EXECUTIVE ORDERS, PROCLAMATIONS OF GENERAL APPLICABILITY, AND STATEMENTS ISSUED BY THE GOVERNOR PURSUANT TO A.R.S. ? 41-1013(B)(3)
The Administrative Procedure Act (APA) requires the full-text publication of all Executive Orders and Proclamations of General Applicability issued by the Governor. In addition, the Register shall include each statement filed by the Governor in granting a commutation, pardon or reprieve, or stay or suspension of execution where a sentence of death is imposed. EXECUTIVE ORDER 2001-8 SMART ENERGY USAGE WHEREAS, the California energy crisis has brought home to all Arizonans the importance of secure, affordable supplies of electricity; and WHEREAS, because of (i) California's energy crisis; (ii) rising regional demand; and (iii) low precipitation in the Pacific Northwest, spot-market prices for electricity have risen to record levels throughout the West, and regional supplies are the tightest in many years; and WHEREAS, Arizona energy users should continue to prudently respond to the effects of California's energy crisis on the costs and supplies of Arizona energy resources; and WHEREAS, largely as a result of rapid population growth, Arizona's demand for electricity is expected to reach new record levels during the summers of 2001 and 2002; and WHEREAS, Arizona utilities expect to have sufficient electric supplies during the summers of 2001 and 2002 to avoid implementing rotating blackouts, although their reserve margins will be the lowest in many years; and WHEREAS, Arizona energy users, including State of Arizona facilities managers and other employees, can and should take reasonable steps to reduce electricity demand and usage, and thereby increase reserve margins; NOW, THEREFORE, I, Jane Dee Hull, by virtue of the authority vested in me as Governor by the Arizona Constitution and the laws of the State, do hereby order and direct that all agencies and other bodies under my jurisdiction take the following steps immediately: ? Employees will work with their facility's Information Technology department to optimize the use of Energy Star and similar power management tools that allow computers, monitors, and other devices to enter stand-by mode when not in use. ? Employees will turn off all PCs, lights, and other personal office equipment when they expect to be out of the office for more than one hour. ? Employees will reduce all lighting that does not affect productivity, health, or safety. ? The departments of Commerce and Administration will distribute energy-saving and demand-reduction tips to all state employees for home use. ? Thermostats in all State-controlled facilities will be set two degrees higher than last summer during the months of June through September. ? To minimize the effect of raising thermostat settings, agencies will develop and implement a professional, casualdress policy during the months of June through September that is consistent with the type of work that is being performed. ? State facility managers, in cooperation with the State Energy Office, will prepare and deliver a report to me by June 30 that specifies additional energy-saving and demand-reduction measures for further implementation in State-conVolume 7, Issue #22 Page 2246 June 1, 2001
