Re: Town ofPinetop- Lakeside 2007 Mail Ballot Election
Dear Sirs:
The Town of Pinetop- Lakeside held its first mail ballot election with a Primary Election on
March 13,2007 and a General Election on May 15,2007. Pursuant to ARS § 16- 409. B, our Mail
Ballot Election Report is enclosed. The report addresses all required information.
On May 4, 2006, the Mayor and Council adopted a resolution establishing election procedures
for the Town of Pinetop- Lakeside elections which states that all future Town elections will be
conducted. using mail ballots. A. s you will see from the attached report, oUt' voter turnout
increased by 28% from our 2005 General Election.

3. Suggestions for Improvements or Refinements in the Mail Ballot Program
There are no suggestions for improvement at this time.
4. Frequeney and Severity orMail Ballot Irregularities
After the Primary Election we listed the non..< feliverable ballots as " rejected" on the
Abstract, which caused the voters concern. For the General Election we added a
ballots undelivered line and that seemed to clarify the situation.
5. Voter Satisfaction with the Process
Several comments were received from voters that they preferred the mail ballot
process. Some voters were concemed about signatures being visible on the outside of
the envelope and people knowing how they voted. The voters were educated on the
process and were allowed to watch the count to see how the process worked.
6. Number ofNon- Deliverable Ballots
There were 463 non- deliverable ballots at the Primary and 172 at the General which
was due to the work by the Navajo County Recorder's Office. We hope to see this
number decrease even further.
