Arizona Community Action Association is pleased to present its first annual Utility Repair, Replace and
Deposit ( URRD) report to the Governor's office pursuant ARS 46- 731 and 46- 732, utility assistance;
qualified fuel fund entity: report: definitions. The qualified fuel fund, the Home Energy Assistance Fund
is a program of Arizona Community Action Association ( ACAA), and contracts direct services to
Community Action Agencies and community based organizations throughout the state to provide energy
assistance to low income Arizona residents.
In late 2007 and 2008, ACAA received Abandoned Deposit Reports from utilities throughout the state
( Attachment A). Monies are held in an interest bearing account which has earned $ 47,731 in interest
income through October 2008, enabling the Fund to assist even more families in need.
Unaffordable home energy costs are reported to be one of the leading causes of homelessness and
increasing energy costs force an estimated 1.4 million eligible residents to make critical tradeoffs
between essential basic needs such as food and shelter. The URRD program is one of the many valuable
programs that help meet the basic energy needs of Arizona's low income residents through utility
deposits, appliance repairs and replacements. Due to our ability to invest and leverage these funds, for
contract year 2009, over $ 1,567,000 is in contract with community agencies to serve families in need.
