Regular Meeting, January 15, 1952 2
Dr. Cogswell--"Censure or suspension shall require two-thirds vote of members present".
Dr. Manning--"Would it be satisfactory, if the Board of Censors is here, to have them change this to read 'To expulsion with the privilege of re-applying at the end of two years'?"
Dr. Hayden--"The Board of Censors will move that Dr. Lieberman's membership be withdrawn for a period of two years, at the end of which time he may re-apply as a new member, subject to investigation at that time."
Dr. Harry Thompson--"To resolve this thing, I think it would be well to follow the recommendation of the Censors. I think if we insert the word 'approximately' two years, that it will conform with the Censors' recommendation for a chance for applying again, and still not bring out the question of what we have in our By-Laws, which is not a definite period."
Dr. Kent--"If this matter should go to court, none of this would hold water because you would not have it in your By-Laws. I move that a committee he appointed to appoint an alternate to the Board of Censors so that this Board can meet and vote on a legal program."
Dr. Hastings--"The three members of the Board of Censors are present."
Dr. Busse--"I move that the Board of Board of Censors re-convene to re-word the charges." Motion seconded by Dr. Ure and carried. This was done.
The President appointed Dr. Charles Newcomb and Dr. Harold E. Kosanke as tellers to count the members present.
Dr. Hayden--"Our committee has appointed Dr. Hastings as spokesman."
Dr. Hastings--"The acting Board of Censors has decided that the recommendations of the Board of Censors will be that the accused be expelled for two years with the privilege of re-applying for membership at the end of that time."
Dr. Busse--"I move that the report of the Board of Censors be voted upon."
Motion seconded by Dr. Harry Thompson and carried.
Dr. Hugh Thompson--"It has been suggested here that everyone who votes sign his name on a roll tonight so that there will be no question of any individual not having been here. I make this a motion." Motion seconded by Dr. Kent and carried.
Voting was then carried out, the ballots collected by Doctors Newcomb and Kosanke, and counted by them. Ballots were found to contain 4 No, 3 blank, and 55 Yes votes.
Dr. Cogswell stated that he felt the Board of Censors should be commended for the amount of work which was put into this matter, and remarked that it takes courage to do this job. He said he thought the Society owed the Board of Censors a vote of thanks.
Motion was made, seconded and carried for adjournment.
