Dr. Manning--Who is going to cover October? Seriously, the Governing Board will not meet for three weeks and if this service is to be uncovered for three weeks there may be unfortunate results.
Dr. Bean--We are not covered at all.
Dr. Beaton--It is your responsibility to make an appointment. We have given you our thought on this matter and it is now up to Dr. Ure to make an appointment.
Dr. Engle--Let us look, and see which one served farthest back and put him on for the month of October.
Dr. Beaton--A copy of this letter should go to Dr. Ure.
Dr. Manning--The County Hospital is under the jurisdiction of this body right here.
Dr. Kent--Let Dr. Wright cover October. If Dr. Rupp wants to buck the Governing Board, let him go ahead. He can't refuse to cover a service.
Dr. Harry Thompson--Would it not be in order to call Dr. Ure tonight and tell him what our action is and what we have discussed and ask him to make the necessary calls for temporary appointment until these men get their letters? The Governing Board can meet and approve this in the next few weeks.
Dr. Beaton--You have to do something like this to make the men sit up and take notice.
Dr. Manning--Dr. Ure is having trouble all over the hospital trying to get men to go down there.
Dr. Beaton--We have now taken official action and we also stress that we feel it is their individual responsibility.
Dr. Manning--Dr. Rupp said, and was heard to say by a surgeon, that if he were called and asked to take October he would resign from the County Society. Dr. Palmer has made the same statement.
Dr. Beaton's motion, being put to the question, was carried.
Report for the Hospital Building Committee was made by Dr. Manning, and a scrap book containing all the publicity and report information of the past year on this subject was presented by him to the Society. He stated that there had been only one editorial which was at all derogative, and that actually tremendous strides in public relations have been made; that those he has talked with feel that a hospital is needed, but that it has been necessary to struggle with the Supervisors and Mr. Kautenberger [ Kautenburger ] think nothing can be done for a few years. He said that the Chamber of Commerce Committee has lost its punch by losing the last bond election, and that two courses remain open now--1. Forget it, or, 2. Go out and meet with every group that will listen and work up our own bond issue.
Discussion:
Dr. Harry Thompson--How many people do you have to have for a bond issue? Do you have to have a petition?
Dr. Manning--I know that if we do not have a newspaper behind us and a couple of good business men, we can do little.
Dr. Thompson--Maybe now is the time, after this publicity, to make the petition.
Dr. Manning--I think Monte (Mansfield) is sincere in that we need a hospital. If we could get him to make one public speech in our behalf then I think we could follow it up with other talks. If we don't get someone behind it besides ourselves they will think that the doctors are just trying to get some more money for themselves.
Mr. Barfield will talk.
Dr. Beaton--I think we will have to keep this in our own hands. It was a mistake to have put it in the hands of the Tax Study Committee. They have lost their punch.
Dr. Thompson--Why does not the Building Committee form some plan of talk along with the Publicity Committee, and plan a campaign, and find out what it is going to take to petition. I have the feeling that the only people who can push this along are the doctors themselves.
Dr. Fraser--Can the TV program be used for this?
Dr. Kent--This is planned.
Dr. Manning--I will think we have to talk to someone who can give us a punch from the standpoint of being well recognized in civic matters--Harold Steinfeld,
