Seasonal Losses in Government and Private Sector;
January Unemployment Rate Edged up to 8.0%
The seasonally adjusted unemployment rate in
Arizona increased one-tenth of a percentage point
from 7.9% in December to 8.0% in January. The
U.S. seasonally adjusted unemployment rate
increased one-tenth of a percentage point from
7.8% in December to 7.9% in January. A year ago
the Arizona seasonally adjusted rate was 8.6%,
and the U.S. rate was 8.3% (see Figure 1).
In January, Arizona shed 45,500 Nonfarm jobs
over the month (see Figure 2). Job losses in the
month of January are typical for Arizona. The
ten-year average (’03-’12) over-the-month change
was a loss of 58,600 jobs.
The Private Sector accounted for 74% of this
month’s losses, shedding 33,500 jobs. Larger
losses within the Private Sector were seasonal.
Retail Trade (-8,800 jobs) and Employment
Services industries (-8,200 jobs) lost the most
jobs, reflecting typical staff reductions after the
holiday shopping season. Government lost 12,000
jobs. Losses within Government were larger than
typical for January. These losses stemmed from
larger seasonal losses in Local Public Education
(-9,400 jobs). This is the largest January loss in
Local Education since 2007. Between the years
2010-2012, Local Education lost 6,600 jobs on
average in the month of January.
Over the Month by Industry Sector
All eleven major industry sectors recorded losses
in January (see Figure 3). Both the Private Sector
as well as the Government lost jobs. Just over one-fourth
of the Total Nonfarm losses came from
Government (-12,000 jobs) and the remaining
from the Private Sector. Trade, Transportation,
and Utilities sector (-11,300 jobs), and Professional
and Business Services sector (-10,900 jobs)

Job Loss
Over-the-Month Job Gain or Loss by
Sector, in thousands
accounted for large losses within the Private Sector. Industry losses are a typical occurrence in January.
Historically, at least five-of-the-eleven industries have recorded job losses in January every year dating
back to 1992.
Government recorded larger-than-typical seasonal job loss for January, shedding 12,000 jobs. Local
Public Education accounted for a significant portion of the loss (-9,400 jobs) and State Public Education
(-1,700 jobs) loss was relatively smaller. Federal Government also recorded a job loss of 800.
Trade, Transportation, and Utilities (TTU) lost 11,300 jobs (-2.3%), primarily from seasonal losses
in Retail Trade following the holiday season. January’s job loss was lower than the 10-year average (’03-
’12) loss of 16,500 jobs. Within TTU, Retail Trade recorded the largest employment loss (-8,800 jobs)
primarily from losses in General Merchandise (-4,500 jobs) and Clothing and Accessories (-2,800 jobs)
sub industries. Within the Transportation, Warehousing, and Utilities sector (-2,800 jobs),
Transportation and Warehousing (-2, 700 jobs) accounted for most of the loss with Utilities losing an
additional 100 jobs. Wholesale Trade recorded gains (300 jobs); uncharacteristic for January.
Professional and Business Services (PBS) lost
10,900 jobs. This is slightly above the ten-year average
(’03-’11) loss of 10,400 jobs. All three sub sectors
within PBS shed jobs. Professional, Scientific and
Technical Services lost 1,600 jobs while Management of
Companies and Enterprises lost 200 jobs.
Administrative and Support and Waste had the highest
job loss (-9,100 jobs), primarily from losses in
Employment Services (-8,200 jobs). Business Support
Services (-1,000 jobs) and Services to Buildings and
Dwellings (-600 jobs) also lost jobs.
Educational and Health Services (EHS) shed
3,500 jobs. Losses were shared by Educational Services
(-1,500 jobs) and Health Care and Social Assistance
(-2,000 jobs) sectors. Within Health Care, both
Ambulatory Health Care Services and Nursing and
Residential Care Facilities lost 600 jobs. Hospitals lost
300 jobs. Social Assistance lost 500 jobs.
