1. INTRODUCTION
The Arizona Department of Transportation has commenced a study of the frontage roads (east-side
and west-side) on Interstate 19 from the U.S. / Mexico border in Nogales, Arizona to the
Interstate 10 / Interstate 19 interchange in Tucson, Arizona. The study area includes the entire
length of Interstate 19, and lies within the eastern portion of Pima County, Arizona, and the
western portion of Santa Cruz County, Arizona. The existing frontage roads in the study area are
primarily two-way facilities serving an important local circulation function, however they are
discontinuous in many areas.
1.1 Study Purpose
The purpose of the I-19 Frontage Roads Study is to:
􀂃􈍄 Document existing (2007) traffic operations, safety, and land access conditions on the I-19
frontage roads.
􀂃􈍉 Identify traffic and safety deficiencies on the frontage roads for a 10-year planning horizon.
􀂃􈍒 Review recommendations for long-term improvements on the frontage roads made in other
studies and plans, and document the status of the recommendations.
􀂃􈍁 Assess ADOT policies and jurisdictional perspectives on frontage roads relating to
construction, maintenance, and operations.
􀂃􈍄 Develop a policy recommendation to ADOT for the function, construction, maintenance, and
operations of the frontage roads. Example policy positions may include: (a) status quo, (b)
construct frontage roads to establish continuity, or (c) turn-back to local jurisdictions.
􀂃􈍒 Recommend a 10-year program of multi-modal improvements. This may include projects
such as shoulder widening, intersection improvements, speed-change lanes, access
management strategies, or future needed studies by ADOT.
The study includes open houses and stakeholder meetings to identify issues, present
transportation and policy recommendations, and obtain input.
1.2 Study Area
The study area encompasses the east side and west side frontage roads on Interstate 19, from the
U.S. / Mexico border to the Interstate 10 / Interstate 19 interchange in Tucson, Arizona, a distance
of approximately 60 miles (95 kilometers). Exhibit 1-1 displays the study area vicinity. Exhibit
1-2 displays in more detail the I-19 frontage roads and surrounding street system.

1.3 Purpose of Working Paper No. 3
Working Paper No. 3 presents a program of multi-modal corridor and spot improvements to
address identified needs and deficiencies on the frontage road system for a 10-year planning
horizon (2017). The program includes safety, operational, and maintenance improvements as well
as multi-modal considerations including transit, bicycles, and pedestrians.
The projects presented in Working Paper No. 3 were developed based on findings of the needs
and deficiency analyses documented in Working Paper 2 – Needs and Deficiency Analysis, input
received from the Technical Advisory Committee, ADOT Tucson District, at public meetings,
supplemental project references such as the Statewide Bicycle and Pedestrian Plan, and other
stakeholders. Planning level cost estimates were prepared for all projects.
Working Paper 3 is organized as follows:
􀂃􈍃 Chapter 1 describes the project, study area, and study purpose.
􀂃􈍃 Chapter 2 describes the project development process used to identify projects.
􀂃􈍃 Chapter 3 presents a summary of projects based on the finding of the needs and deficiency
analyses and input described above. This chapter documents the project cost development.
1.4 Guidance Statement for Improvement Projects on I-19
Working Paper 2 – Needs and Deficiency Analysis, included a draft guidance statement for study
area frontage roads improvements. The statement was developed based on the analysis of
existing and future traffic conditions, stakeholder input, and existing ADOT policies and
guidelines. Minor revisions were subsequently made to the guidance statement.

