EXECUTIVE ORDERS, PROCLAMATIONS OF GENERAL APPLICABILITY, AND STATEMENTS ISSUED BY THE GOVERNOR PURSUANT TO A.R.S. ? 41-1013(B)(3)
The Administrative Procedure Act (APA) requires the full-text publication of all Executive Orders and Proclamations of General Applicability issued by the Governor. In addition, the Register shall include each statement filed by the Governor in granting a commutation, pardon or reprieve, or stay or suspension of execution where a sentence of death is imposed. EXECUTIVE ORDER 99-8 CREATING THE GRAND CANYON AIRPORT TRANSITION TEAM WHEREAS, the State is committed to facilitating the safe and efficient operation of the Grand Canyon Airport; and WHEREAS, the State is committed to protecting the commerce and tourism of Northern Arizona; and WHEREAS, the State must anticipate the needs of citizens and tourists traveling to Northern Arizona; and WHEREAS, the needs of Arizona citizens and tourists demand continuous uninterrupted services of the transportation facilities serving Northern Arizona; and WHEREAS, the Arizona Legislature has transferred responsibility for the maintenance and operation of the Grand Canyon Airport from the Arizona Department of Transportation to the Grand Canyon Airport Authority; NOW, THEREFORE, I, Jane Dee Hull, Governor of the State of Arizona, by virtue of the authority vested in me as Governor of this State, do hereby create the Governor's Grand Canyon Airport Transition Team ("Transition Team") and order and direct that: I. The Transition Team shall be comprised of the following members appointed by the Governor: ? a representative of the Arizona Department of Transportation, who shall serve as Chairman ? a representative of Coconino County ? a representative National Park Service ? a representative Tusayan Business Community ? a representative of the Local Aviation Community ? three representatives of the General Public All members of the Transition Team shall be residents of the State and shall have paid taxes for at least two years immediately before appointment of the Committee. II. The Transition Team shall provide for the efficient transfer of responsibility of the Grand Canyon Airport from the Arizona Department of Transportation to the Grand Canyon Airport Authority, including but not limited to: (1) Transition documentation; (2) Personnel; (3) Airport policies and procedures; (4) Financial and budgetary plans; and (5) Human Resource procedures. The Transition Team shall submit a report to the Governor by September 15, 1999. III. The Transition Team shall review and report to the Grand Canyon Airport Authority on the following issues to ensure the continuous operation of the Grand Canyon Airport: A. Formation of the Grand Canyon Airport Authority; B. Policies and procedures for the procurement of outside and professional services necessary for the daily operation of the Grand Canyon Airport; C. Policies and Procedures necessary for the daily operation of the Airport. IV. The Transition Team shall meet at the call of the Chairman and at such place within the State as the Chairman may designate. This Order is effective immediately and shall terminate on September 30, 1999. IN WITNESS WHEREOF, I have hereunto set my hand and caused to be affixed the Great Seal of the State of Arizona.
