Letter Opinion No . 60-80-L (A-81 and A-101-L) . 3 pages (PDF version) file size : 204.08 KB . Letter to Wade Church , Attorney General , stating that it was not the Legislature's place to command building inspectors or city officials to enforce provisions of the Technical Registration Act , but that that power lied with the State Board of Technical Registration . The opinion also states that the Board of Technical Registration had no power to require building inspectors or city or county officials to require an architect's or engineer's seal prior to the issuance of a building permit , or in any wise enforce provisions of the Technical Registration Code . The opinion also makes brief comment regarding the issuance of Attorney General opinions . This information was reiterated in another letter to the State Board of Technical Registration the following July .
