EXECUTIVE ORDERS, PROCLAMATIONS OF GENERAL APPLICABILITY, AND STATEMENTS ISSUED BY THE GOVERNOR PURSUANT TO A.R.S. ? 41-1013(B)(3)
The Administrative Procedure Act (APA) requires the full-text publication of all Executive Orders and Proclamations of General Applicability issued by the Governor. In addition, the Register shall include each statement filed by the Governor in granting a commutation, pardon or reprieve, or stay or suspension of execution where a sentence of death is imposed. EXECUTIVE ORDER 2000-6 Expansion of Authority and Duties of the State Public Housing Agency WHEREAS, there exists in the state of Arizona a need for safe and sanitary housing within the financial means of low and moderate income persons and families, which, when unmet, is a threat to the health and welfare of Arizona residents; WHEREAS, approximately one-third of households in Arizona experience housing affordability problems; WHEREAS, problems will continue statewide as housing prices increase at twice the rate of increase in family income; WHEREAS, state government must play a key role in facilitating affordable housing development through leadership and partnership-building; WHEREAS, the Arizona State Legislature and the Governor, in A.R.S. ? 41-1505(D), designated the Arizona Department of Commerce, Office of Housing Development to be the state public housing agency as defined in the United States Housing Act of 1937 (42 United States Code ?? 1401 through 1440) for the purpose of accepting federal housing assistance monies and participating in the housing assistance payments program; WHEREAS, the United States Department of Housing and Urban Development (hereinafter "HUD") is now requesting the state public housing agency to accept and administer monies as set forth in the Request for Proposal issued by HUD on May 3, 1999, entitled "Contract Administrators for Project-Based Section 8 Housing Assistance Payments (HAP) Contracts" (hereinafter the "RFP"); and WHEREAS, in order to carry out the activities of the RFP, the state public housing authority must show that it has the authority to perform the duties of the RFP in all areas of the state of Arizona; NOW, THEREFORE, I, Jane Dee Hull, Governor of the State of Arizona, pursuant to the authority vested in me by the Constitution and the laws of Arizona, do hereby designate the state public housing authority within the Office of Housing Development, Arizona Department of Commerce, authority to accept and administer monies as set forth in the HUD Request for Proposal, in all areas of the state of Arizona. This Executive Order shall be effective immediately and shall remain in full force and effect until modified, amended, or rescinded by the Governor. IN WITNESS WHEREOF, I have hereunto set my hand and caused to be affixed the Great Seal of the State of Arizona.
