Kolbe
moved
to
Arizona
in
1947
when
his
parents
,
Walter
and
Helen
Kolbe
,
purchased
the
Rail
“X”
Ranch
,
which
was
originally
part
of the
Empire
Ranch
.
Located
between
Sonoita
and
Patagonia
the
Rail
“X”
ranch
consisted
of
500
acres
of
irrigated
farmland
on
which
corn
,
alfalfa
, and
barley
was
grown
.
It
was also a
working
cattle
ranch
and a
guest
ranch
.
Jim
and his
three
siblings
,
Walter
,
John
and
Beth
,
all
participated
in the
work
of the
ranch
. At the
age
of
15
Jim
became
a
page
for
Arizona
Senator
Barry
Goldwater
,
completing
his
high
school
education
in
Washington
,
D.C
. He
received
his
undergraduate
degree
from
Northwestern
University
and his
M.B.A
. from
Stanford
University
.
Jim
began
his
political
career
as an
assistant
to the
Governor
of
Illinois
. He
returned
to
Arizona
in
1973
and was
elected
an
Arizona
State
Senator
,
representing
the
east
side
of
Tucson
, in
1976
. In
1986
he was
elected
Representative
to the
U.S
.
Congress
of
Arizona’s
newly
created
8th
congressional
district
. He
served
in this
capacity
for
eleven
consecutive
terms
, from
1986
to
2007
.
Jim
recalls
his
life
and
work
on the
Rail
“X”
Ranch
and his
visits
to the
Empire
Ranch
as a
boy
,
especially
outdoor
games
and
swimming
pool
parties
. He
describes
the
community
reaction
to the
sale
of the
Empire
Ranch
to
Gulf
American
Corporation
by the
Boice
family
, and his
involvement
in the
three-way
land
exchange
that
created
the
Empire-Cienega
Resource
Conservation
area
in
1988
.
Jim
sponsored
the
legislation
that
established
Las
Cienegas
National
Conservation
Area
(LCNCA)
in
2000
. He
recalls
the
community
leaders
and
BLM
staff
who
were
involved
in these
efforts
to
protect
the
Empire
Ranch
and its
lands
. This