GUIDANCE STATEMENT FOR IMPROVEMENTS TO I-19 FRONTAGE ROADS
General
􀂃􈍎 New frontage roads will not be recommended north of Continental Road:
a. The I-19 Corridor Study recommends against construction of frontage roads north of
Valencia Road based on geometric, traffic operations, and land use access issues.
b. Frontage roads will not be constructed north of Continental Road because of existing
development constraints, stakeholder perspectives, and availability of alternatives.
Provision of new frontage road segments north of Continental Road are not
considered critical links in the system as established parallel routes are already
available and serve a similar purpose (La Cañada Drive, Mission Road, and Old
Nogales Highway/Nogales Highway).
􀂃􈍃 Consideration should be given to constructing frontage roads between Continental Road and
Country Club Road. Establishment of continuous frontage roads in this section will improve
the functionality of the frontage road as well as improve local circulation.
One-Way Versus Two-Way Frontage Roads
􀂃􈍉 It is recommended that the frontage roads along Interstate 19 remain two-way operation until
conditions (a) and (b) stated below apply. At such time that both of the conditions are met, it
is recommended that frontage roads be converted to one-way operations.
a. Traffic interchanges on I-19 are sufficiently spaced to make one-way frontage roads
feasible (e.g. approximately two mile spacing or less). Currently, no new traffic
interchanges are planned between Continental Road and Country Club Road within
the 10-year horizon period. Approximately 8 interchanges would need to be
constructed to make one-way frontage roads feasible.
b. Existing traffic interchanges where frontage roads exist require signalization with
the frontage roads and two-way frontage roads would adversely impact interchange
operations.
􀂃􈍆 Future development of the frontage road between Agua Linda Road and Chavez Siding Road
should consider needs and input from the United States Border Patrol. The Border Patrol has
indicated preference for no frontage road construction or for one-way frontage road
operations in this area.
Access Management Policies
ADOT has a red letter process where local jurisdictions and counties notify ADOT District staff
of new developments within one mile of the frontage roads. ADOT uses their Red Letter
Notification Process to help limit future escalation of right-of-way costs by requesting that local
agencies notify ADOT of potential development plans within or near right-of-way corridors.
􀂃􈍉 Improved coordination and communication among agencies regarding proposed
developments should be considered a priority.
􀂃􈍎 New developments adjacent to the frontage road should dedicate adequate right of way to
provide right/left turn lanes and paved shoulders along the I-19 frontage roads.

A. A neighborhood electric vehicle shall not be operated at a speed of more than twenty-five miles per hour.
B. A neighborhood electric vehicle shall not be driven on a highway that has a posted speed limit of more than thirty-five miles per
hour. This subsection does not prohibit a neighborhood electric vehicle from crossing a highway that has a posted speed limit of more
than thirty-five miles per hour at an intersection.
C. A neighborhood electric vehicle shall have a notice of the operational restrictions applying to the vehicle permanently attached to
or painted on the vehicle in a location that is in clear view of the driver.28-966

Maintenance Policies
􀂃􈍁 ADOT, Pima County, Santa Cruz County, and the Town of Sahuarita should consider
establishment of maintenance agreements for increased maintenance of the frontage roads
including sweeping, trimming of brush, and pavement repairs. Innovative programs such as
the “Adopt-a-highway” program should be explored for routine maintenance such as trash
collection.
Alternate Mode Policies
􀂃􈍐 Paved shoulders, consistent with ADOT standards, should be constructed with all new
construction and major reconstruction projects on I-19 frontage roads. Striping and signing
for bicyclists should be considered in the design of frontage road widening projects.
Safety
􀂃􈍇 Golf cart access should continue to be prohibited on the frontage roads, due to the speed
differential between golf carts and vehicular traffic Golf carts are prohibited on the frontage
roads per ARS 28-966*.
Jurisdictional Responsibilities
􀂃􈍁 ADOT should maintain and have jurisdiction over the frontage roads.
Design
􀂃􈍆 Frontage road design shall conform to ADOT design criteria. Frontage road infrastructure
design projects should also coordinate with local jurisdictions, integrate local design criteria
when reasonable, and include a public information program to obtain public input during
the design process.

2. PROJECT DEVELOPMENT PROCESS
This chapter provides a brief overview of the process used to identify and define I-19 Frontage
Road projects. Projects were developed based on following:
􀂃􈍎 Needs and deficiencies defined in Working Paper 2.
􀂃􈍓 Stakeholder input summarized in Working Paper 2.
􀂃􈍐 Public input from the first round of Open Houses.
2.1 Needs and Deficiencies Defined in Working Paper 2
Findings from Working Paper 2 – Needs and Deficiencies, that were used as input to identify and
I-19 Frontage Road projects were:
􀂃􈍒 Roadway Capacity – Individual access points should be evaluated for traffic control and turn
lane needs. In the 10-year timeframe for project development, no deficiencies are foreseen in
terms of overall roadway capacity.
􀂃􈍓 System Continuity – Gaps in the frontage road system south of Continental Road were
identified.
􀂃􈍒 Roadway Cross Section – The general lack of shoulders along the frontage road is
inconsistent with current ADOT policies and guidelines and is considered an existing
deficiency. The ADOT Roadway Design Guidelines states that two-way frontage roads shall,
at minimum, provide a continuous 4-foot paved shoulder on both sides of the roadway. For
one-way frontage roads, the right shoulder should be 4-foot and the left shoulder can be
reduced to 2-foot in width. There have been comments from ADOT District staff that a 40-
foot cross section may be advisable for the two-way frontage roads in order to allow for
wider shoulders for vehicle breakdowns and bicycle travel.
􀂃􈍁 Access Control – Areas were identified that should be considered for turn lanes.
􀂃􈍉 Interchange Configurations and Traffic Control – The conversion to one-way frontage roads
should only be considered in instances where the interchange spacing is 2 miles or less. No
conversions to one–way frontage roads are anticipated in the 10-year period.
􀂃􈍁 Alternate Modes of Travel – Input was obtained from bicycle stakeholders, visual inspection,
and the general public, regarding shoulder and maintenance deficiencies.
􀂃􈍓 Speed Limits – As development occurs, with associated access to the frontage roads, speed
limits will need to be re-evaluated.
􀂃􈍍 Maintenance Responsibility – Input from project stakeholders as well as a field review and
input from district engineers were used to identify areas that were candidates for pavement
rehabilitation.
􀂃􈍓 Safety – Areas with fatal crashes and relatively high crashes rates and severity indexes were
identified. Crash types were studied to determine areas with a high preponderance of a
particular crash type. For example, areas with a high number of single vehicle crashes were
identified to determine areas that might benefit from shoulder improvements. Areas that had
experienced fatal crashes were also examined. These locations are shown in Exhibit-2-1.
Detailed crash data analysis is included in Working Paper No. 1.

