Nonfarm Employment Falls by 1,100 in May
as Construction, Manufacturing Continue
to Show Weakness; Jobless Rate Drops to 3.6%

Arizona’s seasonally adjusted unem-ployment
rate was 3.6 percent in
May, down from 4.0 percent in April.
The state unemployment rate has not
been this low since 1969. According
to the survey of households for May,
unemployment declined slightly
greater than expected while employ-ment
rose slightly more than season-ally
expected. Nationally, the season-ally
adjusted unemployment rate was
unchanged at 4.5 percent.
After reaching an all-time record high
of 2,731,400 nonfarm jobs in April,
nonfarm businesses in Arizona re-duced
payroll levels by 1,100 jobs in
May. While Arizona’s economy does
not typically begin to show seasonal-related
layoffs until the month of
June, the experience in May proved
an exception.
According to the survey of business
establishments, the goods-producing
cluster experienced layoffs while em-ployment
levels in the service-providing
cluster were unchanged
from April to May. Six major indus-try
groups reported employment in-creases
in May. Of these, educational
and health services, along with gov-ernment,
reached into record territory.
Natural resources and mining added
100 jobs. While recent growth for
this industry has been notable, the
industry has returned to a level that is
about 75 percent of its all-time high
of 14,700 in mid-1996. The high
price of copper continues to support
the opening of new and re-opening of
old mines in the state and increased
production to support world demand.
Construction pared 900 jobs in May.
This represents the third consecutive
month of declines. Notably, construc-tion
jobs have declined by 8,600 since
reaching a peak in October 2006 (see
graph on page 2). Job losses in May
occurred in the buildings (-200) and
specialty trades (-800) construction
sectors. Meanwhile, heavy construc-tion
added 100.
Manufacturing jobs (-300) continued
to decline in May. This represents the
third consecutive monthly loss in
manufacturing and an over-the-year
loss of 800 jobs, representing a de-cline
of 0.4 percent. Durable goods
manufacturing showed an increase
while nondurable goods manufactur-ing
posted a seasonal-related decline.
Most of the losses in nondurable
goods manufacturing occurred in
Yuma County as many food process-ing
businesses experienced seasonal-related
cutbacks.
Trade, transportation and utilities
added 1,100 jobs. Trade added 900,
followed by the unusual decline for
April. Wholesale trade experienced
a modest increase of 100 jobs, while
retail bounced back in May with an
above-average gain of 800. Cloth-ing
and clothing accessories experi-enced
a decline of 100 jobs, as did
furniture and home furnishings.
Transportation, warehousing and
utilities showed a below-average
gain of 200.

Leisure and hospitality declined by
1,700 jobs in May. This loss repre-sents
more than two times the 10-year
average loss for May. Most of leisure
and hospitality’s decline occurred in
accommodation and food services,
which experienced a greater-than-normal
decline of 2,000 jobs in May.
Accommodation and food services
attained record levels of employment
this season and, despite this loss,
shows a 12-month gain of 12,100
jobs. Seasonal layoffs are expected
in the coming months. Arts, enter-tainment
and recreation added 300
rather than experiencing the typical
declines for May.
Financial activities declined by 200
in April. Aside from post-holiday
related layoffs in January, it has
been rare in recent years for this in-dustry
to post job losses. Notably,
revised figures for April show a mod-est
gain rather than the earlier re-ported
loss. The only gain among
reporting sectors came from the secu-rities,
commodity contracts sector,
which added 200.
Professional and business services
pared 700 jobs in May. This was con-trary
to the 10-year average trend of
showing increases in May. Partly
responsible for the loss was a greater-than-
normal drop for the month of
2,200 jobs in the professional, scien-tific,
and technical sector. Also, ad-ministrative
and support and waste
only added 1,400 jobs, representing a
continuation of below-average
monthly growth by this sector for
most of 2007. By comparison, last
year at this time the industry was re-porting
job growth within range of the
10-year average for this sector.
Other services added 500 jobs. This
follows eight consecutive months of
earlier gains.
Information added 300 jobs. Notably,
April figures were revised to show a
gain of 300 instead of a loss of 100.
While this industry has been experi-encing
a consolidation over several
years, these recent positive monthly
reports are surprising. Telecommuni-cations
jobs continue to show weak-ness,
but the growth in data process-ing
and the opening of other new
businesses in this sector reveal a dif-ferent
trend.
Educational and health services

