EXECUTIVE ORDERS, PROCLAMATIONS OF GENERAL APPLICABILITY, AND STATEMENTS ISSUED BY THE GOVERNOR PURSUANT TO A.R.S. ? 41-1013(B)(3)
The Administrative Procedure Act (APA) requires the full-text publication of all Executive Orders and Proclamations of General Applicability issued by the Governor. In addition, the Register shall include each statement filed by the Governor in granting a commutation, pardon or reprieve, or stay or suspension of execution where a sentence of death is imposed. EXECUTIVE ORDER 2000-17 Relating to the Establishment of the Governor's Commission on the Health Status of Women and Families in Arizona
WHEREAS, there are 2.4 million women and 1,350,000 children who reside in Arizona; WHEREAS, women influence the extent to which their family members seek and receive care; and WHEREAS, women make healthcare decisions in 75% of American households; and WHEREAS, women account for approximately 65% of the nation's annual medical expenses; and WHEREAS, women live longer than men and experience more chronic illnesses, requiring additional care than men; and WHEREAS, heart disease is the leading cause of death in women in Arizona; and WHEREAS, lung cancer is the leading cause of cancer deaths in women in Arizona; and WHEREAS, women are two times as likely as men to suffer from clinical depression; and WHEREAS, 50% of the leading causes of death for women are related to behavior; and WHEREAS, 25% of Arizona women are obese, 40% do not engage in leisure time physical activity and 81% consume low levels of fruits and vegetables; and WHEREAS, the public good is advanced when women are educated about the behaviors and risk factors that impact their health and the health of their family members; and WHEREAS, the State encourages women to recognize the valuable role they play in the present and future health and wellness needs of themselves and their families and to recognize that improving their health through behavior modification and risk management is an important part of our future; and WHEREAS, the State believes that a collaborative effort involving medical professionals, state agencies, behavior specialists, researchers, business leaders and other key partners could provide the research, direction and education needed to improve the health status of women and families in Arizona; NOW, THEREFORE, I, Jane Dee Hull, Governor of the State of Arizona, do hereby direct that the State of Arizona establish a Governor's Commission on the Health Status of Women and Families in Arizona described as follows: The Commission will include no less than 20 individuals from throughout the State of Arizona who are selected regardless of age, race, color, sex, national or ethnic origin. The Commission members will represent a cross section of medical and health professionals, agency professionals, researchers, business and community leaders and consumers. All commission members must be committed to improving the health and wellness of all Arizona women and their families. The Commission will serve at the pleasure of the Governor and will offer recommendations to the Governor on health and wellness issues and policies. The Commission will work with the Governor to establish guidelines for a program to address the health status of women and families in Arizona. The Commission will collaborate with state agencies, communities and businesses in order to implement the program as directed by the Governor and the Commission.

Secretary of State EXECUTIVE ORDER 2000-18 (Supersedes Executive Order 96-10) Head Start Collaboration Advisory Council
WHEREAS, Head Start grantee agencies in Arizona are recognized as having a positive influence on the health, safety and well-being of young children and their families by providing early childhood services; and WHEREAS, young children and their families are provided, through Head Start programs in Arizona, individualized early childhood learning experiences, health services, nutrition programs, parent involvement in program planning and operation, as well as social and mental health services; and WHEREAS, interagency collaboration among state, federal, private and public community-based agencies would foster, advance and promote efficient use of resources and effective delivery of program services to young children and their families; and WHEREAS, the Division for Children in the Governor's Office of Community Policy strives to promote and advance the strength and well-being of Arizona's children and families; and WHEREAS, the Division for Children has been awarded a Head Start State Collaboration Grant from the Federal Department of Health and Human Services that requires for the duration of the grant the formation of an advisory council to enhance self-sufficiency and lead to positive life outcomes for low-income families and children; and WHEREAS, the Advisory Council may determine technical research and program information necessary for the Council to effectively plan for collaborative activities; NOW, THEREFORE, I, Jane Dee Hull, Governor of the State of Arizona, by virtue of the authority vested in me by the Constitution and laws of this state, hereby order the following: The Arizona Head Start Collaboration Advisory Council (the "Advisory Council") is hereby established to advise and help in the development, implementation and evaluation of a statewide plan that will include policies and program practices to promote collaboration among federal, state, public and private agencies that serve the health, well-being and developmental needs of young children and their families. 1. The Advisory Council shall consist of twenty-six voting members appointed by the Governor. Members of the Council shall include: a. b. c. d. e. f. Directors or designees of State agencies that serve the developmental needs of young children. Representatives of public or private community-based organizations that deliver services to children and their families. Members of the business community. Citizens interested in children and youth programs. Elected officials. The President of the Arizona Head Start Association.
