pamphlet prepared by my office for the upcoming general election. The pamphlet describes
the School Redistricting Commission's purpose as set forth in Senate Bill 1068 and signed
into law in 2005. It includes required ballot language that was approved by the County
Attorney and arguments for and against redistricting.
The pamphlet was mailed to all qualified voters within the boundaries of those districts where
the proposed redistricting will have an impact.

Dear La Paz County Voter:
This informational report has been published by the office of the La Paz
County Superintendent of Schools in conjunction with Bicentennial Union
High School District, Bouse Elementary School District, Quartzsite
Elementary School District, Salome Consolidated Elementary School District,
and Wenden Elementary School District in order to provide voters with
factual information regarding the Special Unification Election.
The School District Redistricting Commission (" Commission") was created
by Senate Bill 1068 and signed into law by Governor Janet Napolitano in
2005. Factors that the Commission considered may have included relevant
academic and scientific research regarding school size, school district size;
aligning curriculum K- 12; teacher salaries and schedules; travel time of
students; district geographic boundaries; career ladders; primary and
secondary tax issues; fiscal implications and legal issues; potential for more
effective use of facilities; and application of teacher experience indexes and
existing salary schedules. The Commission's plan, flow chart and map of
proposed unification districts are contained in this pamphletfor your review.
Additional unification information can be found on the Arizona Department
of Education's/ School District Redistricting Commission's website at
www. ade. az. gov/ sdrc/.
You will only vote on the questions relevant to the district in which you reside
as aregistered voter. This will occur in two parts. First, you will vote on the
issue of subdivision of your union high school district's boundaries. Second,
those voters in the Salome Consolidated Elementary School District and
Wenden Elementary School District will vote on the unification of your
district with your high school district. Those voters in the Bouse Elementary
School District or the Quartzsite Elementary School District will not have a
second question.
The County School Superintendent has reviewed all factual statements
contained in the written arguments herein and corrected any inaccurate
statements of fact. The Superintendent did not review or correct any portion
of the written arguments which are identified as " author's opinion".
The office ofthe County School Superintendent believes strongly that School
District voters should be fully informed before casting their votes. You are
urged to carefully read and consider the information contained in this
pamphlet and exercise your right to vote on Election Day, November 4,
2008.

Arizona now has a new law that allows a voter to place their name on a

ARGUMENTS FOR
State Senator urges Yes vote on School District Unification as awav to
improve education for Arizona's children and parents.
As aState Senator and aformer school board member, I support and urge
you to vote yes on the School Unification Question. I have served in the
legislature for 12 years. Improvement in education has been one of my key
priorities. I have continuously advocated for more educational choices and
higher academic achievement for my constituents. I believe that unification
of elementary districts with high school districts will reduce administrative
costs and school boards will be able to place those savings into the
classroom. Parents would be able to attend parent- teacher conferences and
better schedule family vacations times ifthere was one district instead of two
different schedules to coordinate. A ' Yes' vote on the School District
Unification Questions will:
ARGUMENTS AGAINST
Bouse Elementarv School Opposes Unification.
Bouse Elementary School opposes unification of its school district with
others to form one unified school district for several reasons. Due to the fact
that membership of the School Redistricting Commission includes members
from several metropolitan school districts and representatives from large
corporations, it seems this initiative is the brain child of big business and big
school districts, not the people of rural Arizona and not in the best interests
of our children. Although unification is touted at reducing administration and
lowering taxes, this hype appears to be just that. Unification may actually
add another layer of administration and the costs of unification are unclear.
Current estimates by ADE show that taxes may INCREASE for certain
affected schools. Salome Consolidated Elementary School District could
increase its tax rate by an additional 2.67, nearly doubling it! It could also
raise our 4.94 tax rate by just as much.
Wenden Elementary School District # 19 Governing Board Opposes A. R. S.
15- 511 for the following reasons:
Since Bouse school already provides essentials such as programs for
children with disabilities from preschool to 8th grade and advantages like
music programs, then we believe there is no need to risk losing control and
representation of our school to adistant governing body, which would be the
likely outcome of unification.
Remove inefficiencies of the current system, including duplicate
administrative costs
Provide equal and consistent educational standards to best
prepare students for higher education and beyond
Free up administrative dollars for use in the classroom to help
support higher teacher salaries and smaller class sizes
Start dates and school breaks will be the same

For more than a decade, community and business leaders have been
instrumental in moving education issues forward such as increasing teacher
salaries and demanding more rigorous curricula. We are all aware of our
need fora more competent workforce in the 21 Sl century and understand, all
too well, the consequences of a public education system that cannot meet
our expectations.
Unifying school districts is another critical step toward delivering better public
education and furthering our ability to attract and expand our knowledge
economy. Two years ago, legislation - with bipartisan support - was passed
and signed by Governor Napolitano that created the School District
Redistricting Commission ( SDRG). The SDRC has carefully reviewed and
analyzed the benefits of unifying independent elementary districts with high
school districts to better align curriculum ( K- 12), reduce administrative costs
and put the savings into the classroom.
Education is one of the most important issues facing Arizona. With your
support we can take one more important step to ensure our public education
system is as strong as possible.

