EXECUTIVE ORDER 2000-12 To Allocate Funds to Ensure Continuation of the Detoxification Center in Page, Arizona
WHEREAS, since 1996 the Page Community Behavioral Health Detoxification Center has operated the only detoxification program for drug and alcohol rehabilitation in Northern Arizona; and WHEREAS, the Page Community Behavioral Health Detoxification Center has served 6,796 men and women since 1996; and WHEREAS, the Navajo Nation annually contributes $106,000 to the operation of the Center; and WHEREAS, the City of Page contributes to the operating budget, provides all police and emergency medical technician calls and transportation to the facility or hospital; and WHEREAS, the Legislature had funded this program from Tobacco Tax funds since 1996 and did not continue the funding during the 2000 legislative session, thereby eliminating the primary funding source of the program and jeopardizing the ability to provide de-tox services in Northern Arizona, which may create a health crisis for substance abusers and the communities in which they live; and WHEREAS, during the 1997 First Regular Session of the Forty-third Legislature, the Health Crisis Fund was established, authorizing the Governor to expend funds in order to respond to an existing health crisis; NOW, THEREFORE, I, Jane Dee Hull, Governor of the State of Arizona, by virtue of the authority vested in me by the Constitution and Laws of the State, do hereby declare a health crisis or a significant potential for a health crisis in this State and hereby, 1. Allocate such funds as necessary, not to exceed $250,000 from the Health Crisis Fund as established pursuant to A.R.S. ? 36797 to the Department of Health Services, to be distributed on an as needed basis as a one-time source of emergency funds to assist the Page Community Behavioral Health Detoxification Center in continuing to serve persons while the community secures a permanent source of funding. This one-time allocation from the Health Crisis Fund does not entitle the Page Community Behavioral Health Detoxification Center to receive any future funding from the Health Crisis Fund for this program. Direct the Department of Health Services to report expenditures made in support of this project to the Governor, and the Joint Legislative Oversight Committee on the Tobacco Tax and Health Care Fund pursuant to A.R.S. ? 36-797.
