The Arizona Department of
Transportation Aeronautics
Division has undertaken
a comprehensive study to
update its long- term plan for
Arizona’s Airport System. The
State Airports System Plan
( SASP) is being funded with
a grant from the Federal
Aviation Administration and
is an update to the State
Aviation Needs Study ( SANS)
developed in 2000.
“ This study will serve as a
guide for the best application
of the State’s resources for the
State’s airports,” said Barclay
Dick, Aeronautics Division
Director. The analysis of
Arizona’s Airport System
focuses on 83 airports in the
state. While most of the
airports are publicly- owned,
several are owned by Native
American communities or are
privately- owned. Twelve of
the airports have scheduled
commercial carriers that
provide airline service, but all
83 airports accommodate a
wide range of general aviation
aircraft and activities.
The Arizona SASP is being
accompl ished using a
performance- based approach.
The process that is being
used to evaluate the Arizona
Airport System is consistent
with methodologies advocated
by the FAA and used by
Arizona DOT to evaluate the
performance of other modes of
transportation.
System Plan Update Focuses on Public Airports
New ARFF Truck to Enhance Safety at GCN
The Grand Canyon National
Park Airport has taken delivery
of a new state- of- the- art
Aircraft Rescue and Fire Fight-ing
( ARFF) truck. The
$ 850,000 vehicle is equipped
with all of the latest equipment
including a 35 foot boom with
a nozzle that can pierce the
aircraft fuselage and spray
water into the interior of an
aircraft.
“ With the addition of this
truck,” said Mike Halpin,
Airport Director, “ not only do
we greatly enhance the safety
of aircraft passengers and
crews but we can also support
our local community more
effectively.”

“ I am pleased to fill this long
time vacant position,” said
Ms. Hawkins. “ I’m ready
to provide additional services
to each of the airports in
Ar i zona and to the
consultants who are working
with these airports.”
Holly Hawkins was recently
named as the Aeronautics
Division’s new State Airport
Engineer. “ We’re excited to
have her as part of the team,”
said Mike Klein, Director of
Airport Development. “ The
position has been vacant
since 2001.”
Ms. Hawkins is from Presque
Isle, Maine and attended
the University of Maine. She
has a Bachelor’s in Civil
Engineering, a Master’s in
Public Administration, and
P. E. licenses in Maine and
Arizona.

Budget deficits have impacted
us greatly and, as a result of the
sweep of the Aviation Fund,
we find ourselves handcuffed,
recognizing the safety, security
and capacity needs at our
State’s airports but unable to
respond in the manner that we
would like. With the resources
available to us, we will strive to
make the best of the situation.
Information will continue
to flow with ideas, vision
and encouragement. Working
together, we will accomplish
much. We always have and
we’ll continue to do so, because
we have within us a great
passion for what we do.
Our hope is that “ Arizona
Airways” will document those
accomplishments, providing a
history that will encourage
greater accomplishments in the
years to come.
Enjoy a happy holiday season.

to return prosperity to the
Aviation Fund and make

The sound of oohs and aahs
echoed through the hanger of
the Commemorative Air
Force Museum at Falcon
Field in Mesa on November
1st, as over 200 Junior Girl
Scouts arrived to attend a
half day workshop needed
to achieve their aerospace
badge.
“ Being able to provide the
girls with a chance to explore
and learn about aviation is a
great opportunity for the
Aeronautics Division,” said
Carole Glenn, Outreach
Coordinator for the Division.
“ It was great to see all of the
paper airplanes and balsa
gliders the girls made taking
“ test flights” right next to
some of the richest aviation
history in Arizona.”
The Aeronautics Division
organized the event which
provided six activities, one of
which was the opportunity
to taste astronaut food. The
girls toured the museum,
which included a walk
through of the World War II
B- 17 bomber “ Sentimental
Journey.” “ The docents at the
museum did a wonderful job
taking all of the girls on
a tour of the museum,”
said Glenn. “ This was an
experience that will last them
a lifetime!”
This event was a first for
the Division and according
to Glenn maxed out their
registration. “ We would
definitely like to host this
twice a year!”
Aero Helps Girl Scouts Achieve Badge
New ARFF Truck
quickly preventing undue