Leisure and Hospitality (L&H) lost 2,100 jobs;
lower than the average loss observed for this sector in
January. Historically (’03-’12), L&H has lost 3,800 jobs
in January. Atypical job gains in Arts, Entertainment
and Recreation (700 jobs) were offset by losses in
Accommodations and Food Services (-2,800 jobs).
Food Services and Drinking Places (-2,400 jobs) as well
as Accommodations (-400 jobs) lost jobs.
Manufacturing lost 2,100 jobs, more than its historical (’03-’12) average (-1,500 jobs) for January. All
of the losses came from Durable Goods (-2,100 jobs), while Nondurable Goods remained flat.
Figure 3
Arizona Office of Employment and Population Statistics Page 3
Construction lost 1,200 jobs. Historically (’03-’12), Construction has lost 5,600 jobs on average in
January. Specialty Trades Construction Contractors lost 1,700 jobs, while Heavy and Civil Engineering
Construction gained 500 jobs. Buildings Construction remained flat.
Financial Activities lost 800 jobs. This is the lowest job loss for this sector in January since 1997.
Lower-than-average losses were recorded in Finance and Insurance (-300 jobs). Real Estate, Rental and
Leasing shed 500 jobs.
Other Services and Information lost 600 jobs each. Natural Resources and Mining recorded the
lowest job loss in January, shedding 400 jobs.
Over the Year
Arizona gained a total of 47,700 Nonfarm jobs (2.0%) in January of this year compared to the same time
last year. The Private Sector accounted for the majority, posting gains of 43,700 jobs (2.2%) over the year.
After the employment numbers were revised following the benchmarking process this year, the Private
Sector appears to have had over-the-year growth above 2.0% for the last 18 months. Ten-of-the-eleven
major sectors had gains, with one reporting losses (see Figure 4).
Leisure and Hospitality (L&H) had the largest
over-the-year gain of 8,500 jobs (3.3%). Except for
recessionary periods, it is typical for Leisure and
Hospitality to gain jobs. Accommodation and Food
Services within L&H added the most (7,700 jobs),
with all gains coming from Food Services and
Drinking Places (7,900 jobs) and a small loss in
Accommodations (-200 jobs). Arts, Entertainment
and Recreation added 800 jobs.
Construction added 7,900 jobs and had the largest
over-the-year percentage gain of 7.3%. Specialty
Trades within Construction gained the most (3,500
jobs). Building and Heavy Construction gained
2,300 and 2,100 jobs respectively. Both, Building
and Heavy Construction recorded the largest over-the-
year gain since 2006.
Trade, Transportation and Utilities (TTU)
gained 6,600 jobs (1.4%). Wholesale Trade added
4,800 jobs, the largest over-the-year gain since
December 2006. Retail Trade gained 3,000 jobs.

Warehousing lost 1,200 jobs over the year.
Financial Activities added 6,400 jobs (3.7%), the
largest over-the-year gain since December 2006.
Finance and Insurance added the most with 5,100
jobs. Of these gains, 2,500 jobs were from Credit
Intermediation and Related Activities and 2,800

(6,200 jobs) and Social Assistance (1,400 jobs), which was offset by losses in Educational Services (-1,400
jobs). This marks only the fifth time of over-the-year losses in Educational Services since 1994.
Professional and Business Services (PBS) added 4,800 jobs (1.4%). Within PBS, Administrative
and Support and Waste added the most, with 4,400 jobs added. Management of Companies and

400 jobs were from Nondurable Goods. Other sectors which gained include Information (1,300 jobs or
3.5%), and Natural Resources and Mining (200 jobs or 1.6%). Other Services lost 300 jobs.
