To the Honorable Janet Napolitano
Governor of the State of Arizona
Dear Governor Napolitano:
We are pleased to submit to you and the citizens of Arizona the summary report of the Commission for the 2003 fiscal year.
This report fulfills the requirements of the act which established the Arizona Commission on the Arts (A.R.S. 41-981),
Through the Arizona Commission on the Arts, the State makes a strategic investment of public dollars which create value
through the arts. We can point to four areas where the arts play key roles in improving the quality of life and are delivering value
to the Grand Canyon State.
1. Building Vital Communities: Today, economic development is about competing for talent. Arizona competes nationally,
regionally and globally for the investment capital, skilled workers and market opportunities needed to stimulate and sustain
economic growth. The arts are an essential factor in creating the cultural climate that attracts these groups.
2. Reaching All Arizonans: The Commission works to deliver equal access to the arts in Arizona’s rural and ethnic
communities, as well as to people with disabilities.
3. Preparing the Thinkers of Tomorrow: The Arts Commission provides professional development for teachers with little
or nor arts education background; expands after-school arts programs; and supports arts institutions in the delivery of arts
education experiences to schools, students and teachers.
4. Investing in the Future of the Arts Business Sector: The State’s investment in Arizona ArtShare provides training to arts
groups so they can become more effective businesses. Working Capital Reserves grants are tools that leverage understanding
within organizations of the need to build liquidity and are a key cash flow management tool.
We also closely track the results of the State’s investment in the arts. For instance, we know that during the last year, 7,578,672
Arizonans were touched by 744 artistic projects. We also have learned that State’s funds are essential in encouraging private
contributions and were matched by $99,911,136 from local sources. We summarize these projects by county and city in this
report.
How were these projects selected? Project applications are reviewed by community representatives from across the state, people
who represent the diversity and range of Arizona’s population. These panels review application materials and make
recommendations for funding to the Commission, who then makes the final decisions on allocation of funds.
We take our guidance from the fifteen Governor-appointed Commission members and from community leaders, educators and
arts professionals who have taken part in the Commission's planning process. With their advice, we are working to achieve the
goals and objectives outlined in our plan Linking Up: Strategic Connections for the Arts in Arizona 2000-2006.

The Arts Are Alive in Arizona
(and Do Make a Difference)

Take a look around the state. Communities as diverse as Mesa, Tucson, Yuma, Phoenix, Prescott, Bisbee and others
have realized that the arts are essential partners in shaping our future. Whether it’s an art instructor in your daughter’s
sixth grade classroom, a community theatre production or small art gallery in your downtown, we’re learning that
public funding of the arts is one of the smartest investments around if you really want to improve the quality of life of
Arizona.
If we take a peek at the combined budgets of arts organizations in our state, consider how many people they employ
and the amount of dollars that return to each community through purchases by employees and attenders, it’s apparent
that the arts play a surprisingly significant role in our state’s economic development. A small amount of investment in
this area grows into many more dollars.
We also know that the types of companies we want to attract here to the state look closely at the vitality of the local
arts scene when pondering if and where they might open a new facility or relocate. These CEOs understand that their
creative workers demand intriguing activities for their leisure time. Where arts flourish, the industries of tomorrow
follow.
Look at rural communities around the state and we see that public funding of the arts can make an important
difference. Festivals and arts events lure tourists to visit and spend money in small towns while also offering life-changing
opportunities for residents in those communities to enjoy the arts. Imagine the impact on a small child who
has her first chance to see a touring musical performance. Imagine the impact on the balance sheet of a motel or
restaurant in a festival town. Without public funding, many of these events simply would not happen.
We also know that children exposed to art activities do better in school and in their leisure time. With cutbacks in
educational funding, many schools are struggling to offer arts activities; public funding for the arts helps bring
teaching artists into classrooms in a creative (and efficient) partnership.
One more thing. The arts in Arizona challenge, surprise, teach and delight. That they make your life richer while also
helping our state’s economy is so much the better. It’s time we began investing in people and communities though
public funding of the arts. The first step is to continue the dialogue about the arts and our future.

Agency Overview
The Arizona Commission on the Arts is the state agency that connects artists and communities across the Grand Canyon State.
With a staff of 19, the Commission manages an array of diverse programs and services for Arizona residents.
The Commission is currently operating under its 2000-2006 Strategic plan, “Linking Up” which encompasses the following
vision, mission and goals.