The truck adds 1500 gallons
of water to the two vehicles
the airport already has, giving
the airport the ability to
handle any aircraft emergency
at the airport. The truck gives
airport fire fighters the ability
to light up the emergency
scene with onboard high
output lights, in addition to
providing the newest extrica-tion
equipment.
Also new at the airport is the
Bullex Fire Extinguisher Training
System, which allows the airport
to teach fire safety to airport
tenants without using live
extinguishers or fire pans. The
system uses compressed air and
computers to ensure the students
are using proper techniques to
extinguish the computer con-trolled
propane fire.
The new ARFF vehicle also
has a FLIR ( Forward Looking
Infra Red) camera which
allows fire fighters to find the
hotspot in the interior of an
aircraft or structure and get
water to that point fast. “ By
using the boom and camera
during structure fires we can
locate a hotspot on even a
second or third story allowing
fire fighters to attack the fire

MVD and Service Arizona have refined the process to make it even easier to renew on- line

document and 2009 decal. This process will be much more convenient and efficient for aircraft owners
not claiming exemptions. Revenue collected from aircraft registration is reinvested into Arizona’s

economic infrastructure of
the communities they serve.
In addition to their
transportation and economic
roles, airports in Arizona also
contribute significantly to the
health, welfare, and safety
of Arizona’s residents and
visitors. Aviation often
provides the only means of
quick access to remote areas
of the state.
When completed, the Arizona
SASP will provide the
following:
• System goals, goal
categories, and performance
measures;
• Existing AZ aviation
policy review;
• Inventory/ data collection
for system airports;
• Projections of aviation
demand through 2030;
• Development of airport
roles based on airport-specific
contributions to the
system;
• System evaluation based
on performance of the
existing system;
• Targets for future system
performance;
• Recommended plan and
the cost to achieve the plan
for the future system; New
policies need to reach targets
and achieve recommended
system.

the SASP a Project Advisory
Committee, is comprised of
approximately 25 individuals,
has been established. “ The
PAC provides the SASP
Team with many different
perspectives on the issues
that face Arizona, said
Keidel- Adams. These issues
are both aviation and
non- aviation. Participation on
the PAC also provides a
mechanism to gain support as
ADOT works to implement
SASP recommendations.”
The PAC assists with the
technical review of reports
and products that are
produced for the SASP.
In addition to the PAC, eight
regional public workshops
have been held throughout
the state to provide
opportunity for public input
and communication about the
study’s findings to date.
The SASP has been
underway since February
2008 and is anticipated to be
complete next Spring. As of
November, the first six of
nine total tasks have been
drafted. Subsequent tasks
include development of
future performance targets,
capital needs assessment, and
final recommendations.
The results of this study will
help the Division identify
important improvements that
are needed and according
to Mike Klein, Airport
Development Director for the
Division “ get us contemporary”
by updating the tools needed.
Final deliverables for the SASP
include a Technical Report, a
System Plan Fact Sheet, a color
Executive Summary brochure,
and a DVD.
ADOT Aeronautics selected
Wilbur Smith Associates as the
prime contractor to conduct the
SASP, with assistance from
Airport Planning West, Z& H
Engineering, and WH Pacific.

STUDENT SIGNATURES
IN SPACE
The Aeronautics Division is a
proud sponsor in this
program. In April 2008,
Highland Lakes School
in Glendale, AZ was chosen
to participate in this year's
Student Signatures in Space
program representing
Arizona. The program
encourages students to pursue
math and science skills
throughout their academic
careers. Students and staff
signed a poster that was
included on the Endeavour
mission STS- 126 that
launched on November 14,
2008. The entire school is
excited to be a part of this
mission. Students were
provided materials that gave
a brief description of the
astronauts on board.
Once the Endeavour returns,
the school will receive the
poster back, along with
a certificate from NASA that
it flew on the mission and
the pi c tur e s of the
astronauts. The Division’s
participation helped in giving
these students the opportunity
to be a part of this mission.
Students will be judged in three
categories: Age 6- 9, Age 10- 13
and Age 14— 17. Entries must
be postmarked by January 16,
2009. All artwork will receive a
Certificate of Participation for the
entry.

PROJECT THANK YOU
On Nov 11, 2008, the Aeronautics
Division participated in the
Veteran's Day Ceremony at the AZ
Wing Commemorative Air Force
Museum. For the second year the
Division coordinated " Project
Thank You" which encourages
students and scout troops from
across Arizona to create thank you
cards or pictures for veterans.
This year, 221 cards and pictures
were created and handed out to
all veterans in attendance at the
ceremony
