Dear Governor Hull:
In accordance with the requirements of the act which established the Arizona
Commission on the Arts (A.R.S. 41-981), I am pleased to submit to you and the
citizens of Arizona, the summary report of the Commission for the 2001 fiscal
year.
The financial portion of this report reflects the 636 Community Services Projects
supported by the Commission, listed by city and county. The projects and organi-zations
utilizing these matching grants benefited 8,458,347 audience members, par-ticipants
or artists sharing their work (a 20-percent increase). Contributions from
local sources were $92,975,566 or an increase of $11,277,327 (12.2-percent).
Grant panels of qualified individuals from throughout Arizona reviewed applica-tions.
Panel recommendations for funding were presented to the Commission, who
made the final decisions on the allocation of these funds. We are also please to
submit a brief summary of the Commission's development and current programs.
This year, we highlight the program ARTability: Accessing Arizona's Arts.
ARTability is a consortium of arts organizations and organizations serving disabled
communities, working together to make Arizona's arts accessible to all. ARTability
provides training and information about accessibility issues and accessible pro-gramming,
including cultural awareness, physical accessibility and serving patrons
through audio-described and American Sign Language (ASL) interpreted programs.
We are guided by the fifteen Governor-appointed Commission members and com-munity
leaders, educators and arts professionals who have taken part in the
Commission's planning process. With their advice we are working toward achieving
the goals and objectives outlined in our plan, Linking Up: Strategic Connections for the
Arts in Arizona: 2000-2006.
We were pleased with the results of the Auditor General's Sunset Audit and look
forward to being reauthorized for another 10 years.

History
Following the formation of the National Endowment for the Arts in 1965, fund-ing
was made available to all state governments to form a state arts commission
and to conduct a survey of all existing facilities, organizations and individuals
engaged in the arts. The Arizona Commission on the Arts and Humanities was
established as a state council by executive order of Governor Samuel P. Goddard
on January 24, 1966. S.B. 139, establishing the Arizona Commission on the Arts
and Humanities as a permanent state agency, was passed by the 28th Arizona
Legislature and signed by Governor Jack Williams on March 13, 1967.
Thus, the Arts Commission became the official agency of the State of Arizona “to
stimulate and encourage public interest in the cultural resources, through the study
and presentation of the performing arts and fine arts, to ensure that their role in
the life of our communities will continue to grow and will play an even more sig-nificant
part in the welfare and educational experience of our citizens.” In 1982,
Governor Bruce Babbitt signed enabling legislation continuing the agency to July 1,
1992, and officially changing its name to the Arizona Commission on the Arts.
Again in 1992, the agency was reinstated as an agency until 2002 by the Legislature
and Governor Fife Symington. In 2001, the agency underwent a nine-month
Sunset Audit through the Auditor General’s office. A bill reauthorizing the agency
until 2102 will be acted on by the Legislature in 2002.
General Information
The Arizona Commission on the Arts receives and disburses funds from the State
of Arizona and the National Endowment for the Arts. These federal and state
dollars are catalytic to private funding; they strengthen the partnerships between
the public and private sectors in support of the arts. A governing board of fifteen
Commission members, appointed by the Governor of Arizona, awards grants and
formulates policy consistent with the enabling legislation. Commission members
serve terms of three years and are chosen for their demonstrated ability, good
judgement and experience in arts-related fields. In addition, they are selected to
ensure the geographic and ethnic representation of all areas of the state.

Arts Standards.
The State Board
of Education adopted

The Commission provides project grants
and administrative grants to organiza-tions
and schools. Project and adminis-trative
grants support arts activities in
urban centers and rural communities,
preserve the rich traditions of Arizona’s
ethnic communities, encourage participa-tion
in the arts by people with disabilities
and by citizens of all ages, and support
strengthened professional artistic and
administrative skills of Arizona’s arts
organizations. In addition, the Arts
Commission provides assistance to indi-vidual
artists through artist fellowships
and artist projects grants; artist residency
opportunities in schools, communities
and after-school programs; the Traveling
Exhibitions Program; International Arts
Exchange; and other professional devel-opment
opportunities and professional
resources. In addition to these grants, the
Commission provides tools including
convening/facilitating, staff/professional
assistance, research, technology and
information and referral to arts and
community organizations, schools and
artists.
All grants and awards from the Arts
Commission are made in accordance
with Title VI of the Civil Rights Act of
1964, Section 504 of the Rehabilitation
Act of 1973, the Age Discrimination Act
of 1975, and Title IX of the Education
Amendments of 1972.

