal and external equity. In addition, this section
conducts and/or participates in salary benefit studies,
evaluates covered and uncovered positions using the
whole job classification method, determines FLSA
designation for all positions, prepares the annual
salary recommendation, and administers and
interprets salary policy.
Consulting Services

issues, such as, pending and/or changes to legislation,
inquiries from the public, legislature and other state

Employee Relations

This section provides rule interpretation, assistance
with policy development; and guidance on employee
relations issues. The work unit investigates and
prepares responses to 4th level grievances submitted
by agency employees and 3rd level grievances
submitted by ADOA employees, and investigates and
prepares recommendations in response to requests for
2nd level classification reviews.

Planning and Quality Assurance

This section was recently established to assist State
agencies in reviewing their policies, practices and
procedures to provide consistent human resources
practices throughout Arizona State Government. The
section also provides data analysis of key human

General Accounting Office in order to maintain and
enhance the AFIS suite of application systems and

regions; as well as reviewing and suggesting technical

Human Resource Management System

The HRMS unit provides programming services to
the Human Resources Division and General

the HRMS Core System, Benefit Information
Tracking System (BITS), and automated sub-systems.

Data Resource Management

Application Systems that utilize the Computer
Associates Datacom/DB DBMS environment.
Database Administration Support for applications that

The Management Services Division provides
procurement and accounting services for all ADOA
divisions. MSD is also home to all mandated travel
reduction programs, the Arizona Office for

Water Quality Appeals Board. MSD is also
responsible for the posting of all meeting notices in
the State Capitol and for the statewide operations of
four internal service funds that provide seven

Capitol Rideshare & Telecommuting

Promotes and encourages State employees in
Maricopa County to carpool, vanpool, bus, bicycle or
walk to work. In addition, it also promotes and
educates employees and supervisors on the
appropriate parameters of telecommuting.
Responsible for overseeing that all agencies adhere to
adjusted work hours during carbon monoxide
seasons, administers the Bus Card Plus program and
the ADOA Travel Reduction Program.
Governor’s Regulatory Review Council

A seven-member panel with the statutory authority to
review and approve state agency administrative rules
and five-year rule reviews, hear rulemaking appeals
and monitor agency compliance with time-frame
rules. The GRRC is designed to ensure that state
agency administrative rules are not unnecessarily
duplicative, needlessly costly or excessive, and do not
adversely impact upon the public. The GRRC carries
out its function by reviewing the statutory authority,
economic small business and consumer impact, and
for clarity, conciseness and understandability of rules.
Arizona Office for Americans with
Disabilities

The AOAD office provides technical assistance,
training and guidance relevant to the Americans with
Disabilities Act, Section 504 of the Rehabilitation Act

including vehicle maintenance, dispatch, and purchasing.
Other responsibilities include management of state
alternative fuel mandates, coordination of the state
vehicle inventory, and approval of all vehicle purchases
by state agencies.
Re-utilizes surplus state and federal personal property
through a distribution system of eligible governmental
and non-profit organizations.
Services in Tucson
Tucson-Phoenix shuttle – a cost-effective method to
obtain many section services. At a cost of $0.35 per
pound, the added expense will often prove to be a
negligible increase. The following services are available:

The park is a salute to five centuries of trans-portation
across the Colorado River and
recognized as a key location in the cultural
and educational development of western his-tory.
During the late 1800’s, the Crossing
served as the United States Army Quarter-master
Depot, the main supply depot for the
military. The park is located south of I-8 at
the Fourth Avenue exit. After crossing the
Colorado River the entrance to the park is
on the east side of Fourth Avenue.

