Executive Order 2004-14 Establishing the Arizona Statewide Youth Development Task Force
WHEREAS, youth development strategies can help youth become healthy and productive adults by developing attitudes, behaviors, and skills that enable them to succeed as parents, citizens, and workers; and WHEREAS, research shows that youth who spend time in communities that are rich in developmental opportunities engage in less risky behaviors and show evidence of higher rates of positive development as they enter adulthood; and WHEREAS, a statewide Task Force dedicated to youth development would foster these goals and benefit over one million school age youth in the State of Arizona; NOW, THEREFORE, I, Janet Napolitano, Governor of the State of Arizona, by virtue of the authority vested in me by the Constitution and laws of this State, hereby order and direct as follows: 1. The Arizona Statewide Youth Development Task Force ("Task Force") is created to provide policy recommendations relating to youth and youth development issues in the State of Arizona to the Governor's Office for Children, Youth and Families. 2. The Task Force shall be comprised of not more than 25 members representing not only diverse expertise in the youth development field but a cross-section of Arizonans of various ethnicities, geographic locations, and ages. Each member shall be appointed by the Governor and serve, without compensation, at the pleasure of the Governor. Youth ages 10-24 shall comprise at least one-third of the total membership throughout the structure of the Task Force and each of its Policy Work Groups. 3. The Governor shall appoint a chair of the Task Force who shall have the ability to convene the Task Force. In the chair's absence, a vice chair, as appointed by the Governor, shall serve as chair. The Task Force shall meet at the call of the chair, no more than six times per year. 4. The Task Force shall advise the Governor on youth development policy through the following activities: ? The development of more and better opportunities for positive use of time, positive use of self-expression, civic engagement and participation for Arizona's youth. The coordination of services for Arizona's youth with community-based, faith-based, city, state and local youth-serving agencies and organizations. The ongoing review of proposed federal and state legislation and existing laws relating to youth and youth development.

5. The Task Force will be staffed and supported by the Governor's Division for Community and Youth Development within the Governor's Office for Children, Youth and Families. 6. The Task Force shall sunset on September 29, 2008 unless otherwise continued by Executive Order. .
