Executive Order 2003-7 (Supersedes Executive Orders 90-01 and 92-3) Establishing the Governor's Council on Innovation and Technology
WHEREAS, pursuant to Executive Order 90-01, as superceded by Executive Order 92-3, the Arizona Science and Technology Council, has acted as a catalyst for developing state policies in science and technology; and WHEREAS, the Arizona Science and Technology Council has supported and stimulated technological innovation in the State of Arizona and improved the state's competitiveness in attracting and fostering science and technology business; and WHEREAS, the constantly evolving nature of our technology industries requires new perspectives and approaches to stimulate technological innovation and advancement in the State of Arizona; NOW, THEREFORE, I, Janet Napolitano, Governor of the State of Arizona, by virtue of the authority vested in me by the Constitution and laws of this State, hereby order and direct: 1. The creation of the Governor's Council on Innovation and Technology, which shall replace the Arizona Science and Technology Council, and shall be charged with ? ? ? ? Strengthening the innovation and technology infrastructure of Arizona; Enhancing university research and education in high technology fields; Inspiring cooperation between industry and university researchers; and Creating and retaining high quality jobs in Arizona.
2. The Governor's Council on Innovation and Technology shall comprise not more than thirty one (31) members, each of whom shall be appointed by the Governor, and serve, without compensation, at the pleasure of the Governor. 3. Members of the Governor's Council on Innovation and Technology shall consist of: ? ? ? ? ?

One or more representatives of the research departments at the University of Arizona, Arizona State University and Northern Arizona University; The Chair or other representative of the Southern Arizona Technology Council; The President or other representative of the Arizona Technology Council; One or more policy-level corporate executives; One or more local seed/venture capital executive(s) active in funding Arizona companies; Member(s) at large.

4. Members of the Governor's Council on Innovation and Technology shall: ? ? Serve a term not to exceed one (1) year, unless specifically re-appointed by the Governor; Meet at the call of the Chair, who shall be selected in the first instance by the Governor and who shall thereafter be selected by a majority vote of the Council's members.
5. The Governor's Council on Innovation and Technology shall: ? ? ? ? ? ? ? ? ? Develop and recommend policies and programs that enhance and encourage innovation and technology for Arizona; Develop and periodically update a blueprint for technology-based economic development in Arizona through the creation of a long-term strategic plan for innovation and technology; Provide the framework, and a forum for ideas, to enable Arizona to become a global leader in innovation and technology research, development and product creation; Monitor changes in global economic conditions that may justify a re-orientation of Arizona's technology programs; Identify future fields of science and technology that offer potential for application in Arizona; Serve as the principal advisory group to the Governor and, if so requested, the Arizona Legislature on innovation and technology policy issues facing the State; Stimulate technology transfer among and within higher education institutions and industry, including transfers of information available from federal agencies; Conduct meetings in connection with the purposes of the Council; and Report to the Governor quarterly on an informal basis, and submit an annual written report to the Governor not later than the first day of November of each year.