1972
Three Arizona artists began work serv-ing
one school district in the
Commission’s Artists in Education
program. Today the Artists in
Residence (Arts Education) and other
education programs provide work for
more than 200 artists at 1,500 schools.
Many of the artists who worked in the
early years of the program are among
Arizona’s successful practicing artists
and their former students are among
today’s arts audiences; some have fol-lowed
their mentors and become artists.
1974
The Commission’s Expansion Arts pro-gram,
serving Arizona’s ethnic popula-tions,
was the first state program of its
kind in the country. The program
encourages the presentation and preser-vation
of Arizona’s rich ethnic traditions.
1976
The Commission initiated the Art in
Arizona Towns program in response
to interest from Arizona towns for
quality performing arts events in their
communities. Performing artists visit a
community for three to six days, giving
performances and workshops.
The Ticket Discount program was
introduced in partnership with social
service organizations to help handi-capped
and elderly citizens attend per-forming
arts events (program active for
15 years).
1978
The National Endowment for the Arts
awarded a Challenge Grant of
$480,000 to the Arts Commission for
distribution among eight major cultural
institutions. This special three-year
grant required the institutions to match
each federal dollar with at least three
dollars of new and increased giving.
The institutions actually matched the
grant with seven dollars of private
donations to one federal dollar. This
same year general operating support
grants were awarded to large institu-tions.
The Challenge Grant and Basic
Aid demonstrate the commitment of
the Arts Commission to contributing to
the continued artistic development of
our statewide cultural treasures.
The Artists Fellowship program began
awarding fellowships in the visual arts,
the performing arts and creative writing.
The program underscores one of the
Commission’s primary goals: recogni-tion
and support for Arizona’s artists.
Fellowship awards provide individual
artists the opportunity for research and
development.
The Art in Public Places program was
triggered when Governor Bruce Babbitt
commissioned works of art by Arizona
artists for two new buildings in the
Capitol Mall. Following this, the
Commission designed and implemented
an Art in Public Places program that
assists local communities in selecting,
commissioning and funding art for pub-lic
spaces.
Initiated with the support of a National
Endowment for the Arts fellowship
grant to Executive Director Louise
Tester, the Commission began a pilot
project of cultural exchange with
Mexico. This full-scale program, called
the International Exchange program
(International Arts Exchange), pro-vides
assistance for Arizona artists to
tour Mexico and other countries and
for international artists to tour Arizona.
1980
The first Governor’s Arts Awards pro-gram
took place. Awards were given by
Governor Bruce Babbitt to recognize
excellence in individual and corporate
support to the arts. The Governor’s Arts
Awards program continues as a joint
project of the Governor’s Office,
Arizonans for Cultural Development and
the Arizona Commission on the Arts.
The Organization Development
Program (ODP) was designed as a
specialized training program to give

