EXECUTIVE ORDERS, PROCLAMATIONS OF GENERAL APPLICABILITY, AND STATEMENTS ISSUED BY THE GOVERNOR PURSUANT TO A.R.S. ? 41-1013(B)(3)
The Administrative Procedure Act (APA) requires the full-text publication of all Executive Orders and Proclamations of General Applicability issued by the Governor. In addition, the Register shall include each statement filed by the Governor in granting a commutation, pardon or reprieve, or stay or suspension of execution where a sentence of death is imposed. Spelling, grammar, and punctuation of these orders has been reproduced as submitted.
Editor 's Note: The following Executive Orders originally published at 9 A.A.R. 1089 and 9 A.A.R. 1091, March 28, 2003 (Executive Orders 2003-01 and 2003-02) were published incorrectly. The Orders listed Governor Janet Napolitano and Secretary of State Janice K. Brewer in office when they should have listed Governor Jane Dee Hull and Secretary of State Betsey Bayless. The Orders are republished here as corrected. EXECU TIV E ORDER 2003-01 ESTABLISHMENT OF AN ARIZONA GEOGRAPHIC INFORMATION COUNCIL (SUPERSEDES EXECUTIVE ORDER 92-17)
WHEREAS, a broad based effort, commitment, policy direction and framework is needed for Arizona to develop and manage its geographic information resources; and WHEREAS, the Arizona State Land Department shall establish a clearinghouse of information and central repository for maps, imagery products and digital cartographic data pursuant to A.R.S. ? 37-173(1); and WHEREAS, the Arizona State Land Department shall provide a geographic information system for public agencies in Arizona pursuant to A.R.S. ? 37-173(2); and WHEREAS, the Arizona State Land Department shall prepare standards and specifications for developing and producing cartographic products, aerial photographic products and geographic information systems pursuant to A.R.S. ? 37-173(4); WHEREAS, the Arizona Geographic Information Council (AGIC) was established by Executive Order 89-24 to coordinate the management of statewide geographic information and serve as an advisory council to the Arizona State Land Department to provide guidance and direction in the management of a State Geographic Information System; and WHEREAS, the composition and membership of AGIC needs to be expanded to include regional geographic information systems consortia and the duties of AGIC need to be confirmed; NOW THEREFORE, I, Jane Dee Hull, Governor of the State of Arizona, by virtue of the authority vested in me as Governor by the Arizona Constitution and the Laws of the State, do hereby order as follows: 1. The composition and membership of AGIC shall be as follows: a. b. AGIC shall be composed of an Executive Management Board and standing technical committees to advise the Board on technical issues related to mapping and geographic information systems and to assist the Board in the implementation of AGIC programs. Members of the Executive Management Board shall be appointed by the Governor, serve at the pleasure of the Governor and consist of one voting representative from each of the following, except Arizona State Land Department:

Members of the Executive Board shall elect from among the representatives a president, vice-president and secretary. The members of the Standing Technical Committees shall be appointed by the Executive Board as deemed necessary. AGIC shall meet at the call of the President and shall adopt bylaws, rules and procedures for the orderly conduct of operations. Members shall not receive additional compensation above normal wages and salaries.
The duties of AGIC shall be as follows: a. b. c. AGIC shall collect information on user requirements for maps, imagery products and geographic information systems. AGIC shall prioritize and relate such requirements to the U. S. Geological Survey, the Arizona Land Resource Information System and other producers of geographic information and cartographic products. AGIC shall participate in activities to define those categories of spatial data appropriate for standardization and establish standards of content, format and accuracy for the identified data categories. AGIC shall coordinate interagency map production or acquisition and geographic data base development. AGIC shall study cartographic and geographic information systems issues and make recommendations to responsible entities.

EXECU TIV E ORDER 2003-02 ESTABLISHING THE GOVERNOR'S 9-11 MEMORIAL COMMISSION
WHEREAS, thousands of people lost their lives on September 11, 2001, in an attack on humanity; mothers, fathers, sons and daughters from a multitude of religious and cultural heritages and of every age and every race did not make it home to their loved ones on that tragic day; and WHEREAS, this attack occurred on the land and in the sky at the World Trade Center in New York City, at the Pentagon in Washington, D.C., and in the air over Pennsylvania, and included victims from Arizona, as well as family members and friends of Arizonans; and WHEREAS, firefighters, police officers, health care workers and first responders of all kinds demonstrated their endless dedication by charging head-on into danger, even though that danger was an inferno of unimaginable proportions; and WHEREAS, Arizonans immediately responded to these shocking events by being part of the first rescue and recovery teams, waiting in line in 100-degree heat to donate blood, sending out clothing, supplies, money, and prayers, and performing endless acts of selflessness; and WHEREAS, "9-11" and its aftermath have been a time when we have witnessed the worst of humanity followed by the best of humanity, a time filled with remembrance and resilience, a time responded to with courage over cowardice, service over selfishness, hope over fear, and love over hate--a time which we must ensure will never be forgotten; NOW, THEREFORE, I, Jane Dee Hull, Governor of the State of Arizona, by virtue of the authority vested in me as Governor by the Arizona Constitution and the laws of the State, do hereby establish the Governor's 9-11 Memorial Commission to serve the purpose of planning, designing and guiding the establishment of a permanent Memorial in honor and memory of those who lost their lives in one of this nation's most horrific tragedies and to those who kept their spirits alive through unity and sacrifice, and to serve as a meaningful place for families to go to reflect upon these events for generations to come. 1. 2. The members of the Commission shall be appointed by the Governor and shall serve at the pleasure of the Governor. The Commission shall consist of no more than 35 people. a. b. c. The Commission membership shall include a chairperson to be named by the Governor. The Commission membership shall include at-large members representing government, first responders, victims, the business community, the general public and other diverse parties who share an interest in the development of this Memorial.