Summary
Arizona’s seasonally adjusted unemployment rate increased one-tenth of a percentage point from 7.9% in
December to 8.0% in January. The U.S. seasonally adjusted unemployment rate also increased one-tenth
of a percentage point from 7.8% in December to 7.9% in January. Over the month, Arizona lost 45,500
(-1.8%) Nonfarm jobs in January, lower than the ten year (‘03-‘12) average loss of 58,600 jobs. The
Private Sector (-33,500 jobs) and Government (-12,000 jobs) reported losses. Large losses within the
Private Sector were seasonal. Retail Trade (-8,800) and Employment Services industries (-8,200) lost the
most jobs, reflecting typical staff reductions after the holiday shopping season. Losses within
Government were larger than average for January. These losses stemmed from larger seasonal losses in
Local Public Education (-9,400 jobs). This is the largest January loss in Local Education since 2007. All
of the major sectors reported losses, which is typical for January.
Over the month, Government had the largest job loss (-12,000 jobs), primarily from seasonal losses in
Local (-9,400) and State (-1,700) Public Education. Other large losses occurred in Trade, Transportation
and Utilities (-11,300 jobs) and Professional and Business Services (-10,900 jobs). The remaining eight
sectors also reported losses in January: Education and Health Services (-3,500 jobs), Leisure and
Hospitality (-2,100 jobs), Manufacturing (-2,100 jobs), Construction (-1,200 jobs), Financial Activities
(-800 jobs), Information (-600 jobs), Other Services (-600 jobs), and Natural Resources and Mining
(-400 jobs).
Over the year, 47,700 Nonfarm jobs were added in January, of which the Private Sector added 43,700
jobs. Government added the remaining 4,000 jobs. Ten-of-the-eleven major sectors gained jobs over the
year while one reported a loss. The largest over-the-year job gain occurred in Leisure and Hospitality
(8,500 jobs), while the largest over-the-year percentage job gain (7.3%) was reported by Construction
(7,900 jobs). Other major sectors that gained include Trade, Transportation and Utilities (6,600 jobs),
Financial Activities (6,400 jobs), Education and Health Services (6,200 jobs), Professional and Business
Services (4,800 jobs), Government (4,000 jobs), Manufacturing (2,100 jobs), Information (1,300 jobs),
and Natural Resources and Mining (200 jobs). The only major sector to report over-the-year losses was
Other Services (-300 jobs). Since the benchmarking revisions, the Private Sector appears to have had
over-the-year growth above 2.0% for the last 18 months.

Annual Benchmarking Revisions (CES - Establishment Survey Data)
Every year prior to the release of the January estimates, the Current Employment Statistics program
(CES) revises previous estimates by incorporating data from the Quarterly Census of Employment
and Wages (QCEW). QCEW is a Bureau of Labor Statistics (BLS) program which provides a
quarterly count of employment which covers 98% of U.S. jobs, based on Unemployment Insurance
records. Information on the remaining 2% of employment is obtained from other sources, and the
QCEW data is adjusted to obtain a 100% count of employment.
The replacement of CES estimates with adjusted data from the QCEW program is called
benchmarking, and the new employment figures are often referred to as benchmarked data.
Quarters for which QCEW data is not yet available are re-estimated using the latest available sample
data. Last year, the revision process used QCEW employment counts from April 2010 through
September 2011.
Arizona and sub-state area CES employment figures from April 2011 through September 2012 have
been updated using the adjusted QCEW employment counts. Estimates for October 2012 through
December 2012 have been replaced with new estimates. In addition, small historical corrections
were incorporated into the data from January 2000 to March 2011.
Changes observed due to these revisions
The revisions indicate that Arizona’s Nonfarm employment was stronger than originally reported for
both 2011 and 2012. The revised 2011 annual average employment for Arizona was 2,411,392 jobs,
which was an upward revision of 5,925 jobs or 0.2% (see Figure 5). The revised 2012 annual
average employment for Arizona was 2,460,308 jobs, which was an upward revision of 4,325 jobs
or 0.2% (see Figure 5). The revisions from 2000 to 2010 were primarily in the Finance and
Insurance Sector.
In 2011, annual average employment was revised upward for Financial Activities, Professional and
Business Services, Educational and Health Services, Manufacturing, Trade, Transportation and
Utilities, Information, Leisure and Hospitality, and the Natural Resources and Mining sector.