“Preliminary” Notation Means Subject to Being “Revised”
Note: Each month, DES, Research Administration provides a brief descrip-tion
of terminology discussed in the monthly Employment Report. For more
information on these and other terms, check the “Glossary” section of Ari-zona
Workforce Informer (www.workforce.az.gov); or the U.S. Bureau of
Labor Statistics Web site (www.stats.bls.gov).
When DES, Research Administration (RA) issues its monthly Employment
Report a footnote on the latest nonfarm payroll numbers indicates that the
data are “preliminary” and that the previous month’s data are now “revised.”
What does this mean, and how do these notations affect the way the public
should view the data.
One way to interpret the word “preliminary” is to equate it to the term “early
results.” Because of their payroll processing schedules, some businesses are
not able to report their information to RA in time to be included in the first
(preliminary) estimates. While the nonfarm payroll survey’s data are accu-rate
and within normal response rates, the “preliminary” report doesn’t in-clude
the full amount of data that will be available by the time “revised” data
are released the next month.
What should this mean to our readers? Use some caution when interpreting
preliminary results, knowing that the data will be revised when more com-plete
information is received and released by RA.

record high. Educational services
added 200 while health care and so-cial
assistance added 400.
Government added 100 jobs. The
gains in federal government were
mostly in preparation for the na-tional
parks and firefighting season.
State and local education posted sea-sonal
losses associated with the end
of the school year. These are likely
to continue over the next couple of
months.
In conclusion, Arizona’s economy
experienced a loss of jobs rather
than the modest gains that are usual
for May. Most of this was due to the
continued losses in the goods-producing
industries of manufactur-ing
and especially construction.
Meanwhile, service-providing indus-try
levels were essentially un-changed
from April to May.
Arizona’s economy will in the next
few months continue to show sea-sonal-
related losses in several of the
service-providing industries. Mean-while,
cyclical strengths that were
earlier supporting job growth in and
from construction appear to be di-minishing,
especially from the hous-ing
market. Seasonal reductions are
expected through the summer as Ari-zona
has begun its usual shift in the
tourism and recreation sectors from
the desert economies to the northern,
“high country” economies. Figures
for May basically reveal the aggre-gate
affect of Arizona’s slowing cy-clical
industries as well as the sea-sonal
forces common for May also
resulting in layoffs.

