Section 3. The Program Committee, from the Speaker's Fund allotted by the Society, shall judiciously select speakers of outstanding medical talent to appear before the Society, who are not practicing in this County, and shall accept volunteer speakers locally only when the program cannot otherwise be provided. Members who have papers are encouraged to address them to the local hospital staffs, unless the Program Committee should decide the paper is of such nature as to merit presentation before the Society.
Section 4. The President, only with the approval of the Board of Directors, may empower a committee to act for the Society.
CHAPTER IV--MEMBERSHIP AND RIGHTS
Section 1. Qualifications for membership.
All applicants for membership in this Society, with the exception of Honorary Members, must possess the following qualifications:
(a) Applicant must be a graduate of a reputable Medical College which, at the time of his graduation, maintained standards equivalent to those of the Association of American Medical Colleges.
(b) Applicant must be a citizen of the United States of America, or must have made and filed his formal Declaration of Intention to become a citizen. In the event of the election to membership of an applicant who is not a citizen, the failure on his part to proceed with reasonable dispatch in conformity with the laws of the United States, to obtain a final decree of naturalization, shall be grounds for expulsion from the Society.
(c) Applicant must be a resident of Pima County, State of Arizona, and must have been actively engaged in the practice of medicine for a period of at least six months immediately preceding his election to membership, such activity to include resident training in a hospital following internship.
(d) The residence requirement in the preceding paragraph shall not be required in the case of an applicant for membership possessing the other qualification prescribed in the Constitution and in these By-Laws, who presents a properly attested transfer document within sixty days after the issuance of such document from another County medical unit of the American Medical Association in the United States.
Section 2. Term Membership