An Arizona where all citizens experience the arts as integral to their lives.
Our Mission
To enhance the artistic development of all Arizona communities, arts organizations and artists through innovative partnerships
and stewardship of public funds.
Goals
All people in Arizona have access to diverse arts experiences.
Artistic and management skills of artists and arts organizations are strengthened.
The essential role of the arts in teaching and learning, particularly in K-12, is accomplished.
Access to arts information is provided through both “high-tech” and “high-touch” services.
Public policy is favorable towards Arizona’s arts industry.
Stable financial resources to implement the plan exist.
The History
When Congress created the National Endowment for the Arts in 1965, they also gave funding to all state governments to form
state arts commissions and asked them to conduct surveys of each state’s existing facilities, organizations and individuals
engaged in the arts. Governor Samuel P. Goddard established the Arizona Commission on the Arts and Humanities as a state
council by executive order on January 24, 1966. The 28th Arizona Legislature passed S.B. 139, establishing the Arizona
Commission on the Arts and Humanities as a permanent state agency, and Governor Jack Williams signed the bill on March 13,
1967.
The Arts Commission became the official agency of the State of Arizona “to stimulate and encourage public interest in the
cultural resources, through the study and presentation of the performing arts and fine arts, to ensure that their role in the life of
our communities will continue to grow and will play an even more significant part in the welfare and educational experience of
our citizens.” In 1982, Governor Bruce Babbitt signed enabling legislation continuing the agency to 1992, and changing its name
to the Arizona Commission on the Arts. Again in 1992, the Legislature and Governor Fife Symington reinstated the agency until
2002. In 2001, the Auditor General’s office conducted a nine-month-long Sunset Audit. The following year, the Legislature
reauthorized the agency until 2012.
Agency Overview
The Commission's leadership reaches into all areas of the state, supporting programs that contribute to student learning, connect
people in rural communities and urban centers, that preserve the rich traditions of Arizona's ethnic communities, encourage
participation by people with disabilities and by citizens of all ages and strengthen artistic and administrative skills of arts
organizations to help position them to better serve the people of Arizona.
Through the Arizona Commission on the Arts, the state makes a strategic investment of public dollars to assure Arizona's
competitive edge in attracting knowledge workers and their businesses. The diversity of our artistic offerings also becomes a
magnet for attracting tourists. This public investment encourages contributions from the private sector and leverages these
dollars many times over, contributing enormously to the quality of life and education opportunities the people of Arizona
expect.
The agency represents the arts in policy discussions including economic development, cultural tourism, education, community
development, public art and transportation design.

The Arts Commission
The Governor of Arizona appoints 15 commission members to a governoring board. The commission members award grants
and formulate policy consistent with the enabling legislation. Commission members serve three-year terms and are selected to
ensure geographic and ethnic representation from of all areas of the state. They are selected for their good judgement,
demonstrated ability and experience in arts-related fields.
All grants and awards from the Arts Commission are made in accordance with Title VI of the Civil Rights Act of 1964, Section
504 of the Rehabilitation Act of 1973, American Disabilities Act, the Age Discrimination Act of 1975 and Title IX of the
Education Amendments of 1972.

