Dr. Steen--"That very thing has been done by groups here in the past, when there were a lot of tuberculosis patients here, and the men then were not considered to be unethical. Barfield's charged the patients a flat rate and the doctors got so much per day."
Dr. Lesemann--I think you would find terrific objection to such a plan in this community."
Dr. Lull--"The man at Barfield's said he could. We can employ a man and pay on a fee basis, agreed terms, anything within reason."
Dr. Kent--"I think it should be set up for those who are interested, just like any other kind of job is."
Dr. Lull--"I do not want to antagonize anybody, and to be as fair as possible."
Dr. Lesemann--"I would like to make a motion that the County Society favor paying doctors directly and not through a hospital administration." Motion seconded by Dr. Beaton and carried.
Dr. Steen--"Now I will tell you gentleman that we at the Tucson Clinic have signed a contract to take care of these patients at Barfield's on a contract basis."
Dr. Lull--"I want to have a full understanding with you of the medical profession before we go into business."
Dr. Steen--"I stipulated so much per day be paid to the doctors direct from the Government. Mr. Oshrin came to us and asked us if we were interested."
Dr. Lull--"Before I go into this I want to be sure. One of the things I want to consider is the amount of services we get into. Our plan is to hospitalize 50 patients in the beginning. I am assuming the people who are going into it already have business. I do not know how far it will be spread out. There is also a problem of X-ray and laboratory work."
Dr. Lewis--"Was this put out on bids?"
Dr. Steen--"All those services were to be included in a flat rate."
Dr. Beaton--Ever hear of the Anti-trust Act?
Dr. Lull--If we deal direct with you we can deal on a fee basis per individual; if we do this it would require a detailed bill of everything we cover. We can put it on a salary basis. I would appreciate any comments on negotiations."
Dr. Beaton--"What happens to consultation services? What if an Indian requires a consultation?"
Dr. Lull--"We can deal on a flat basis--the point is we do not have to set down and itemize everything."
Dr. Cogswell--Thanks a lot, Dr. Lull, for coming down and talking this over with us."
Dr. Lull, after thanking the Board of Directors for the opportunity of presenting his subject matter, left the meeting.
