EXECUTIVE ORDERS, PROCLAMATIONS OF GENERAL APPLICABILITY, AND STATEMENTS ISSUED BY THE GOVERNOR PURSUANT TO A.R.S. ? 41-1013(B)(3)
The Administrative Procedure Act (APA) requires the full-text publication of all Executive Orders and Proclamations of G eneral Applicability issued by the Governor. In addition, the Register shall include each statement filed by the Governor in granting a commutation, pardon or reprieve, or stay or suspension of execution where a sentence of death is imposed. EXECU TIV E ORDER 2001-01 ESTABLISHING THE GOVERNOR'S COUNC IL ON WORKFORCE POLICY
WHEREAS, the State of Arizona recognizes that economic vitality, growth and competitiveness are dependent upon a highly skilled workforce; and WHEREAS, the quality and preparedness of the State's workforce are the shared responsibilities of m any individuals and organizations, both public and private; and WHEREAS, the State of Arizona has a need for a coordinated and comprehensive approach to workforce developm ent utilizing federal, state, and local resources, which incorporates the State's economic development goals and strategies; and WHEREAS, the State of Arizona has a need to place new emphasis on career development and guidance in the State's education system in order to offer a rich understanding of industries that drive the State's economy, comm unities and career opportunities; and WHEREAS, the State of Arizona recognizes that a strong workforce which is capable of attracting and sustaining quality industries and promoting economic growth is dependent upon a quality education, training and apprenticeship system; and WHEREAS, the State of Arizona is com mitted to building a workforce development system that is accountable and customer-driven; and WHEREAS, federal law provides states the opportunity to consolidate the policy, planning and oversight functions of federally funded education, employment and training programs; and WHEREAS, a broad, diverse set of career pathways which provide a rich set of routes to lifelong learning in places of work and education must be made available to all persons wishing to explore and enter various industries, occupations and specializations; NOW, THEREFORE, I, Jane Dee Hull, G overnor of the State of Arizona, by virtue of the authority vested in me as G overnor by the Arizona Constitution and the laws of the State, do hereby order: 1. 2. In accordance with Section 111 (e) (1) of the Workforce Investm ent Act of 1998, an Alternative Entity is established, known as the Governor 's Council on Workforce Policy, under the jurisdiction of the Governor. The Council shall be composed of twenty-seven (27) members to be appointed by the Governor. a. The Council's m embership shall be comprised of the Director or designee from the Arizona Department of Com merce, the Director or designee from the Arizona Department of Economic Security, the State Superintendent of Public Instruction or designee, a representative from the Inter Tribal Council of Arizona, a representative from the Arizona House of Representatives, a representative from the Arizona State Senate, a representative from the Arizona Board of Regents, a representative from a public policy organization, a representative from an Arizona Community College, a representative from an urban K-16 workforce development organization, a representative from a rural K-16 workforce development organization, three (3) representatives from employee organizations, a representative from a community-based organization, and twelve (12) representatives from business and industry representing the Governor 's Strategic Partnership for Econom ic Development (GSPED) clusters. Members shall initially serve for staggered terms of one, two and three years. Upon expiration of the initial terms, appointm ents shall be for three-year terms. Initial appointments of representatives of business and industry and organized labor shall be for a minimum of two years. Members may not, except where specified, send designees to represent them at the Council meetings. Mem bers who miss more than three (3) consecutive Council m eetings are subject to replacement. The Governor shall appoint the Council Chair.

e. The Council shall appoint an ex-officio sub-committee consisting of three members representing employee organizations and three members representing business and industry to serve on the Arizona Apprenticeship Advisory Committee. The Council shall appoint from its membership a chair of the Committee. The Arizona Apprenticeship Advisory Comm ittee shall carry out the duties and functions required of a state apprenticeship council.

The Council shall advise the G overnor on all matters of w orkforce development strategy and policy for the State of Arizona. In this capacity, the Council: a. Shall review the provision of services and the use of funds and resources under applicable federal human resource programs and advise the Governor on methods of coordinating such provisions of services and use of funds and resources consistent w ith the laws and regulations governing such program s; Shall ensure the goals and activities identified in Arizona's Workforce Development System Comprehensive Plan are aligned with and support the Governor's Strategic Partnership for Economic Development (GSPED) and A rizona's Partnership for a New Economy (APNE); Shall actively promote policies and initiatives that strengthen GSPED and APNE and support their expansion statewide, especially in the rural areas; Shall advise the Governor on the development and implementation of state and local standards and measures relating to applicable federal human resource programs and coordination of such standards and measures; Shall carry out the duties and functions prescribed for the State Workforce Investment Board under Public Law 105-220 (Workforce Investment Act of 1998); Shall continue to address workforce development strategies as outlined in Arizona's Workforce Development System Com prehensive Plan, which; identify the human investment needs in the State and recommend goals for meeting such needs; establish goals for the development and coordination of education, training and employment systems; evaluate progress towards meeting the goals; identify the need for waivers of regulatory provisions or other administrative changes which are necessary to achieve the goals of the strategic plan; v. identify the need for statutory changes or new legislation at the federal or state level necessary to achieve the goals of the strategic plan; vi. identify opportunities to coordinate, collaborate and consolidate economic development, workforce developm ent and education initiatives, including, but not limited to: Unem ployment Insurance Profiling, the One-Stop Career Center System, Personal Responsibility and Work Opportunity Reconciliation Act of 1996, Jobs Program and Supportive Service State Plan, Food Stamp Employment and Training Program, the Stewart B. McKinney Homeless Assistance Act, the Rehabilitation Act of 1973, the Educate America Elementary and Secondary Schools Act, the Carl D. Perkins Vocational and Applied Technology Act, the Em ergency Im migration Education Act of 1984, the National and Community Services Act of 1990, the Wagner-Peyser Act, the School To Work Opportunities Act of 1994, Title V of the NAFTA A ct of 1994, the Older Worker Act of 1965, Title VI of the Veterans' Benefits Improvement Act of 1996, Section 5001 of the Balanced Budget Act of 1997. i. ii. iii. iv.

All Council actions and recommendations are subject to Governor 's approval. The status of the Council shall be reviewed no later than December 31, 2006 to determine appropriate action for its continuance, modification or termination.