The Commission's History
1972
The Commission’s programs begin with three Arizona artists serving one school district. Today, 32 years later, the Artists in
Residence (Arts Education) and other education programs provide opportunities for more than 200 artists reaching schools with
more than 5,000 contacts each year by artists and arts organizations. Many of the artists who worked in the early years of the
program now rank among Arizona’s most successful practicing artists and their former students are found in today’s arts
audiences; some have even followed their mentors to become working artists.
1974
The Commission’s Expansion Arts program, serving Arizona’s ethnic populations, is the first state program of its kind in the
nation. The program encourages the presentation and preservation of Arizona’s rich ethnic traditions.
1976
In response to Arizona towns’ desire for quality performing arts events in their communities, the Commission initiates the Art-in-
Arizona Towns program. Performing artists visit communities for three to six days, giving performances and workshops.
In partnership with social service organizations, the Commission begins the Ticket Discount program to help people with
disabilities and elderly citizens attend performing arts events. (The program is active for 15 years.)
1978
The National Endowment for the Arts awards the Arts Commission a Challenge Grant of $480,000 to distribute among eight
major cultural institutions. This special three-year grant requires the institutions to match each federal dollar with three dollars or
more of new and increased giving. The institutions actually match the grant with seven dollars of private donations to each
federal dollar. This same year the Commission awards general operating support grants to large institutions. The Challenge
Grant and Basic Aid demonstrate the commitment of the Arts Commission to contribute to the continued artistic development
of our statewide cultural treasures.
The Artists Fellowship program begins awarding fellowships in the visual arts followed in subsequent years by awards in
performing arts and creative writing. The program underscores one of the Commission’s primary goals: recognition and support
for Arizona’s artists. Fellowship awards provide individual artists the opportunity for research, development and creation of new
work. (The program continues for 24 years.)
When Governor Bruce Babbitt commissions works of art by Arizona artists for two new buildings in the Capitol Mall, the
Commission designs and implements an Art in Public Places program that assists local communities in selecting,
commissioning and funding art for public spaces.
With the support of a National Endowment for the Arts fellowship grant to Executive Director Louise Tester, the
Commission begins a pilot project of cultural exchange with Mexico. This International Exchange program (International
Arts Exchange) provides assistance for Arizona artists to tour Mexico and other countries and for international artists to tour
Arizona.
1980
The Governor’s Arts Awards program begins with Governor Bruce Babbitt presenting the first awards to recognize excellence
in individual and corporate support of the arts. The Governor’s Arts Awards program continues as a joint project of the
Governor’s Office, Arizonans for Cultural Development and the Arizona Commission on the Arts.
The Commission designs the Organization Development Program (ODP) as a specialized training program to give technical
assistance to the boards and staffs of Arizona’s developing arts organizations. Today the program, now known as General
Operating Support, provides funding and technical support to more than 140 Arizona arts organizations which produce
ongoing public programs.

1981
The Commission initiates the Design program to offer technical assistance to communities and nonprofit organizations in
graphic design and the planning of cultural facilities: performing arts centers, galleries, museums, cultural parks and artists’
spaces.
1982
As a result of a positive performance review conducted of state agencies by the Arizona Auditor General’s office, Governor
Bruce Babbitt signs enabling legislation continuing the agency to July 1, 1992, and officially changes its name to Arizona
Commission on the Arts.
1984
Arizona becomes a partner with Meet the Composer, Inc., the national service organization which promotes the music of
living American composers, encourages the commissioning of new music and develops audiences for the music of our time.
1987
The Arts Commission celebrates its twentieth anniversary with the completion of a major research project resulting in a
statewide arts plan, Arizona: The Arts in Partnership, 1987 - 1990. The plan gives visibility to Arizona’s model arts programs
and shows how the arts can serve as partners with other sectors in promoting Arizona’s artistic resources.
1988
The Arizona Commission on the Arts joins six other state arts agencies in a national consortium which receives a three-year
Challenge Grant to support individual artists from the National Endowment of the Arts.
The Local Arts Agencies project begins to assist new and developing local arts agencies with program planning and
administrative and organizational skills. The project increases awareness and accessibility of the arts in each participating
community.
The Arts Commission, with the Arizona Department of Education, completes the first Statewide Survey on the Status of Arts
Education in Arizona Public Schools, 1988. Educators, arts administrators and community leaders attend a retreat to assess
the survey information and issue a consensus statement called The Oak Creek Accord, detailing a five-year plan for the future
growth and direction of arts education in Arizona.
1989
To support individual artists in all disciplines for specific projects, the Commission creates the Artist Project program. The
program supports and encourages artists’ ideas, dreams and needs, encouraging collaborations and interdisciplinary projects.
The State Legislature establishes the Arizona Arts Trust Fund, by adding fifteen dollars to the annual corporate filing fee. The
program increases general operating support for arts organizations and requires participating organizations to document a plan
to include representatives of racial and ethnic minorities on their boards.
The Commission’s Education projects assist schools and arts education organizations and help make the arts basic to
education. Strong emphasis is placed on collaborations among arts disciplines and the use of community resources in the arts.
1990
In an innovative partnership between artists, private enterprise, prosecutors, law enforcement and educators, the Anti-Drug
A.P.P.L.E. Corps places artists in after-school programs to help youth, family and community to reject drugs. The program is
supported with RICO funds from the Maricopa County Attorney’s Office.
The Arizona Arts Congress, in conjunction with Arizonans for Cultural Development and Arizona Alliance for Arts
Education, brings more than 300 people to the Arizona Capitol to hear legislators speak about the arts and attend a luncheon
with their legislators.
Arizona Dance on Tour increases the audiences for high-quality dance presentations. National touring artists present concerts
and residencies with local dance companies and communities.