technical assistance to the boards of
directors and staffs of Arizona’s devel-oping
arts organizations. Today the pro-gram
provides funding and technical
support to more than 130 Arizona arts
organizations which produce ongoing
public programs.
1981
The Design program was initiated to
give technical assistance to communities
and nonprofit organizations in graphic
design and the planning of cultural
facilities: performing arts centers, gal-leries,
museums, cultural parks and
artists’ spaces.
1982
As a result of a positive performance
review conducted of state agencies by
the Arizona Auditor General’s office,
Governor Bruce Babbitt signed
enabling legislation continuing the
agency to July 1, 1992, and officially
changing its name to Arizona
Commission on the Arts.
1984
Arizona became an affiliate of Meet
the Composer, Inc., the national serv-ice
organization which promotes the
music of living American composers,
encourages the commissioning of new
music and develops audiences for the
music of our time.
1987
The Arts Commission celebrated its
twentieth anniversary with the comple-tion
of a major research project result-ing
in a statewide arts plan, Arizona:
The Arts in Partnership, 1987 - 1990.
The plan gave visibility to Arizona’s
model arts programs and showed how
the arts could serve as partners with
other sectors in promoting Arizona’s
artistic resources.
1988
The Arizona Commission on the Arts
joined six other state arts agencies in a
national consortium that was awarded a
three-year Challenge Grant from the
National Endowment for the Arts to
support individual artists.
The Local Arts Agencies project
began to assist developing local arts
agencies with program planning and
with administrative and organizational
skills. The project increases awareness
and accessibility of the arts in each par-ticipating
community.
The Arts Commission, cooperatively
with the Arizona Department of
Education, completed the First
Statewide Survey on the Status of
Arts Education in Arizona Public
Schools, 1988. Subsequently, a retreat
held to assess the survey information
was attended by educators, arts adminis-trators
and community leaders who
issued a consensus statement, The Oak
Creek Accord, a five-year plan for the
future growth and direction of arts edu-cation
in Arizona.
1989
Artist Projects support individual
artists in all disciplines for specific proj-ects.
The program responds to artists’
ideas, dreams and needs. Especially
encouraged are collaborations and inter-disciplinary
projects.
The Arizona Arts Trust Fund, estab-lished
by the State Legislature by adding
fifteen dollars to the annual corporate fil-ing
fee, increased general operating sup-port
for arts organizations. Participating
organizations must document a plan to
include representatives of racial and eth-nic
minorities on their boards.
Education projects (Arts Education)
assist schools and arts education organi-zations
with projects that help make the
arts basic to education. Strong emphasis
is placed on collaborations among arts
disciplines and use of community
resources in the arts.

1990
Anti-Drug A.P.P.L.E. Corps, a partner-ship
between Artists, Private enterprise,
Prosecutors, Law enforcement and
Educators places artists in after school
programs to help our youth, family and
community to reject drugs. The program
is supported with RICO funds from the
Maricopa County Attorney’s Office.
Arizona Arts Congress, in conjunction
with Arizonans for Cultural
Development and Arizona Alliance for
Arts Education, brought over 300 people
to the Arizona Capitol to hear legislators
speak about the arts and to attend a
luncheon with their legislators.
Arizona Dance on Tour increases the
audiences for quality dance presentations.
National touring artists present concerts
and residencies with local dance compa-nies
and communities.
Tribal Museum program (Tribal
Museum Assessment) provides techni-cal
assistance to established and emerg-ing
tribal museums and cultural centers.
Over twenty-five tribes were surveyed in
Arizona to identify needs of tribal muse-ums
and their communities. Technical
assistance includes on-site consultants
and salary assistance.
1991
Rural Assistance program provided
technical assistance to rural sponsors for
exhibition development. A series of
workshops were held in Bisbee, Flagstaff,
Globe and Sacaton. Topics included
audience development, education pro-grams,
care and preserva-tion of art-work,
working with historic buildings
and developing exhibition seasons (pro-gram
active for two years).
The Arts Commission joined the
Arizona Department of Education and
the fine arts departments of the three
state universities in a collaborative effort
to make the arts a part of basic educa-tion.
The results of this joint effort were