| Full Text | Nonfarm Employment Falls by 1,100 in May as Construction, Manufacturing Continue to Show Weakness; Jobless Rate Drops to 3.6% Arizona Department of Economic Security, Research Administration June 14, 2007 continued on page 2 Arizona’s seasonally adjusted unem-ployment rate was 3.6 percent in May, down from 4.0 percent in April. The state unemployment rate has not been this low since 1969. According to the survey of households for May, unemployment declined slightly greater than expected while employ-ment rose slightly more than season-ally expected. Nationally, the season-ally adjusted unemployment rate was unchanged at 4.5 percent. After reaching an all-time record high of 2,731,400 nonfarm jobs in April, nonfarm businesses in Arizona re-duced payroll levels by 1,100 jobs in May. While Arizona’s economy does not typically begin to show seasonal-related layoffs until the month of June, the experience in May proved an exception. According to the survey of business establishments, the goods-producing cluster experienced layoffs while em-ployment levels in the service-providing cluster were unchanged from April to May. Six major indus-try groups reported employment in-creases in May. Of these, educational and health services, along with gov-ernment, reached into record territory. Natural resources and mining added 100 jobs. While recent growth for this industry has been notable, the industry has returned to a level that is about 75 percent of its all-time high of 14,700 in mid-1996. The high price of copper continues to support the opening of new and re-opening of old mines in the state and increased production to support world demand. Construction pared 900 jobs in May. This represents the third consecutive month of declines. Notably, construc-tion jobs have declined by 8,600 since reaching a peak in October 2006 (see graph on page 2). Job losses in May occurred in the buildings (-200) and specialty trades (-800) construction sectors. Meanwhile, heavy construc-tion added 100. Manufacturing jobs (-300) continued to decline in May. This represents the third consecutive monthly loss in manufacturing and an over-the-year loss of 800 jobs, representing a de-cline of 0.4 percent. Durable goods manufacturing showed an increase while nondurable goods manufactur-ing posted a seasonal-related decline. Most of the losses in nondurable goods manufacturing occurred in Yuma County as many food process-ing businesses experienced seasonal-related cutbacks. Trade, transportation and utilities added 1,100 jobs. Trade added 900, followed by the unusual decline for April. Wholesale trade experienced a modest increase of 100 jobs, while retail bounced back in May with an above-average gain of 800. Cloth-ing and clothing accessories experi-enced a decline of 100 jobs, as did furniture and home furnishings. Transportation, warehousing and utilities showed a below-average gain of 200. This loss repre-sents more than two times the 10-year average loss for May. Most of leisure and hospitality’s decline occurred in accommodation and food services, which experienced a greater-than-normal decline of 2,000 jobs in May. Accommodation and food services attained record levels of employment this season and, despite this loss, shows a 12-month gain of 12,100 jobs. Seasonal layoffs are expected in the coming months. Arts, enter-tainment and recreation added 300 rather than experiencing the typical declines for May. Financial activities declined by 200 in April. Aside from post-holiday related layoffs in January, it has been rare in recent years for this in-dustry to post job losses. Notably, revised figures for April show a mod-est gain rather than the earlier re-ported loss. The only gain among reporting sectors came from the secu-rities, commodity contracts sector, which added 200. Professional and business services pared 700 jobs in May. This was con-trary to the 10-year average trend of showing increases in May. Partly responsible for the loss was a greater-than- normal drop for the month of 2,200 jobs in the professional, scien-tific, and technical sector. Also, ad-ministrative and support and waste only added 1,400 jobs, representing a continuation of below-average monthly growth by this sector for most of 2007. By comparison, last year at this time the industry was re-porting job growth within range of the 10-year average for this sector. Other services added 500 jobs. This follows eight consecutive months of earlier gains. Information added 300 jobs. Notably, April figures were revised to show a gain of 300 instead of a loss of 100. While this industry has been experi-encing a consolidation over several years, these recent positive monthly reports are surprising. Telecommuni-cations jobs continue to show weak-ness, but the growth in data process-ing and the opening of other new businesses in this sector reveal a dif-ferent trend. When DES, Research Administration (RA) issues its monthly Employment Report a footnote on the latest nonfarm payroll numbers indicates that the data are “preliminary” and that the previous month’s data are now “revised.” What does this mean, and how do these notations affect the way the public should view the data. One way to interpret the word “preliminary” is to equate it to the term “early results.” Because of their payroll processing schedules, some businesses are not able to report their information to RA in time to be included in the first (preliminary) estimates. While the nonfarm payroll survey’s data are accu-rate and within normal response rates, the “preliminary” report doesn’t in-clude the full amount of data that will be available by the time “revised” data are released the next month. What should this mean to our readers? Use some caution when interpreting preliminary results, knowing that the data will be revised when more com-plete information is received and released by RA. The gains in federal government were mostly in preparation for the na-tional parks and firefighting season. State and local education posted sea-sonal losses associated with the end of the school year. These are likely to continue over the next couple of months. In conclusion, Arizona’s economy experienced a loss of jobs rather than the modest gains that are usual for May. Most of this was due to the continued losses in the goods-producing industries of manufactur-ing and especially construction. Meanwhile, service-providing indus-try levels were essentially un-changed from April to May. Arizona’s economy will in the next few months continue to show sea-sonal- related losses in several of the service-providing industries. Mean-while, cyclical strengths that were earlier supporting job growth in and from construction appear to be di-minishing, especially from the hous-ing market. Seasonal reductions are expected through the summer as Ari-zona has begun its usual shift in the tourism and recreation sectors from the desert economies to the northern, “high country” economies. Figures for May basically reveal the aggre-gate affect of Arizona’s slowing cy-clical industries as well as the sea-sonal forces common for May also resulting in layoffs.
