Dear Governor Napolitano:
The Arizona Department of Health Services ( ADHS) is submitting its expenditure report to the
Joint Legislative Budget Committee for Executive Orders 2007- 11. The expenditure report
reflects the amount that has been authorized to ADHS.
Executive Order 2007- 11 ( Continuous Chest Compression CPR and Automated External
Defibrillator):
The Executive Order authorized a total oftwo- hundred thousand dollars from the Health
Crisis Fund. One- hundred percent ofthis money has been encumbered to the University of
Arizona Sarver Heart Center to be used for a mass education campaign to teach bystander
Continuous Chest Compression CPR ( CCC- CPR) and familiarize Arizonans with Automated
External Defibrillators.
To educate Arizonans a video production company will make three instructional videos: one
will target middle and high school students, another will target adults ( both ten minutes
long), and a one minute public service announcement to be used for training in public places.
Also, roughly 2,000 instructional kits, which include PocketCPRTM training aids, will be
mailed out in early 2008 to middle schools, high schools, businesses, and EMS training
facilities. Approximately 3,500 Arizonans have already been trained in CCC- CPR.
Eventually every 6th through 12th grader in the state, 605,593 in all, will be given CCC- CPR
training kits. These students will be encouraged to educate their friends and family members.

In addition, CCC- CPR instruction cards will be inserted into utility bills throughout the state
and a statewide survey will be conducted to determine the efficacy ofthe education
campaign. These cards direct individuals to public education classes and instructional
videos available on the Save Hearts in Registry and Education ( SHARE) website.