a Directory of Arizona Exemplary
Fine Arts Sites, K - 8, Arizona Arts
Education Research Institute and
Artist/Teacher Institutes.
1992
Arizona Save Outdoor Sculpture! is
part of a national campaign to locate
and inventory publicly accessible out-door
sculpture and increase public
awareness of the value of outdoor
sculpture and the need to care for it.
Arizona SOS! joins 35 other states in
the effort sponsored by the National
Institute for the Conservation of
Cultural Property and the National
Museum of American Art, Smithsonian
Institution (program active for two
years).
Collaborative Initiatives program
focused on collaborative artistic projects
that help organizations involve and
reach new communities. Priority goes to
projects that show a sincere sharing of
talents and specific efforts to under-stand
different cultures. Funded by the
National Endowment for the Arts (pro-gram
active for one year).
Arizona Arts Education Research
Institute (AAERI) funds research
studies which examine programs in the
arts to determine their impact on learn-ing.
The program involves the Arts
Commission, the Arizona Department
of Education and the fine arts colleges
of the three state universities.
1993
Border Arts project supported arts
programs reflective of the cultural her-itage
of the people in the border coun-ties
of Yuma, Santa Cruz and Cochise
(program active for two years).
Tumblewords: Writers Rolling
Around the West places Arizona poets
and writers in underserved communities
for outreach activities and public com-munity
readings. Supported through
Western States Arts Federation.
1994
Arts Education Through Distance
Learning allowed two teams to con-duct
distance learning experiments
using communications technology with
K-12 arts curricula. At the University of
Arizona, music and visual art lessons
were designed. At Arizona State
University, dance and drama were the
focus.
1996
The Arizona Arts Endowment Fund
(Arizona ArtShare), a public/private
partnership, was created by the Arizona
Legislature and Governor Fife
Symington. This long-term funding
mechanism will, through income from
permanent endowment funds, support
the stabilization efforts of Arizona arts
organizations, and arts education.
1997
Arts Standards. The State Board of
Education adopted Arts Standards with
the expectation that students demon-strate
competency in music, visual art,
dance and theater by eighth grade and
proficiency in one art form by gradua-tion.
The Commission works with the
Department of Education and the
Arizona Alliance for Arts Education to
develop strategies to help local schools
make the arts an integral part of the
curriculum.
1998
Arizona ArtsPlace. The Arizona
Commission on the Arts entered into a
unique collaboration with the Phoenix
Arts Commission, Business Volunteers
for the Arts, the Tucson-Pima Arts
Council, Arizona State University, and
the Western States Arts Federation
(WESTAF). This collaboration provides
grants, technical assistance, hardware/
software, and training to Arizona’s non-profit
arts organizations to develop and
maximize their online capabilities.

1999
School To Work was a federally funded
program, designed to bring businesses
and schools together to create meaning-ful
work experiences for students. The
Arizona Commission on the Arts
became the fiscal agent for a unique
Arts and Humanities Partnership to
introduce students to the wide variety
of careers available in the arts (program
active for three years).
ARTability: Accessing Arizona’s Arts
is a consortium of 30 plus organiza-tions
who combined resources to hire a
full-time Accessibility Coordinator to
provide technical advice to arts and cul-tural
organizations wishing to develop
accessible programs and spaces; distrib-ute
information regarding accessible
arts programs and facilities to the dis-ability
community; organize, promote
and coordinate Audio Description,
American Sign Language interpretation,
and other accessibility services; promote
Universal Design in architecture; pro-vide
information on accessibility-related
issues; and promote community aware-ness
of disability-related issues.
Artist/Teacher Institutes supports
two or three-day professional develop-ment
institutes for teachers and admin-istrators
on-site in rural school districts
throughout Arizona. The Institutes are
presented by Arizona Commission on
the Arts staff and a group of teaching
artists, and are designed to help teachers
in rural schools gain additional under-standing
and skills to teach using the
arts and to implement the Arizona arts
standards.
2000
Arts and Culture Build Communities
is a public/private partnership with the
Arizona Community Foundation, the
Arizona Humanities Council and the
Arizona Department of Commerce, to
support planning and implementation
of projects with ethnic or rural
arts/cultural or heritage organizations
that support a community’s cultural
resources through economic and
tourism development strategies.
ArtistsRegister.com/Arizona is a
statewide online register of Arizona’s
visual artists which eliminates multiple
slide submissions for artists and pro-vides
easy-to-access notices of public
art projects and competitions. The
online register is designed to connect
people interested in visual arts with
Arizona artists and their work.
ArtistsRegister.com/Arizona is a collab-orative
project with the Chandler Arts
Commission, City of Glendale, City of
Yuma, Greater Oro Valley Arts Council,
Phoenix Arts Commission, Scottsdale
Cultural Council, Tempe Cultural
Services, Tucson/Pima Arts Council
and the Western States Arts Federation.
2001
The agency participated in a nine-month
sunset audit by the Auditor
General. Legislation has been intro-duced
in the 2002 session to reautho-rize
the agency for 10 years.
Arizona has also been selected as one
of 13 states to participate in a national
research project funded by the Wallace-
Reader’s Digest Funds to explore new
strategies to build public participation in
the arts. The Understanding
Participation project (UP) is designed
as a learning opportunity between the
state arts agency, consultants in the
areas of arts participation, and
Arizona’s arts organizations, communi-ties
and artists. The project brings
together national research and technical
assistance combined with local research
and experiments to result in broaden-ing,
deepening and diversifying partici-pation
in the arts.
The Arizona Commission on the Arts
participates in the programs of the
Western States Arts Federation.
Focused services include fee support to
presenters of the performing arts, the