Staubitz (602) 542-0362 Jay Swart, Captain (602) 542-0362 The Division of Capitol Police, with offices in Phoenix and Tucson, provides security and police services to state agencies throughout the State of Arizona. Services include, but are not limited to, patrols by police vehicle, bike and/or foot; emergency response; criminal investigations; and training related to crime prevention and crisis intervention. The Capitol Police operates a communication center that monitors state buildings and dispatches officers where needed to assure the safety and security of employees and visitors. Capitol Police are AZPOST certified and trained in all aspects of police work, thereby providing high-level law enforcement services to the public and employees they serve. Communications personnel receive specialized training in their respective fields to assure that emergency situations are handled efficiently and effectively. The Capitol Police is committed to being leaders in police excellence. FINANCIAL SERVICES DIVISION Assistant Director Lee Baron (602) 542-9997 Information/Assistance 542-4900 Steve Alleman, Admin Ser. Officer 542-0501 General Accounting Office D. Clark Partridge, State Comptroller (602) 542-5405 Executive Staff: (542-5405) provides Statewide accounting policies and procedures as well as travel training and assistance for State Employees. Financial Accounting Unit: (542-0272) prepares the Comprehensive Annual Financial Report for the State of Arizona. This unit also is responsible for compliance with the Cash Management Information Act, and preparation of the Statewide Cost Allocation Plan. Operational Services: (542-1674) provides full accounting services for agencies that do not have access to the statewide accounting system. This unit processes interagency transfers, administrative adjustments, plus certain voluntary and involuntary payroll deductions for all agencies. In addition, this unit balances the State’s payroll system, distributes the warrants to the owning agencies, and disburses the voluntary and involuntary payroll deductions. As well as replaceing lost, stolen, or forged vendor and payroll warrants. Central Services Bureau (CSB) and Support Services (542-5602) provides accounting, consulting and support services. The CSB provides accounting and consulting services to interested small and medium agencies on a fee-for-service basis. These services may include, but are not limited to: a full-accounting service, coding accounting forms, processing in the Arizona Financial Information System (AFIS), vendor warrant distribution, reconcilations and customized reporting. The CSB and Support Services provide data input to AFIS and time and attendance data input to the Human Resources Management System (HRMS). The Support Services Unit provides logistical and administrative general support services to the General Accounting Office staff and maintains the file room where canceled warrants are stored. Automated Systems Unit: (542-1672) is responsible for the statewide accounting systems (AFIS and HRMS). This responsibility includes enhancements, modifications and quality assurance. This area also provides liaison services to agencies that require assistance with their data input, corrections, special reports, or other system-related needs. Fund Accounting Unit: (542-6239) is responsible for controlling legislative appropriations, preparation of the Annual Financial Report, internal reviews and financial investigations for State agencies. This unit also accounts for the Retiree Accumulated Sick Leave and the State employees’s health insurance benefit programs, and maintains the security for the Statewide financial systems (AFIS and HRMS). 3 Services Provided by The Arizona Department of Administration State Procurement Office John Adler, Administrator (602) 542-5511 Professional Services Unit (542-5511) is responsible for statewide contracts for professional services. These professional services include such services as financial consulting, grants, health insurance programs, and other skilled services used throughout the State. Commodities Unit (542-5511) is responsible for statewide contracts for goods and products. These commodities include such items as office supplies, furniture, vehicles, computer equipment, telecommunications equipment, and other personal property used throughout the State. Information Technology Unit (542-5511) is responsible for statewide contracts for Information technology based goods and services. These commodities and services include such items as computers and peripheral equipment, telecommunications products and services, radio communications products and IT consulting services. The unit is also responsible for data system administration, including web-site and internal application development and deployment. Risk Management Frank Hinds, State Risk Mgr (602) 542-1791 Property and Liability Claims Unit (542-1461) is responsible for the investigation and settlement of all claims related to state property and liability issues. Property and Liability Claims Unit manages and defends lawsuits against the state with the assistance of the Attorney General’s Office. This unit also recovers moneys from third parties responsible for loss or damage to state property (subrogation). Workers’ Compensation Unit (542-3530) is responsible for investigation and settlement of all workers’ compensation claims filed by State employees. Worker’s Compensation Unit manages the return to work and modified duty programs for the State and provides assistance to state employees in receiving quality medical care for injuries sustained on the job. Loss Prevention Unit (542-1406) the loss Prevention Unit’s primary responsibility is to work with State agencies to reduce the frequency and cost of losses. The Risk Management Loss Prevention Consultants provide advice and assistance in a variety of areas, including exposure analysis, environmental assessments and industrial hygiene concerns. Financial/Insurance Unit (542-1819) pays all approval claims against the state for property, liability and worker’s compensation from Risk Management’s revolving funds. This unit also purchases insurance policies that provide excess coverage above the state’s self-insured retention. Administration Unit (542-1492) provides personnel, payroll, benefits, and purchasing services to all units of RMS. The Risk Management Information System is managed by the Information Technology Administrator assigned to this unit. 4 Services Provided by The Arizona Department of Administration GENERAL SERVICES DIVISION Assistant Director Warren Whitney (602) 542-1702 General Services Division provides construction and facilities management services to all buildings owned and operated by ADOA. Building & Planning Services (602) 542-1948 Leasing (542-1747) – Provide assistance in locating lease space and review of all agency leases for office space throughout the State for private and State managed buildings. Tenant Improvements (542-1936) - Space planning, design and construction for tenant or facility improvement modifications to existing buildings. PLTO I & II (542-1954) - Privatized Lease-to-Own (PLTO) is a public/private partnership with a developer to design, build, operate and maintain three new office buildings on the Capitol Mall. The State will lease the land