Government, Other Services, and Construction’s performance were weaker than initially reported
and were revised downward (see Figure 6 & 7).
In 2012, annual average employment was revised upward for Financial Activities, Educational and
Health Services, Manufacturing, Information, and Natural Resources and Mining. Sectors revised
downward include Professional and Business Services, Trade, Transportation and Utilities, Leisure
and Hospitality, Government, Other Services, and Construction (see Figure 6 & 8).

Post‐Revision Estimates
Pre‐Revision Estimates
Unemployment - (Household Survey Data)
Unemployment statistics cannot be benchmarked in the same way as employment statistics, because
there is no BLS program which provides an actual count of the unemployed. However, the Local
Area Unemployment Statistics (LAUS) program estimates - for the labor force, employment,
unemployment and the seasonally adjusted and unadjusted unemployment rates for all states - are
also revised annually to incorporate new data. This year Arizona statewide LAUS data were revised
for years 2008 through 2012.
The latest figures indicate that Arizona’s seasonally adjusted unemployment rate continues to trend
downward after peaking at 10.8% back in January, 2010 (see Figure 9). After revisions,
December’s unemployment rate remained unchanged at 7.9%; the lowest rate of unemployment
since pre-recessionary periods. Arizona’s January unemployment rate (8.0%) remains slightly
higher than national unemployment rate (7.9%).

| Full Text | Arizona Office of Employment and Population Statistics Page 1 Seasonal Losses in Government and Private Sector; January Unemployment Rate Edged up to 8.0% The seasonally adjusted unemployment rate in Arizona increased one-tenth of a percentage point from 7.9% in December to 8.0% in January. The U.S. seasonally adjusted unemployment rate increased one-tenth of a percentage point from 7.8% in December to 7.9% in January. A year ago the Arizona seasonally adjusted rate was 8.6%, and the U.S. rate was 8.3% (see Figure 1). In January, Arizona shed 45,500 Nonfarm jobs over the month (see Figure 2). Job losses in the month of January are typical for Arizona. The ten-year average (’03-’12) over-the-month change was a loss of 58,600 jobs. The Private Sector accounted for 74% of this month’s losses, shedding 33,500 jobs. Larger losses within the Private Sector were seasonal. Retail Trade (-8,800 jobs) and Employment Services industries (-8,200 jobs) lost the most jobs, reflecting typical staff reductions after the holiday shopping season. Government lost 12,000 jobs. Losses within Government were larger than typical for January. These losses stemmed from larger seasonal losses in Local Public Education (-9,400 jobs). This is the largest January loss in Local Education since 2007. Between the years 2010-2012, Local Education lost 6,600 jobs on average in the month of January. Over the Month by Industry Sector All eleven major industry sectors recorded losses in January (see Figure 3). Both the Private Sector as well as the Government lost jobs. Just over one-fourth of the Total Nonfarm losses came from Government (-12,000 jobs) and the remaining from the Private Sector. Trade, Transportation, and Utilities sector (-11,300 jobs), and Professional and Business Services sector (-10,900 jobs) March 14, 2013 Figure 1 Arizona, U.S. Economic Indicators Unemployment Rate (Seasonally Adj.) Industry losses are a typical occurrence in January. Historically, at least five-of-the-eleven industries have recorded job losses in January every year dating back to 1992. Government recorded larger-than-typical seasonal job loss for January, shedding 12,000 jobs. Local Public Education accounted for a significant portion of the loss (-9,400 jobs) and State Public Education (-1,700 jobs) loss was relatively smaller. Federal Government also recorded a job loss of 800. Trade, Transportation, and Utilities (TTU) lost 11,300 jobs (-2.3%), primarily from seasonal losses in Retail Trade following the holiday season. January’s job loss was lower than the 10-year average (’03- ’12) loss of 16,500 jobs. Within TTU, Retail Trade recorded the largest employment loss (-8,800 jobs) primarily from losses in General Merchandise (-4,500 jobs) and Clothing and Accessories (-2,800 