WESTAF Book Awards and
Tumblewords for writers, technical
assistance and consultant services, and
promotion of the arts in and of the
Western United States, including online
registers for visual, performing and lit-erary
artists.
The Arizona Commission on the Arts is
also a member of the National
Assembly of State Arts Agencies,
Americans for the Arts and The
Association of American Cultures.
In its first year of existence, the
Commission sponsored 32 events, serv-ing
a small arts constituency. Since that
time the migration to the Southwest has
multiplied several times the population
of Arizona, increasing the demand for
the arts. Criss-crossing the state are
hundreds of arts and community
organizations, dedicated to making their
communities better places in which to
live, work and play. The organizations
receiving Commission support reach or
touch more than eight million people
annually.
The commitment to continued cultural
development in Arizona is a challenge
shared by arts organizations, artists,
audiences and the Arizona Commission
on the Arts.

The Commission serves not just as a

the state. Professional program and
administrative staff provide specialized
expertise in artistic and educational disci-pline
areas, and work with consultants
and other service providers to respond
to the growing and changing needs of
Arizona’s nonprofit arts industry. Here is
a general overview of the program areas
the Commission currently focuses on:
Design
Offers technical services to communi-ties
and nonprofit organizations on
graphic design and cultural facility plan-ning—
performing arts centers, galleries,
museums, cultural parks or artists’
spaces. Assistance is available during all
stages of facility development: garner-ing
citizens’ comments, hiring consult-ants,
preparation of grant applications
for feasibility studies and pre-architec-tural
planning.
Art in Public Places assists cities,
counties and local nonprofit agencies
commission works of art for perma-nent
installation in places of public
access.
Education
Coordinates Arts Education with multi-ple
components. Arts Education proj-ects
assist practicing artists in all arts
disciplines with residencies in schools,
libraries, museums and other communi-ty
settings. The residencies reinforce the
value of the arts as a part of basic edu-cation
and provide students and teachers
the opportunity to explore the arts and
participate in hands-on creative experi-ences
with artists. Arts Education proj-ects
also encourage the development of
professional arts education organizations
and program initiatives by local school
districts. In collaboration with the
Department of Education and the fine
arts colleges of the three universities, the
Arizona Arts Education Research
Institute (AAERI) supports research in
arts education, and teacher/researcher
collaborations in arts education research.
Anti-Drug A.P.P.L.E. Corps is a part-nership
between Artists, Private enter-prise,
Prosecutors, Law enforcement and
Educators, placing artists in after-school
programs to help our youth, family and
community reject drugs.
Expansion Arts
Encourages the growth and preserva-tion
of Arizona’s many ethnic tradi-tions.
Assists community-based arts
projects in performing and visual arts,
expanding the involvement of all citi-zens.
The Tribal Museum
Assessment program provides techni-cal
assistance to established and emerg-ing
tribal museums and cultural centers.
The International Arts Exchange
promotes exchanges primarily between
Arizona and Mexico and serves as a
resource to organizations on both sides
of the border, and also supports proj-ects
with other countries.
General Operating
Support
Aids small, mid-sized and large organiza-tions
in strengthening their artistic and
administrative skills, and their ability to
provide ongoing public programming.
This Organization Development
Program combines salary assistance for
professional managers, support for artis-tic
and administrative expenses, and
training/professional development for
staff and board members. The program
is divided into four levels, depending
upon the size of the organization’s oper-ating
budget and the type of support
needed. Stabilization Training, sup-ported
by Arizona ArtShare, provides
two- to three-year tailored, in-depth con-sultancies
focusing on financial stabiliza-tion
and governance to up to three
organizations annually.