to the developer for a term of 25 years, after which the State owns the buildings. The new buildings will be anchored by the Dept. of Administration, the Dept. of Environmental Quality and the Dept. of Health Services. Relocation (542-1763) - Plan, coordinate and schedule ADOA directed agency relocations. Provide assistance to agencies, as requested, on agency-initiated relocations. Major Building Repair & Renovation Management (542-1954) - Provide construction project management for building renovation projects for ADOA managed buildings. Parking (542-1747) - Designate and allocate parking for ADOA managed buildings. Space Utilization and Allocation (542-1954) - Allocate and record utilization of office space. Designate and allocate parking for ADOA managed buildings. Building Inspections (542-4438) - Provide inspections for all buildings in the ADOA Building System and projects under construction, compliance with approved plans. Construction Review (542-4438) - Provide Statutory Review and approval of all contracts, change orders, plans and specifications and payments for State funded construction. Building Renewal and Capitol Improvement Program (542-6052) - Recommend capital projects and Building Renewal requests for ADOA Building System. Prepare State Capitol improvement Plan, and administer Building Renewal Program. Prepare ADOA capital needs request. Construction Services (602) 542-1935 General Construction Group (542-1925) - Contract and oversee design and construction of large capitol improvement and building renewal projects. Assist Building and Planning Services in the preparation of estimates and budgets for capitol improvement and building renewal projects. Correctional Facilities Group (542-1983) - Assist the Department of Corrections and Department of Juvenile Corrections in planning and budget for new correctional facilities projects. Contract and oversee the design and construction. Inmate Construction Program (364-0776) - Construct facilities for the Department of Corrections using inmate labor. Function as general contractor in purchasing materials, supervising inmate labor and hiring subcontractors as required to construct facilities. Heating and Air Conditioning (542-4594)- Supply conditioned air to ADOA managed buildings to provide environmental control. Facilities Operations & Maintenance - Tucson - (520) 628-6301) 5 Services Provided by The Arizona Department of Administration HUMAN RESOURCES DIVISION Assistant Director Kathy Peckardt (602) 542-7290 The Human Resources Division (HRD) manages the largest government human resources system in Arizona. The mission of the division is to provide efficient, timely customer-driven professional human resources services. The division has a customer base that includes over 9,000 retirees and over 62,000 active employees from 100 state agencies, boards, commissions and three state universities. The major functions are described below: Benefits Susan Strickler, Manager (602) 542-4788 The Benefits section provides health and welfare benefits to state employees, retirees, long-term disability recipients, COBRA participants and their eligible dependents. The Saguaro Program is comprehensive and consists of medical, dental, vision, basic life, supplemental life, dependent life, short-term disability, long-term disability, and flexible spending accounts. This section also offers a Wellness Program that provides services at no or low cost in order to improve the health and wellness of our employees. Classification and Compensation Joanne Carew, Manager (602) 364-4730 The Classification/Compensation section administers job evaluations and compensation programs for the ADOA Human Resources System while maintaining internal and external equity. In addition, this section conducts and/or participates in salary benefit studies, evaluates covered and uncovered positions using the whole job classification method, determines FLSA designation for all positions, prepares the annual salary recommendation, and administers and interprets salary policy. Consulting Services Marie Isaacson, Sr. Consultant (602) 542-4811 This area provides both in-house and external services regarding various human resources related issues, such as, pending and/or changes to legislation, inquiries from the public, legislature and other state agencies, design, development and oversight of pilot programs and special projects. Employee Relations Bryce Boldt, Manager (602) 364-3440 This section provides rule interpretation, assistance with policy development; and guidance on employee relations issues. The work unit investigates and prepares responses to 4th level grievances submitted by agency employees and 3rd level grievances submitted by ADOA employees, and investigates and prepares recommendations in response to requests for 2nd level classification reviews. Employment Linda Herold, Manager (602) 542-4724 The Employment Section maintains a centralized applicant database, provides training and conducts informational sessions for agency staffing professionals, manages community outreach, coordinates and/or hosts job fairs and community events, manages turnover data and manages temporary services. Planning and Quality Assurance Greg Carmichael, Manager (602) 364-3460 This section was recently established to assist State agencies in reviewing their policies, practices and procedures to provide consistent human resources practices throughout Arizona State Government. The section also provides data analysis of key human resources information and will focus on strategic planning and best practices research which will assist the Division in becoming proactive partners with its customers. INFORMATION SERVICES DIVISION Assistant Director J. Terry Linkous (602) 542-2250 The Information Services Division (ISD) is the operational entity responsible for delivering statewide information technology services to executive branch agencies. ISD is responsible for coordinating the information technology planning for the ADOA and working closely with the Government Information Technology Agency on statewide IT initiatives. Arizona Telecommunications System (ATS) (602) 542-5712 Provides overall management and support of common statewide voice and data communications services operating out of Phoenix and Tucson State campuses. Customer Care Services (CCS) (602) 542-2325 Provides liaison services and customer support to ISD’s external and internal customers. Finance and Planning (F&P) (602) 542-2016 Furnishes budget, planning and financial analysis to the Director’s office, ISD and ITSD. Performs contract writing, billing for chargeable services, rate settings, interagency service agreements and inventory control for ISD and ITSD. Emergency Telecommunications (9-1-1) (602) 542-0911 Supports the development, planning, financing, implementation and on-going operation of the 9-1-1 operations and network services throughout Arizona. INTERNAL TECHNOLOGY SERVICES DIVISION Assistant Director Lynne Smith (602) 542-5717 The division provides technology services to support the internal functions within ADOA. This includes providing the ADOA Local Area Network, maintaining and enhancing the AFIS and HRMS systems and their automated subsystems, supporting the Database Application Systems, and coordinating and enhancing the ADOA divisions’ web pages.
