easy it is to be forceful and do anything you wish with a patient if you do not want to be honest; that Dr. Neffson sold this woman's husband that this had to be done right away. Dr. Bernstein remarked that if anyone else had done this, it would have been slapped right back in their face. Dr. Engle thought that if Dr. Beaton thinks this woman's knowledge is all right, and if she will write a letter, it should be referred to the Board of Censors; if she will not document it, then it would have to be let go with an informal statement, which would not do much good. Dr. Cogswell felt that Dr. Brainard should also put a note on this. Dr. Engle said that he believed that the Society needs some watchful and corrective action to protect all the members in every way possible to maintain the best public relations. Dr. Steen remarked that every since taking the office of Secretary he has suggested that once a year someone should be brought to talk on the subject of Medical Ethics, and that this might do the members a lot of good.
Dr. Farness requested an expression of confidence concerning a matter to which he has already committed himself with the Pima County Tuberculosis and Health Association. He said that they had allotted some funds to Comstock Hospital and to Pima County Hospital, and still want to do something, and that he has suggested they do a little case finding in the way of skin testing school children and hiring a case finder on a monthly basis. He thought it might be nice if the Association could have a letter from the Board of Directors of the Pima County Medical Society sanctioning such a move. Tuberculosis, he said, is really a big problem here and they are picking up cases all the time. Dr. Howard, he said, is bucking this; that he can't do it, but that he tells Mr. Morrow that he is taking care of the situation. Dr. Steen asked if this could not be done in cooperation with the Health Department. Dr. Farness replied that Dr. Howard will not have anything to do with it, that he says this is no way to do it. Dr. Steen stated that he is the President of the City-County Board of Health, and that he would like to talk this matter over with Dr. Farness to see if it could not be done through the Health Department. Dr. Farness said that he did not want to be sitting out on a limb all alone on this, and that he believes skin testing over a long period of time, with follow ups, would be a good thing. Dr. Bernstein asked if this could not be handled through the School Health Council. Dr. Farness stated that Dr. Howard does not like Dr. Laidlaw. Dr. Beaton thought there was no reason why Dr. Farness could not be given an expression of confidence. Dr. Lewis thought it might be suggested that Dr. Farness work through Dr. Steen's committee. Dr. Beaton moved that the Board of Directors do sanction the move in the right direction and approve of the program initiated to skin test school children and do case finding follow-ups for contacts. Dr. Steen said that, at the instigation of Dr. Kent, Chairman of the Public Relations Committee, he had talked to the Junior League about Trends in Health, and that he had found there are 42 different agencies which raise funds; that one of the women had asked whether more of these things could not be tied together. Dr. Cogswell asked why this could not be taken up for discussion, and this is to be done.
Dr. Kuhlman asked for information on the subject of insurance, stating that he had been in Cleveland and found that the entire Academy of Medicine, 1800 members, is insured under a blanket policy, and that to be eligible to participate it is only required to be members in good standing; that he believes the cost of insurance to have been greatly reduced, and wonders whether this type of arrangement might not apply to the Pima County Medical Society.