Assists poets and writers in a diversity

Local Arts Agencies
Assists developing local arts agencies
(arts councils and commissions) with cul-tural
program planning and with admin-istrative
and organizational skills. Local
arts agencies participating in the project
must be nonprofit organizations desig-nated
to operate on behalf of a local
government, or an operating unit of a
city or county government. Alliances
formed during the cultural planning
process between arts organizations, city
governments, chambers of commerce,
educators and community members are
strengthened so that local arts agencies
become significant cultural resources in
their communities.
Performing Arts
Supports music, theater and dance activi-ties,
offering technical assistance and
project support to performing arts
organizations and artists. Meet the
Composer/Arizona program promotes
the music of living American composers
and encourages the performance and
commissioning of new music. Arizona
Dance on Tour brings national dance
companies to present concerts and resi-dencies
with local dance companies and
communities. Performing Arts
Fellowships are awarded annually.
Presenting
Assists programs of multidisciplinary
presenters with community arts planning
and support of professional artists’ fees
for festivals; residencies; or performance,
literary or exhibition series. Assistance is
given to artists with touring techniques,
residency services and management.

Traveling Exhibitions
Traveling Exhibitions are offered to
rural communities without access to
museums and to urban centers to com-plement
the state’s museums.
Visual Arts
Supports visual arts activities, offering
technical assistance and project support
to museums, visual arts organizations
and artists. Serves the visual arts in
rural communities and urban neighbor-hoods.
ArtistsRegister.com/Arizona
is an online slide bank available for use
by arts organizations, galleries, corpora-tions
and the general public seeking to
locate professional artists. Fellowships
in Visual Arts are awarded annually.
Information and Referral
Provides information and technical
services in the business of the arts. The
Arts Resource Center, a specialized
non-circulating library, contains infor-mation
not otherwise available to
Arizona arts organizations, communi-ties
and artists. The Center maintains
up-to-date publications on copyright,
taxes, legal issues, health hazards in the
arts, arts participation, fundraising,
management, marketing, publicity,
board development and cultural facility
planning. Speakers are available to arts
organizations and artist groups.
Publications include the monthly
Bulletin, Arizona Arts Roster, Traveling
Exhibitions Roster, Artists Guide to
Programs and Guide to Grants:
Organizations and Schools; and the
Commission maintains an extensive

Convening/Facilitating
The Commission can serve as a catalyst
and facilitator in bringing members of
a community together around issues
and opportunities in the arts and arts
education. Whether through the annual
statewide Southwest Arts Conference
(SWAC) for over 250 artsworkers, or
small roundtable discussions in com-munity
centers or school board rooms,
Commission staff serve as a guide in
the sharing of ideas and information.
Research
Artists and arts organizations require
accurate and current information in
order to make the best decisions. The
Commission gathers current research
and statistics in a broad range of areas
from cultural tourism to economic
impact studies to the impact of arts
education on student learning. Utilizing
our website more and more as a con-nector,
the Commission shares this
local, regional and national research
with the community.
Through the Commission's
Understanding Participation project
(UP), Arizona's partnership with the
Wallace-Reader's Digest Funds, over
the next five years the arts community
will research and learn together about
what motivates people to participate in
the arts.
Technology
Access to information and services
"24/7" is vital to today's business pace.
Through increased investment of
resources in our website, the agency
provides this to its constituents.
Opportunities, information, resources
and funding possibilities are among the
components the Commission posts or
links to, as well as enhanced versions of
our print publications such as the Guide
to Grants: Organizations and Schools and
Arizona Arts Roster.
Technological links must go both ways,
so the Commission partners with other
agencies including the Phoenix Arts
Commission and Business Volunteers
for the Arts in Arizona ArtsPlace,
providing funding and planning assis-tance
to arts organizations to maximize
their online capabilities.
Professional Staff
Assistance
Program staff with strong experience
in their particular fields provide the
non-profit arts industry with technical
assistance in areas such as organization-al
development, community participa-tion-
building, grants preparation, public
relations/marketing and other adminis-trative
and artistic functions. Their
statewide perspective also allows them
to be valuable referrals, connecting one
organization or artist or school with
another in the state (or outside the
state) that can be a valuable resource or
peer. A juried roster of peer consult-ants
offer consultancies at low or no
cost to small and mid-sized arts organi-zations
in many areas including accessi-bility,
fundraising, facility planning,
board development and strategic plan-ning.

