keeping record of appropriations, issuing Permits and Certificates of
Water Right, determining water titles, etc., but embraces the work done
under cooperative agreement with the United States Geological Survey'
for Colorado River Gauging and St~eam Ga~ging; for streams other, than
the Colorado'River, appropriation for which has b~en made by each
'successive legislative assembly since 1922. ' ' I

, ROOSEVELT WATER CONSERVATION DISTRICT
The Roosevelt Water Conservation District, comprises a total of
approximately 41,000 acres, and lies four miles to the east of Mesa ~md'
Chandler.in the Salt River, Valley, and extends from theSaIt River on
the north to the Gila River Indian Reservation ()n the south.
The water supply for this project is received from,three sources, viz:,

" were very few homes in the District and only a comparatively'small
acreage was in cultivation from private pumping plants, while it was
, ,', difficult to get through the distri,ct ou, account of the very poor roads.,
, Today this situation is very materially changed. The Comity has graded,
up many miles of roads and is keeping them in excellent condition. '
Practically 40% of the entire acreage of the district is now in cultivation:
, ., 'with excellent crops being produced, and many new homes are' being built. ,

. . Bids for 'the construction of the Coolidge Dam were opened in .Los·
, '\" Angeles; California, on November 10,1926, and the contract awarded
to the Atkinson-Spicer Company of that city, the lowest bidder, for the
'sum of $2,268,565. ('Under this bid the Government will·furnish the
cement, steel pipe, gate valves,' and power for machinery; and .thecon;.
tractorwill/urnish all sand, grayel, and rock, in addition tolahor an~
plant equipment.' . .
The type. of dam finally' decided upon by the Board' of ConSUlting
, Engineersis known as the "multiple dome type," andconsistsolaseries
. 'of .' egg-shaped domes, supported by intermediate buttresses' in the
canyon:walls. Development of this type was due to the discovery'during
the course of analytical investigation that the desirable relation respecting
minimum stresses and economy of material, and .the~ise ~nd span of
'the arch elements resisting the water pressure, 'formed an, egg-shaped. "
