EXECUTIVE ORDERS, PROCLAMATIONS OF GENERAL APPLICABILITY, AND STATEMENTS ISSUED BY THE GOVERNOR PURSUANT TO A.R.S. ? 41-1013(B)(3)
The Administrative Procedure Act (APA) requires the full-text publication of all Executive Orders and Proclamations of General Applicability issued by the Governor. In addition, the Register shall include each statement filed by the Governor in granting a commutation, pardon or reprieve, or stay or suspension of execution where a sentence of death is imposed. EXECUTIVE ORDER 2000-4 Expanding Opportunities for Women- and Minority-Owned Businesses WHEREAS, Arizona law requires state agencies to use small businesses for purchases under $25,000.00 whenever practicable; and WHEREAS, national demographic studies show womenand minority-owned businesses are the fastest growing segments of the business sector; and WHEREAS, more than fifty percent of small businesses in Arizona are women- or minority-owned, and Arizona's growth rate exceeds the national growth rate for womenand minority-owned businesses; and WHEREAS, the State of Arizona recognizes the significance these rapidly growing business segments have on the local economy in the areas of employment and economic development, and it is in the best interest of the state to enhance the growth and development of women- and minority-owned business enterprises; and WHEREAS, on behalf of the state, I am committed to incorporating the "best business practices" philosophy into all areas of state government; and WHEREAS, promoting diversity in all areas of business is recognized as a key strategy directly related to enhanced productivity and profitability, NOW, THEREFORE, I, Jane Dee Hull, Governor of the State of Arizona, do hereby mandate that for purchases of $25,000.00 or less, when state agencies are required by law to obtain three quotes, at least one of the three quotes shall be formally solicited from a woman- or minority-owned business. IN WITNESS WHEREOF, I have hereunto set my hand and caused to be affixed the Great Seal of the State of Arizona.