ARTability - Accessing
Arizona's Arts
In 1998, Arizona's arts organizations
were struggling in their attempts to
involve audience members and artists
with disabilities. American Sign
Language-interpreted and audio-described
programs were occasionally
offered but attracted only small num-bers
of deaf or blind audience mem-bers;
information on the needs of audi-ence
members with disabilities was not
consistent throughout arts organiza-tions;
and members of the public with
disabilities had no consistent way of
learning about accessible arts events.
A key leader in accessible programming
was Arizona Theatre Company, which
had made connecting to people with dis-abilities
a priority by focusing on intro-ducing
audio description to Arizona.
They received a National Endowment
for the Arts grant to initiate these servic-es,
and to share the describers and
equipment with other arts organizations.
Arts for All/Third St. Kids partnered on
this outreach. Quickly realizing the
statewide value of a coordinated pro-gram,
ATC, the Arizona Commission on
the Arts and other arts organizations
which had provided leadership in acces-sible
programming convened community
meetings in Tucson and Phoenix. These
conversations overwhelmingly affirmed
the need for a quality-driven community-wide
program to focus on making arts
events accessible and enriching experi-ences
for all members of the communi-ty,
regardless of disability. With estimates
of 289,000 Arizonans with disabilities,
and 640 arts organizations, the need was
obvious.
ARTability was created as this statewide
program in 1999. The Commission pro-vided
a general operating support of
$6,000, and more than 25 other arts and
disability organizations joined as part-ners,
committing funding and/or in-kind
services. Founding partners com-mitted
to participate for an initial three-year
period, recognizing that the build-ing
of relationships between the arts
organizations and disability community
was a long-term effort. A full-time
coordinator was hired. With a back-ground
in theatre and business adminis-tration,
Cindy Brown brought a unique
combination of skills, as well as her
personal experience as an artist who
developed a disability after establishing
her career. A Steering Committee repre-senting
the arts and disability communi-ties
was formed.
ARTability and its coordinator jumped
into action immediately, providing a
wide range of services and information.
Initial activities included developing a
quarterly newsletter with ARTability
information and calendars of accessible
arts events in Phoenix and Tucson; pro-viding
training to "front of house" indi-viduals
(box office representatives,
docents and ushers who interact with
patrons) on disability issues and sensi-tivity;
attracting new consortium mem-bers
and identifying additional funding
sources; and speaking at a wide variety
of community events.
ARTability's reputation quickly grew,
and in its second year of operation its
coordinator became a regular guest on
KXCI Radio and Sun Sounds Radio as
well as making guest appearances on
KTAR Radio; was requested as a guest
speaker, committee member and grants
panelist both in- and out-of-state; and
increased the amount and type of tech-nical
assistance available. Brown has
advised facilities on issues of accessible
design, including the Herberger Theater
Center, Orpheum Theatre, and the in-design-
phase Mesa Arts Center and
Tempe Performing Arts Center. More
than 1,000 ushers, docents, volunteers
and staff receive training each year, and
ARTability Summits now take place
twice a year, providing panel presenta-tions
and workshops on issues such as
use of TT machines for deaf and
speech-impaired callers, box office and
facility seating issues for patrons with l

