CALLUTG THE ELEVENTH LEGISLAT"JRE
OF ARIZOl~ INTO SPECIAL SESSIONo
~{EREAS, Article IV, Part 2, Section 3 of
the Constitution of Arizona reads in part as follows:
"The Governor may call a special
Session whenever in his judgment
it is advi~able. In calling such
special session the Governor shall
specify the sUbjects to 'be considered
at such session~ and at
such session no laws shall be enacted
except such as relate to the subjects
mentione d in such call."
and,
WHEREAS, Article V, Section 4 of the Consti-tution
of Arizona reads in part as foll.ws:
"He (the Governor) may convene the
Legislature in extraordinary session."
NOW, THEREFORE, I, B. B. 1'10EUR, Governor

of the state of Arizona, in consideration of these
premises, and by virtue of the authori ty vest ed in me
by this Consti tution, do convene the Eleventh Legisla-ture
of the State of Arizona into special session, in
Phoenix, the Capitol, at ten o'clock A.M., on Monday
, ,
the 5th day of June, 1933) for the following ptITposes:
1. To impose a tax upon the privilege of
engaging in business within the state to be measured
by the gross income from the business or gross
proceeds of sales made in the business, for the
purpose of unemployment and welfare r(:;lief, t.
pay outstanding obligations of the state, and to
defray necessary and ordinary expenses of the state
and the several counties thereof.
2. To impose a tax upon selected luxuries
sold within the state, for the purpose of unemployment
and welfare relief, to pay outstanding obligations
of the state and to defray necessary and
ordinary expenses of the state"
3. To consider an equitable tax upon intang-ible
propertyw
4. To revise and amend Chapter 39 (Senate
Bill 16) of the laws of the Eleventh Legislattrre,
Regular Session, to the end that inequali ties and
inequi ties which would follow from the enforcemen t of
the law in its pr escnt form be removed, and to consider
the appending of an emergency clause to the Act as
revised and amended.
5. To revise and amend Section 17 of Chapter
leO (Senate Bill 123) of the laws of the Eleventh
Legislature, Rogular SeSSion, to the end that the
regulation and taxation therein prOVided will exten~
to carrier~ of passengers as well as property"
5. To consider amending Chapter 94 (House
Bill 245) of the laws of the Eleventh Legislature,
Regular Session, and adding an emergency clause thereto.
7. To enact legj.slation perm! tting building
and loan associations t~ invest a porti~n of their funds
in stock of the Home Loan Bank.
8. To consider legislation relating to the
financing, handling, marketing and protection of agricultural
and horticultural products.
9 0 rq enact legislation to provide for the
distribution of unclaimed bank deposits.
100 To enact legislation relating to Arizona's
participation in the Century of Progress Exposition t~ be
held in Chicago, Illin~is, beginning May 27th, 1933.
110 T~ enact legislation to qualify electors of
the state for a special primary and a special general
election for the selection of a representative of ArizQna
to the United states Congress.
l2~ To enact legislation for submission to
the electorate of a Constitutional Amendment changing the
term of office of the state Mine Inspector.
13. To enact legislation empowering incorporated
towns and cities to license and regulate the sales of beer,
wines and liquors~
14. To consider the revision and amendment of
Sections 1395, 1414, 1417, 1422, 1434 and 1438, Revised
Cede of Arizona 1928.
15. T~ consider a special appropriation for
the purpose of defending the suit brought by the state
of Alabama vs. the state of Arizona, et ale in the Supreme
Court of the United States.
16, To consider a special apprQpriation to
provide for the repair and reconstruction of the sewer
system at the State Prison at Florence, Arizona.
17. To consider legislation to provide a
special appropriation for the bienni~~ beginning July
1st, 1933, and ending June 30th, 1935, to enable Arizona
to participate in Federal Aid for the eradication of
tuberc1J,losis in cattle in ~ooperation wi th the United
states BUrea'll of Animal Husbandry.
18. To consider a special appropriation to
enable Ari zona to parti cipa te In Federal Ai d and c 0-
operate wi th the Uni ted States Biological Survey in the
extermination of predatory animals.
19. To consider a speCial emergency appropria-tion
for the continuance of the work in connection wi th
child hygiene under the state Board of Heal tho
20. To consider legislation for the submission
to the electors of the state, at a special election, to be
called by the Legislature, 011 the 3rd day of October, 1933,

at the Regular Session of the Eleventh Legislature,
and to provide for pUblicity therefor.