Frontage road needs as identified by Santa Cruz County are:

area only extends to Calabasas Drive. Santa Cruz County would like to add to the current frontage
road project from Al Harrison to Ruby Road.

Frontage road needs are:
􀂃􈍔 The East Frontage Road between Continental Road and Canoa Road. Pima County is designing and
constructing this segment. ADOT will maintain the frontage road after it is reconstructed.
􀂃􈍂 Bike lanes on the frontage roads, per stakeholder requests.
Arizona Department of Transportation – Tucson District
Frontage road needs are:
􀂃􈍁 Acquire additional right-of-way to improve or reconstruct frontage roads.
􀂃􈍍 Maintain 2-way frontage roads until the traffic interchanges are spaced closely enough to make one-way
frontage roads feasible. The Federal Highway Administration has expressed a desire for 2-mile
spacing between interchanges.
􀂃􈍁 A new access management policy for frontage roads is needed.
􀂃􈍉 Improve congested traffic interchanges, which include the Continental Road traffic interchange, and
Irvington Road traffic interchange.
Town of Sahuarita
Frontage road needs as identified by the Town of Sahuarita are:
􀂃􈍔 The Town does not have expectations for frontage roads between Pima Mine Road and Sahuarita
Road on both the west-side and east-side of I-19. Development constraints prohibit frontage road
construction to Sahuarita Road.
􀂃􈍔 The Town is concerned about the area north of Pima Mine interchange – there are no alternatives to
I-19 through the San Xavier District.
Santa Cruz Valley Bicycle Advocate Committee
Frontage road needs are:
􀂃􈍉 I-19 frontage roads (and I-19 mainline) are needed to travel south of Green Valley. There are no
alternative routes in this area.
􀂃􈍉 It would be preferable to have shoulders that can be used for bicycle travel rather than separate
multi-use paths.
􀂃􈍗 Widen the I-19 West Frontage Road from Peck Canyon to Rio Rico Road to add paved shoulders.
Bicycle Stakeholders from Nogales, Tubac and Green Valley –
Frontage road needs expressed by bicycle stakeholders were:
􀂃􈍓 Shoulder and paving deficiencies, summarized in detail in Working Paper 1, should be addressed.
􀂃􈍉 Incorporate recommendations on frontage road needs from the Santa Cruz Valley Bicycle Advocate
Committee Multi Use Lanes and Trails Plan.
􀂃􈍂 Bike lane striping, pavement symbols, and signage are needed on the frontage roads.
􀂃􈍍 More street sweeping is needed on mainline I-19 and the frontage roads.
􀂃􈍃 Crossroad shoulders are needed on Ruby Road and Tubac Road.
􀂃􈍁 As part of frontage road widening projects, construct 6-foot wide shoulders for bike lanes. Current
ADOT policy is to construct four foot wide shoulders.