limited mobility or who use wheelchairs
or guide animals, and ARTability has
become known as a connection for
artists with disabilities, who often feel
isolated from each other. The Arizona
Commission on the Arts received the
National Assembly of State Arts
Agencies' 2000 National Innovation
Award on behalf of ARTability, and
ARTability was awarded a very competi-tive
National Endowment for the Arts
grant for expanding its services and
programs.
ARTability is the only statewide pro-gram
of its kind in the country. Since its
inception, ARTability has built its con-sortium
to more than 40 partners, all of
whom provide cash or substantial in-kind
support; has attracted a pool of
committed and talented volunteers; has
grown its mailing list from 0 to more
than 2,500; has developed a website with
calendars of accessible events and con-sortium-
member links; has garnered
media coverage in, among others, the
Arizona Republic, The Business Journal, New
Times, Phoenix Magazine, The Tribune
Newspapers, BackStage, Channel 15
(Phoenix) and KTAR (Phoenix).
Outreach has expanded beyond its initial
service areas of Tucson and Phoenix to
Prescott, Wickenburg and Flagstaff.
Arts organizations adding accommoda-tions
with ARTability's technical assis-tance
and promotion include Prescott
Fine Arts Association, Arizona Arts
Chorale, Sharlot Hall Museum, East
Valley Children's Theater, Arizona
Jewish Theatre Company, Phoenix
Theatre and Cookie Company, Valley
Youth Theatre, Theatre Works and
UApresents. The Herberger Theater
Center "Ambassador Usher" program, a
cadre of ushers participating in ongoing
disability training, is now expanding to
serve other downtown Phoenix venues.
Nearing completion of its third year of
existence, ARTability is preparing to
enter its next phase, re-assessing its pro-gram
priorities through dialogue with
both the arts and disability communities.
The potential for increasing access to all
Arizonans is just beginning to be tapped.
ARTability serves as an example of the
power of combined resources and action
to make a difference in the community.

This section details each individual grant made to organizations and individuals in
FY01. Organized alphabetically by county, and then by municipality within the
county, this lists each grantee and the title of the project or grant type, and the
sources of funds for the grant.
All grants are awarded through a process in which the organization or individual
applies for support; if they meet eligibility requirements, their application is
reviewed through the applicable process and criteria. Applicants must
document/certify the use of the funds before payment is made, and they report on
the project after completion (except Fellowships).
Federal funds are provided through Congressional appropriations to the National
Endowment for the Arts; Arizona receives funds through a Partnership Agreement
(a portion is calculated by formula, a portion through a competitive review
process) and Challenge America (designed to support programs in underserved
areas). State funds are appropriated by the Arizona State Legislature. ATF denotes
the Arts Trust Fund; these grants are specifically designated for general operating
support for arts organizations. Other funds come from interest generated by
Arizona ArtShare, the state arts endowment fund; RICO funds through the
Maricopa County Attorney's Office to support Anti-Drug A.P.P.L.E. Corps proj-ects;
Meet the Composer, Inc.; School to Work; and Tumblewords.

Funds are received from four sources:
􀂃􈍇 General Fund, appropriated annually by the State Legislature for Community
Service Projects and agency administration
􀂃􈍁 Arts Fund, a combination of federal funds and other local funds (RICO, fees
for service/registration, the fine arts departments of Arizona State University,
Northern Arizona University and University of Arizona, the Arizona
Humanities Council, Arizona Community Foundation and Arizona
Department of Commerce)
􀂃􈍁 Arts Trust Fund, a portion of the annual filing fee for for-profit corpora-tions,
collected by the Arizona Corporation Commission for grants for general
operating support of arts organizations
􀂃􈍁 Arts Endowment, interest earned on state contributions to the state arts
endowment fund, and on private contributions to Arizona ArtShare funds at
the Arizona Community Foundation and Community Foundation for Southern
Arizona
Tribal Museum program provides technical assistance to estab-lished
and emerging tribal museums and cultural centers.
