Developing an Inclusive Statewide Trauma System
Executive Order 2008- 26
In September ofthis year, Governor Napolitano issued Executive Order 2008- 26
charging the Department ofHealth Services with:
• Increasing the number of Arizona Health Care institutions that participate in the
statewide trauma system, particularly those located in rural Arizona
• Establishing a Trauma Medical Director with expertise in trauma care to
formulate standards, guidelines and rules to further enhance Arizona's trauma
system and care
• Growing the number ofhealth care institutions that report traumatic injury data to
the Arizona State Trauma Registry; an effort that enhances information sources
necessary for continued evaluation of, and improvements to, the statewide trauma
system
• Providing a report to the Governor on the activities and outcomes of developing
an Inclusive Trauma System by December 31, 2008 and annually thereafter.
The Arizona Department ofHealth Service's Bureau ofEmergency Medical Services and
Trauma System ( Bureau) is the statutorily identified lead for the development ofa
statewide inclusive trauma system. The following is a summary of the progress that has
been made in 2008.
Focus Area One: Increase the number of Arizona Health Care institutions that participate
in the statewide trauma system, particularly those located in rural Arizona
On January 1,2008 there were 7 designated trauma centers in the State. As ofthe date of
this report, we now have eleven designated trauma centers, three of which are located
outside of the urban core areas, an increase ofmore than 50%.

We continue to actively pursue new participants from the rural healthcare community.
To facilitate this process the Bureau developed and advertised an outreach program that
acts as a travelling orientation to the value of being a part ofthe trauma system. This
allows Bureau staff to describe the social and financial costs and benefits associated with
formal participation in the trauma system. The orientation is designed to inform key

hospital administrators about common concerns and misconceptions ofthe trauma
system, as well as explain the tangible benefits ofparticipation. This year, Bureau staff
conducted five such orientations across the State. Additionally, Bureau staff visited with
an additional ten facilities to answer questions about participation in the trauma system.
Focus Area Two: Establish a Trauma Medical Director with expertise in trauma care to
formulate standards, guidelines and rules to further enhance Arizona's trauma system and
care.
Bureau staff developed the appropriate position documents required by Department of
Health Services' Human Resources Division and intends to submit the position in early
2009.
Focus Area Three: Grow the number of health care institutions that report traumatic
injury data to the Arizona State Trauma Registry; an effort that enhances information
sources necessary for continued evaluation of, and improvements to, the statewide trauma
system.
The Bureau is finalizing a Microsoft Excel abbreviated trauma registry that we intend to
make available to any health care institution that expresses an interest in submitting data
to the Arizona State Trauma Registry. The following facilities currently contribute data
to the registry:

The Bureau shared the Executive Order with our State Trauma Advisory Board, other
committees, and Arizona's four EMS Regional Councils. The Order has been well
received by all. Recent reports from the ASTR indicates that we have a long way to go to
ensure that Arizona residents, particularly those living in the rural and frontier areas of
the state, receive timely and appropriate access to trauma care. The Bureau is dedicated
and committed to continuing its work in addressing these focus areas in the coming year.