jobs) sub industries. Within the Transportation, Warehousing, and Utilities sector (-2,800 jobs), Transportation and Warehousing (-2, 700 jobs) accounted for most of the loss with Utilities losing an additional 100 jobs. Wholesale Trade recorded gains (300 jobs); uncharacteristic for January. Professional and Business Services (PBS) lost 10,900 jobs. This is slightly above the ten-year average (’03-’11) loss of 10,400 jobs. All three sub sectors within PBS shed jobs. Professional, Scientific and Technical Services lost 1,600 jobs while Management of Companies and Enterprises lost 200 jobs. Within Health Care, both Ambulatory Health Care Services and Nursing and Residential Care Facilities lost 600 jobs. Hospitals lost 300 jobs. Social Assistance lost 500 jobs. Leisure and Hospitality (L&H) lost 2,100 jobs; lower than the average loss observed for this sector in January. Historically (’03-’12), L&H has lost 3,800 jobs in January. Atypical job gains in Arts, Entertainment and Recreation (700 jobs) were offset by losses in Accommodations and Food Services (-2,800 jobs). Food Services and Drinking Places (-2,400 jobs) as well as Accommodations (-400 jobs) lost jobs. Manufacturing lost 2,100 jobs, more than its historical (’03-’12) average (-1,500 jobs) for January. All of the losses came from Durable Goods (-2,100 jobs), while Nondurable Goods remained flat. Figure 3 Arizona Office of Employment and Population Statistics Page 3 Construction lost 1,200 jobs. Historically (’03-’12), Construction has lost 5,600 jobs on average in January. Specialty Trades Construction Contractors lost 1,700 jobs, while Heavy and Civil Engineering Construction gained 500 jobs. Buildings Construction remained flat. Financial Activities lost 800 jobs. The Private Sector accounted for the majority, posting gains of 43,700 jobs (2.2%) over the year. After the employment numbers were revised following the benchmarking process this year, the Private Sector appears to have had over-the-year growth above 2.0% for the last 18 months. Ten-of-the-eleven major sectors had gains, with one reporting losses (see Figure 4). Leisure and Hospitality (L&H) had the largest over-the-year gain of 8,500 jobs (3.3%). Except for recessionary periods, it is typical for Leisure and Hospitality to gain jobs. Manufacturing posted a gain of 2,100 jobs (1.4%), of which 1,700 jobs were from Durable Goods and 400 jobs were from Nondurable Goods. Other sectors which gained include Information (1,300 jobs or 3.5%), and Natural Resources and Mining (200 jobs or 1.6%). Other Services lost 300 jobs. Summary Arizona’s seasonally adjusted unemployment rate increased one-tenth of a percentage point from 7.9% in December to 8.0% in January. The U.S. seasonally adjusted unemployment rate also increased one-tenth of a percentage point from 7.8% in December to 7.9% in January. Over the month, Arizona lost 45,500 (-1.8%) Nonfarm jobs in January, lower than the ten year (‘03-‘12) average loss of 58,600 jobs. The Private Sector (-33,500 jobs) and Government (-12,000 jobs) reported losses. Large losses within the Private Sector were seasonal. Retail Trade (-8,800) and Employment Services industries (-8,200) lost the most jobs, reflecting typical staff reductions after the holiday shopping season. Losses within Government were larger than average for January. These losses stemmed from larger seasonal losses in Local Public Education (-9,400 jobs). This is the largest January loss in Local Education since 2007. All of the major sectors reported losses, which is typical for January. Over the month, Government had the largest job loss (-12,000 jobs), primarily from seasonal losses in Local (-9,400) and State (-1,700) Public Education. Other large losses occurred in Trade, Transportation and Utilities (-11,300 jobs) and Professional and Business Services (-10,900 jobs). The remaining eight sectors also reported losses in January: Education and Health Services (-3,500 jobs), Leisure and Hospitality (-2,100 jobs), Manufacturing (-2,100 jobs), Construction (-1,200 jobs), Financial Activities (-800 jobs), Information (-600 jobs), Other Services (-600 jobs), and Natural Resources and Mining (-400 jobs). Over the year, 47,700 Nonfarm jobs were added in January, of which the Private Sector added 43,700 jobs. Government