Board of Directors Meeting, November 5, 1953 2
Letter from the President of District #2, Arizona Nurses' Association, indicating the willingness of that organization to serve the community in Civil Defense activities, and stating that it has not yet been approached, was submitted. This is to be referred to Dr. D.W. Neubauer, chairman of the Civil Defense Committee, for answer.
Letter from the Board of Medical Examiners of the State of Arizona was submitted concerning a request for temporary license to practice from Dr. Allan B. Carter, filed through Dr. Maxwell Palmer and supported by an affidavit signed by members of this Society. This affidavit expressed a view of a shortage in the field of anesthesiology, and urged consideration.
Discussion:
Dr. Manning stated that he did not know of any such shortage existing, and did not see how this body could say whether or not a state of emergency exists, as it would be difficult to know unless one were himself in the particular field in question. He gave it as his personal feeling that unless such questions involved the Society as a group, it should be left to the Board of Medical Examiners to work out questions of licensure, adding that he himself had found it necessary to obtain three-fourths of the membership's signatures on his application.
Dr. Engle felt that a shortage does exist at County Hospital, and that they would be glad to have this doctor's services for six months.
Dr. Steen remarked that it used to be necessary to have endorsement from three-fourths of the membership, and Dr. Beaton replied that this requirement has been changed.
Dr. Bernstein felt hat this method made it possible to ease in and to begin practice immediately, where under ordinary circumstances it would be necessary to wait for the regular time period to elapse; that it made opportunity for favoritism, placing the Board of Directors in a position of aiding and abetting it.
Dr. Carreras stated that it was his feeling that approaching the Board of Directors is a good way to handle the matter, as it can disagree as a body, while an individual who is approached with the request for his signature risks offending when he refuses to give it.
It was moved by Dr. Donald F. Hill that a letter be written to the State Board of Medical Examiners saying that the Society is very much interested in the state of affairs and in who is applying for permits, temporary or permanent; that it does appreciate hearing of such special applications and will take action and reply when it is seen fit to make recommendation.
Motion seconded by Dr. Steen,
An amendment to this motion was moved by Dr. Lindsay E. Beaton, that the Board of Directors does not think there is any emergency in any field of medicine in this community at this time, but can see that an emergency might possibly arise, and in that case will always be willing to forward approval to the State Board of Medical Examiners.
Amendment seconded by Dr. Engle.
Motion carried.
Letter from Dr. Mayer Hyman, asking permission to distribute cards containing the most recent classification of patients with heart disease with the next Society mailing was submitted. It was moved by Dr. Lindsay Beaton that this be approved, seconded by Dr. Kent and carried,
Letter from Mr. R.T. Gridley, Assistant Principal and Coordinator of Athletics at the Tucson Senior High School, was submitted. This concerned medical bills for athletic injuries, suggesting that such bills be pro-rated, and asked suggestions form the Society for handling the matter.
Dr. Hayden remarked that the present insurance coverage would pay only for fractures and dislocations.
