Implementation of Statewide 5% Water Use Reduction Plan
WHEREAS, Arizona makes up a significant portion of the Sonoran desert and must always be careful and pragmatic in its water consumption; and WHEREAS, Arizona has experienced a prolonged, multi-year drought that has strained its limited water resources; and WHEREAS, the State of Arizona must set the example for all Arizonans in the area of water conservation; and WHEREAS, technologies exist that enable the State to efficiently reduce its water consumption; NOW, THEREFORE, I, Janet Napolitano, Governor of the State of Arizona, by virtue of the authority vested in me as Governor by the Arizona Constitution and the laws of this State, do hereby order as follows: 1. All agencies of the Executive Branch of state government shall immediately take steps necessary to reduce annual water consumption by five percent (5%), using FY 04 consumption levels as a baseline. All agencies of the Executive Branch of state government shall appoint a Water Efficiency Coordinator to: a. b. c. d. 3. 4. 5. implement a water accounting system to determine the amount of water used for all end users in the agency's buildings or facilities; develop a Rapid Response Repair Method to promptly fix any leaks; educate agency employees on water conservation; and immediately implement no-cost or low-cost measures to save water in the agency's buildings or facilities.
No agency within the Executive Branch of state government shall plant or water winter grasses without the expressed written consent of the Governor's Office. All agencies of the Executive Branch of state government shall comply with the provisions of HB 2276 with regard to the installation of Water Free Urinals. All agencies of the Executive Branch of state government shall report to me on or before June 30, 2005, and annually thereafter, on their water conservation efforts pursuant to this Executive Order.