added the remaining 4,000 jobs. Ten-of-the-eleven major sectors gained jobs over the year while one reported a loss. The largest over-the-year job gain occurred in Leisure and Hospitality (8,500 jobs), while the largest over-the-year percentage job gain (7.3%) was reported by Construction (7,900 jobs). Other major sectors that gained include Trade, Transportation and Utilities (6,600 jobs), Financial Activities (6,400 jobs), Education and Health Services (6,200 jobs), Professional and Business Services (4,800 jobs), Government (4,000 jobs), Manufacturing (2,100 jobs), Information (1,300 jobs), and Natural Resources and Mining (200 jobs). The only major sector to report over-the-year losses was Other Services (-300 jobs). Since the benchmarking revisions, the Private Sector appears to have had over-the-year growth above 2.0% for the last 18 months. Arizona Office of Employment and Population Statistics Page 5 Annual Benchmarking Revisions (CES - Establishment Survey Data) Every year prior to the release of the January estimates, the Current Employment Statistics program (CES) revises previous estimates by incorporating data from the Quarterly Census of Employment and Wages (QCEW). QCEW is a Bureau of Labor Statistics (BLS) program which provides a quarterly count of employment which covers 98% of U.S. jobs, based on Unemployment Insurance records. Information on the remaining 2% of employment is obtained from other sources, and the QCEW data is adjusted to obtain a 100% count of employment. The replacement of CES estimates with adjusted data from the QCEW program is called benchmarking, and the new employment figures are often referred to as benchmarked data. Quarters for which QCEW data is not yet available are re-estimated using the latest available sample data. Last year, the revision process used QCEW employment counts from April 2010 through September 2011. Arizona and sub-state area CES employment figures from April 2011 through September 2012 have been updated using the adjusted QCEW employment counts. Estimates for October 2012 through December 2012 have been replaced with new estimates. In addition, small historical corrections were incorporated into the data from January 2000 to March 2011. Changes observed due to these revisions The revisions indicate that Arizona’s Nonfarm employment was stronger than originally reported for both 2011 and 2012. The revised 2011 annual average employment for Arizona was 2,411,392 jobs, which was an upward revision of 5,925 jobs or 0.2% (see Figure 5). The revised 2012 annual average employment for Arizona was 2,460,308 jobs, which was an upward revision of 4,325 jobs or 0.2% (see Figure 5). The revisions from 2000 to 2010 were primarily in the Finance and Insurance Sector. In 2011, annual average employment was revised upward for Financial Activities, Professional and Business Services, Educational and Health Services, Manufacturing, Trade, Transportation and Utilities, Information, Leisure and Hospitality, and the Natural Resources and Mining sector. Government, Other Services, and Construction’s performance were weaker than initially reported and were revised downward (see Figure 6 & 7). In 2012, annual average employment was revised upward for Financial Activities, Educational and Health Services, Manufacturing, Information, and Natural Resources and Mining. Sectors revised downward include Professional and Business Services, Trade, Transportation and Utilities, Leisure and Hospitality, Government, Other Services, and Construction (see Figure 6 & 8). However, the Local Area Unemployment Statistics (LAUS) program estimates - for the labor force, employment, unemployment and the seasonally adjusted and unadjusted unemployment rates for all states - are also revised annually to incorporate new data. This year Arizona statewide LAUS data were revised for years 2008 through 2012. The latest figures indicate that Arizona’s seasonally adjusted unemployment rate continues to trend downward after peaking at 10.8% back in January, 2010 (see Figure 9). After revisions, December’s unemployment rate remained unchanged at 7.9%; the lowest rate of unemployment since pre-recessionary periods. Arizona’s January unemployment rate (8.0%) remains slightly higher than national unemployment rate (7.9%).