United States Border Patrol, Tucson Sector
Frontage road needs as expressed by the United States Border Patrol, Tucson Sector are:
􀂃􈍔 The planned permanent checkpoint will be located at the north end of the East Frontage Road, north
of Chavez Siding Road. Construction of two-way frontage roads in this area would cause
difficulties in operating the checkpoint. It would be acceptable to have one-way frontage roads
constructed in this area (East Frontage Road one-way northbound, West Frontage Road one-way
southbound). Unconnected frontage roads between Agua Linda Road and Chavez Siding Road are
also acceptable to the Border Patrol.
􀂃􈍉 Improvements are needed to the I-19 / Ruby Road interchange area. It is congested and there are
conflicts between vehicles and commercial trucks.
State Land Department
The Southern Arizona State land Department Office requested that ADOT coordinate with State Land
Department during preliminary planning and design for any widening of the interstate corridor and
development of frontage roads. No specific frontage road needs were identified.
2.3 Needs and Deficiencies Identified Through Public Input
A series of public open houses was held in February, 2008 in Tucson, Green Valley, and Nogales to
obtain input from the public on needed frontage road improvements. A brief summary of comments
relating to needs identified at the public meetings is provided as follows (verbatim comments are
provided in Public Involvement Summary Report 1).

Canoa exit on the west side.

2.5 Initial Identification of Potential Projects
Based on the inputs described in this chapter, a list of potential I-19 frontage road projects were
assembled, as summarized below. Approximately 34 projects were identified. These projects are in the

roads. As an example, on the I-19 East Frontage Road, south of Ruby Road, a traffic impact analysis for
the proposed travel stop recommended a southbound left turn on the frontage road. As development
continues, additional improvements may be needed on the frontage roads. As developments are planned,
traffic impact analyses will be required to determine additional roadway improvements that are needed
to support the increased development. Participation by local jurisdictions and from private sector parties
can accelerate the implementation of projects on the state highway system.
A 10-year program of improvements, based on the thirty-four projects initially identified in Exhibit 2-5,
is presented in Chapter 3 – Program of Projects.

3. PROGRAM OF PROJECTS
Thirty-four potential I-19 improvement projects were identified through the needs and deficiency
analysis, stakeholder interviews and public involvement activities, as presented in Section 2.5. These 34
projects were subsequently submitted to additional screening, and refined to 15 projects. The
recommended projects do not reflect other improvements to the frontage roads that will be implemented
as part of mitigating impacts from future development. These 15 projects, with associated justifications,
are summarized in tabular form in Exhibit 2-6. The locations of these projects are shown in Exhibit 2-
7.
The remainder of Chapter 3 provides a detailed description of the 15 projects proposed in Exhibit 2-6.
Each of the proposed projects identified in Exhibit 2-6 is described on the following pages. Projects are
presented in the following categories:

The Santa Cruz Bicycle Advocate Committee Master Plan
also identifies a need for widening (addition of shoulders) to
east and west frontage roads between Canoa Road and
Arivaca Road. The distances on each side of the frontage

4. PROJECT PRIORITIZATION
The fifteen roadway improvement projects that were identified in Chapter 3 will address critical needs
over the next 10 years. These projects were further prioritized into the following categories:
􀁸􇡓 Short-term, lower cost projects – These are typically safety improvement projects costing under
$500, 000. One study was included in this category.
􀁸􇡍 Mid-term, higher cost projects –These are higher cost projects that have higher priorities due to
safety, connectivity, and affected jurisdiction concerns. Two projects should be considered for
possible programming together: the West Frontage Road, Continental Road to Canoa Road
shoulder widening / lighting project and the West Frontage Road / Calle Tres intersection
improvement project. These projects are in the same general area.
􀁸􇡌 Long-term, higher cost projects – These are higher cost projects that may need additional lead
time to obtain funding, and are not needed to address a specific safety concern. Longer term
projects included the construction of frontage roads between Chavez Siding Road and Agua
Linda Road.
A summary of the short–term, lower cost projects are provided in Exhibit 4-1. Since the construction
year is yet to be determined, a range of costs for the time period from 2008 to 2012 was developed,
using a base year of 2008, and an inflation factor of six percent per year. The cost estimates do not
include right-of-way costs.
Assuming 2008 dollars, the project costs total $1,593,000. Within the time frame 2008 to 2012, project
costs range from $1,593,000 to $1,958,000.

Within the time frame 2010 to 2015, project costs range from $15,802,000 to $21,145,000.
It should be noted that on Project 4, Pavement preservation for the I-19 West Frontage Road, Peck
Canyon to Rio Rico Road, there is a desire by stakeholders for shoulder widening. A preliminary cost
estimate for the project including new 4-foot wide shoulders is $2,553,000 (2008 dollars), or an increase
of $1.22 million. This cost does not include right-of-way costs.
