Dear Governor Brewer:
As Chairman of the Public Safety Communications Advisory Commission (PSCC), I am pleased to
present our 2009 Annual Report covering Fiscal Year 2009 (FY2009: July 1, 2008 – June 30, 2009)
pursuant to A.R.S. 41-3542. The PSCC works to ensure that Arizona’s public safety personnel, at all
levels of government and within non-governmental organizations, have access to quality interoperable
communication systems, are adequately trained, and utilize such systems effectively in multi-disciplinary,
multi-jurisdictional incident response.
In July 2008, the Legislature moved the PSCC to the Arizona Government Information Technology
Agency from its prior home at the Arizona Department of Public Safety. The transition was completed
on October 2, 2008.
Following the transition, the Commission focused its efforts on a number of key areas, including
assessing the current state of interoperable communications within the State; soliciting feedback and
input in public forums from all major stakeholders and subject matter experts regarding the issues
around interoperability; and re-framing the dialogue around progress and possible directions for the
State in the context of the Arizona Statewide Communications Interoperability Plan (SCIP). Based on
those efforts, the PSCC approved a revised set of SCIP strategic initiatives on May 19, 2009.
Attached you will find the 2009 SCIP Implementation Report. Submitted annually to the Federal
Department of Homeland Security (DHS) Office of Emergency Communications (OEC), the report is a
summary of progress made against the State of Arizona’s SCIP. The report details the efforts of the
Commission in five key interoperability areas: Governance; Standard Operating Procedures;
Technology; Training and Exercise; Usage and Outreach. The revised SCIP strategic initiatives can be
found on page 18 of the report. This report, combined with the four quarterly reports submitted to the
Joint Legislative Budget Committee (JLBC) covering FY2009, provide a comprehensive view of
statewide interoperability as well as a roadmap for continuing to advance communications
interoperability in Arizona.
