o On-board and Community surveys are currently underway- PB staff reported that the
surveys were going well and expected reaching the goal of 400 respondents by April 22,
2011.
o The TAC discussed the possibility of YMPO offering tickets for every respondent to
encourage people to complete the survey.
Using data from the 2010 Census vs RTP depends on the availability of Census data and the
relevance of the RTP modeling data. PB may use RTP data and make adjustments to the model
for areas with significant changes.
b. Future Conditions

c. Goals and Objectives
An interactive workshop with the TAC will be part of TAC meeting #2.
PB will review peer city transit systems based on information in National Transit Database.
d. Development of Service Alternatives and Evaluation Criteria
Scope of work includes a description of the framework needed to establish a regional transit
authority
o The TAC discussed the newly formed Intergovernmental Public Transit Authority (IPTA)
and what language to include in the working papers and final report related to the IPTA.
YMPO will inform the TAC of what is happening with the IPTA.
Fare policy is an issue, particularly with the Dial-A-Ride Service. The TAC discussed the
possibility of focusing on revising the fare policy for Dial-A-Ride.
Working Paper 3: Service Alternatives and Evaluation Criteria
e. Final Report
The draft and final reports will be presented to the County Board of Supervisors instead of a
“council” as was described in the SOW. Date of meeting to be determined.
3. Public Involvement - Godec Randall & Assoc. representative Debra Duerr presented the Public Involvement
strategies to the TAC.
a. Stage 1: May – October
The TAC discussed current media use, an email list and a website in English and Spanish to be
created to collect public input. Flyers could be available in buses. Survey can be provided online
in both English and Spanish, based on the Community Survey.

The TAC suggested Godec Randall & Associates (GRA) should have a table at community events
happening throughout the county.
YMPO has created a Community Transit Committee and Regional Mobility Committee. GRA can
utilize these committees to solicit input to the planning process, as well as distribute
information through these committees.
b. Stage 2: October – December
The project website will be updated to present the alternatives.
4. TAC Roles and Responsibilities:
The next 3 TAC meetings will be at 12:30pm following the YMPO TAC meetings. Paul confirmed
the availability of the room.

a. The TAC identified the following key activity centers and major destinations for bus riders:

o PB to contact college to understand anticipated growth

b. The TAC also discussed the possibility of circulator routes in San Luis and the Winterhaven area. All San
Luis stops are aggregated in the same area, at walking distance to the downtown. Commuters use taxis
to travel within San Luis and use YCAT to go to Yuma.
c. A recent transportation study is available for the Quechan/Winterhaven region in California. A
connection to YCAT could be created because the residents live closer to Yuma County’s activity centers.
The studies should evaluate transfer opportunities.
d. Yuma Proving Ground employees have expressed interest in YCAT service in the form of a shuttle to and
from Yuma.

a. The TAC discussed and assigned tasks related to data needs
Municipalities GIS files (PB to contact Willliam Flynn, Yuma County GIS Director)
Foothills PARA (Mark will be contact)
Existing Quechan/Winterhaven transit feasibility study (Mike to provide)
Wellton PARA (Rodney/Mark to provide)
YMPO RTP data files and travel demand model (Jess to provide)
YCAT Ridership by Route (Jess to provide)
Stakeholder list (Debra Duerr to establish stakeholder list)
b. PB - Confirm transit pass needs for survey incentives
c. Jess – Provide detail of the recently created Intergovernmental Public Transit Authority
d. Paul/Mark – Determine scope of work related to Regional Transit Authority
e. Jess – Provide contact information for Community Transit Committee and Regional Mobility Committee
f. PB – identify key community stakeholders, specifically at college campuses, Yuma Proving Ground, and
military base as identified by TAC
g. Paul – date of Board of Supervisors meeting in December 2011/January 2012
The TAC discussed that the next TAC meeting will take place July 14, 2011 at 12:30 and the meeting adjourned.