Una forma de ldentlflcaci6n es " valida" amenos que se determine que
la informaci6n se ha vencido.
Si el elector no presenta identificacion como descrita, el elector debera recibir
una balota condicional provisional. EI elector tiene que presentarle identificaci6n
a la registradora del condado 0 a un oficial considerado aceptable par la
registradora del condado de acuerdo con las instrucciones proveidas en el

Un voto de " sin tendra el efecto de aprobar la subdivision del Bicentennial
Union High School District para adoptar limites identicos a los Ifmites de
Bouse Elementary District, Quartzsite Elementary District, Salome
Consolidated Elementary District y Wenden Elementary District.
Arizona hoy tlene una ley nueva que Ie permite aun votante inscribirse en una
lista de Yotacion antes de la eleccion permanente. Si su nombre aparece en
esta Iista, para cada eleccion en la que esta capacitado para votar, uno ya no
tendra que pedir que se Ie envfe por correo una balota de antes de la eleccion.
En cambio, al aparecer en esta Iista, una balota de antes de la eleccion se Ie

ARGUMENTOS EN CONTRA
Desde que la escuela de Bouse ya provee elementos esenciales como
programas para los ninos con incapacidades de preescolar al grade 8 y
ventajas como programas de musica, entonces nosotros creemos que no
hay necesidad de arriesgar la perdida de control y representaci6n de
nuestra escuela aun cuerpo de gobiemo distante, que probablemente iba
aser el resultado de la unificaci6n.
La Escuela de Primaria de Bouse se opone a la unificaci6n de su distrito
escolar con otros para forrnar un distrito escolar unificado por varias
razones. Debido al hecho de que los miembros de la Comisi6n para
Cambiar los Lfmites de los Distritos Escolares miembros de varios distritos
metropolitanos yrepresentantes de corporaciones grandes, parece que esta
iniciativa fue la idea de un negocio grande ydistritos escolares grandes, no
la gente de Arizona rural yno en el mejor interes de nuestros ninos. Aunque
la unificaci6n se promociona como que reduce la administraci6n y los
impuestos, esta gran campana publicitaria parece ser exactamente eso. En
realidad la unificaci6n va aanadir otra capa de administraci6ny los costos
de unificaci6n son confusos. Los calculos actuales deADE muestran que los
impuestos pueden AUMENTAR para ciertas escuelas afectadas. Salome
Consolidated School Dsitrict podria aumentarsu tasas de impuestos por una
cantidad adicional de 2.67, jcasi doblandolo! Tambien podrfa aumentar
nuestra tasa de impuestos de 4.94 por la misma cantidad.
Como Senadora del Estado y ex miembra del consejo escolar, yo apoyo y
Ie urgo que vote si por la Cuesti6n de Unificaci6n de Distritos Escolares. Yo
he servio en la Legislatura por 12 anos. EI mejoramiento de la educaci6n ha
side una de mis prioridades clave. Continuamente yo he propugnado por
mas oportunidades educacionales y rendimientos academicos superiores
de mis constituyentes. Yo cree que la unificaci6n de distritos de primaria con
distritos de high school va areducir los costos administrativos ylos consejos
escolares podran colocar esos ahorros en las aulas. Los padres podran
asistir conferencias de padre- profesor y planear mejor vacaciones si
existiera un horario de un distrito en lugar de dos diferentes horarios. Un
voto de ' si' por la Cuesti6n de Unificaci6n de Distritos Escolares va a:
Eliminar ineficiencias del sistema actual, inciuyendo costos
administrativos duplicados
Proveer standards educacionales equitativos y constantes para
preparar mejor a los estudiantes para la educaci6n mejor y mas
alia.
Librar los d61ares administrativos para el uso en las aulas para
ayudar a apoyar salarios mas altos de los profesores ytamanos
mas pequenas de clases

Por mas de una decada, los Iideres de la comunidad yde los negocios han
side instrumentales en haciendo marchar hacia adelante cuestiones de
educaci6n tal como aumentando los salarios de los profesores y
demandando un plan de estudios mas rigurosos. Todos nosotros estamos
bien consientes de nuestra necesidad de una planta laboral competente en
el siglo 21 y comprendemos, demasiado bien, las consecuencias de un
sistema de educaci6n publica que no puede cumplir con nuestras
esperanzas.
La unificaci6n de los distritos escolares es otro paso crftico hacia
entregando la educaci6n publica ymejorando nuestra habilidad de atraer y
extender nuestro conocimiento econ6mico. Hace dos anos, la legislaci6n con
apoyo de dos partidos - se aprob6 y fue firmada por la Gobemadora
Janet Napolitano que estableci6 la Comisi6n para Cambiar los Lfmites de
los Distrito Escolares ( SDRC) EI SDRC cuidadosamente revis6 yanaliz610s
beneficios de unificar distritos de primaria independientes con distritos de
high school para alinear mejor el plan de estudios ( K- 12), reducir costos
administrativos y colocar los ahorros en las aulas.
La educaci6n es una de las mas importantes cuestiones enfrentando a
Arizona. Con su apoyo nosotros podemos tomar un importante paso mas
para asegurar que nuestro sistema de educaci6n publica sea tan s6lida
como posible.
EI Wenden Elementary School District # 19 se Opone a los Estatutos
Revisados de Arizona 15- 511 por las siguientes razones:
La perdida de fondos de ajuste de las escuelas pequenas oscilando entre
$ 750,000 y $ 800,000 por ano, que iba a causar los siguiente:
1. Aumentos de los impuestos
2. Las escuelas iban aperder controlloca!.
3. Menos Profesores/ tamanos de ciases mas grandes
4. Varios cargos se iban areducir.
