EXECUTIVE ORDER 2000-5 ESTABLISHING THE BOARD OF DIRECTORS OF THE GOVERNOR'S ALLIANCES AGAINST DRUGS WHEREAS, the Governor's Division of Drug Policy was established in Executive Order 90-12, with a mission to improve the quality of life for all Arizona's citizens by working to reduce substance abuse through the efforts of prevention, treatment and enforcement; and WHEREAS, the Governor's Division of Drug Policy is committed to the coordination of anti-drug efforts at the state level to ensure the most effective use of agency, staff and resources, and is committed to receiving input from the Governor's Alliance community groups, among others; NOW, THEREFORE, I, Governor Jane Dee Hull, do hereby establish a Board of Directors of the Governor's Alliances Against Drugs to advise the Governor's Division of Drug Policy on effective programs that reduce substance abuse and violence among the youth of Arizona. 1. The Board of Directors shall be comprised of 15 members: a. One member shall be appointed from each county in the state. b. Each member selected shall be a member of a Governor's Alliance Against Drugs, as recognized by the Mayor of that city or town or by Tribal Council. c. The Governor may appoint from a list of nominees submitted by the various alliances within each county. d. In the event that a qualified candidate is not identified within a county, the open positions shall be filled from applications in other counties at the discretion of the Governor. 2. Members appointed by the Governor shall serve staggered three-year terms and at the pleasure of the Governor. 3. Members or designees shall not send alternates to represent them at the Board of Directors meetings. 4. The Governor's Division of Drug Policy shall provide staff support to the Board of Directors. 5. The Governor shall appoint the chairperson of the Board of Directors, who will serve a term of two years. 6. Board members are not eligible to receive compensation, but members are eligible for reimbursement of expenses through the Governor's Division of Drug Policy. 7. The Board of Directors shall meet at least quarterly. 8. The Board of Directors shall advise the Governor's Division of Drug Policy on programs funded through the Safe and Drug Free Schools and Communities grant. 9. The Board of Directors shall: a. Present to the Governor a three-year plan for directing funds to effective programs in amounts that make a difference in the reduction of drug use and violence in youth, using the criteria established by the Governor's Drug and Gang Policy Council. b. Present to the Governor a plan for offering effective program planning, implementation, evaluation, and technical assistance to Governor's Alliance Against Drugs Communities. c. Present to the Governor a plan for communication between the Board of Directors and Alliance Communities. d. Develop a three-year Alliance renewal process, which is to include letters of support from Mayors or Tribal Councils recognizing the Alliance. e. Maintain a current contact list for the recognized Alliances. The Board of Directors shall be reviewed no later than December 2003 to determine appropriate action for its continuance, modification or termination.