TheTribal Museum program (Tribal Museum Assessment) provides technical assistance to established and emerging tribal
museums and cultural centers. The Commission surveyed more than 25 Arizona tribes to identify needs of tribal museums and
their communities. Technical assistance includes on-site consultants and salary assistance.
1991
The Commission’s Rural Assistance program provides technical assistance to rural sponsors for exhibition development. A
series of workshops, held in Bisbee, Flagstaff, Globe and Sacaton, provides training in audience development, education
programs, care and preservation of artwork, working with historic buildings and developing exhibition seasons. (The program
was active for two years).
The Arts Commission joins the Arizona Department of Education and the fine arts departments of the three state universities in
a collaborative effort to make the arts a part of basic education. The Directory of Arizona Exemplary Fine Arts Sites, K - 8,
Arizona Arts Education Research Institute and Artist Teacher Institutes are the results of this joint effort.
1992
As part of a national campaign, Arizona Save Outdoor Sculpture! locates and inventories publicly accessible outdoor sculpture
while increasing public awareness of the value of outdoor sculpture and the need to care for it. Arizona SOS! joins with 35 other
states in the effort sponsored by the National Institute for the Conservation of Cultural Property and the National Museum of
American Art, Smithsonian Institution. (The program was active for two years.)
Funded by the National Endowment for the Arts, the Collaborative Initiatives program focuses on collaborative artistic
projects that help organizations reach new communities. The Commission gives priority to projects that show a sincere sharing
of talents and specific efforts to understand different cultures. (This program was active for one year).
In a collaborative project between the Arts Commission, the Arizona Department of Education and the fine arts colleges of the
three state universities. the Arizona Arts Education Research Institute (AAERI) funds research studies which examine
programs in the arts to determine their impact on learning.
1993
The Border Arts project supports arts programs reflective of the cultural heritage of the people in the border counties of Yuma,
Santa Cruz and Cochise. (The program is active for two years.)
Supported through the Western States Arts Federation, Tumblewords: Writers Rolling Around the West places Arizona
poets and writers in underserved communities for outreach activities and public community readings. (This program is active for
10 years.)
1994
Arts Education Through Distance Learning allows two teams to conduct distance learning experiments using
communications technology with K-12 arts curricula. The University of Arizona designs music and visual art lessons; Arizona
State University focuses on dance and drama. (This program is active for three years.)
1996
The Arizona Legislature and Governor Fife Symington create the Arizona Arts Endowment Fund (Arizona ArtShare), a
public-private partnership. This long-term funding mechanism will, through interest income from permanent endowment funds,
support the stabilization of Arizona arts organizations, and arts education.
1997
The State Board of Education adopts Arts Standards with the expectation that students demonstrate competency in music,
visual art, dance and theater by the eighth grade and proficiency in one art form by graduation. The Commission works with the
Department of Education and the Arizona Alliance for Arts Education developing strategies to help local schools make the arts
an integral part of the curriculum.
1998
The Arizona Commission on the Arts entered into a unique collaboration called Arizona ArtsPlace with the Phoenix Arts
Commission, Business Volunteers for the Arts, the Tucson-Pima Arts Council, Arizona State University and the Western States
Arts Federation. This collaboration provides grants, technical assistance, computer hardware and software and training to
Arizona’s non-profit arts organizations to develop and maximize their online capabilities. (This program continues for six years.)

ArtistsRegister.com/Arizona is an online register of Arizona’s visual artists which eliminates multiple slide submissions for
artists and provides easy-to-access notices of public art projects and competitions. The online register connects people interested
in visual arts with Arizona artists and their work. ArtistsRegister.com/Arizona is a collaborative project with the Chandler Arts
Commission, City of Glendale, City of Yuma, Greater Oro Valley Arts Council, Phoenix Arts Commission, Scottsdale Cultural
Council, Tempe Cultural Services, Tucson/Pima Arts Council and the Western States Arts Federation. The program has added a
performing arts register and a literary arts register as well.
1999
A federally funded program, School -To-Work brings businesses and schools together to create meaningful work experiences
for students. The Arizona Commission on the Arts became the fiscal agent for a unique arts and humanities partnership that
introduces students to the wide variety of careers available in the arts. (The program is active for three years.)
ARTability: Accessing Arizona’s Arts is a consortium of 30-plus organizations which combine resources in order to hire a
full-time Accessibility Coordinator. This Coordinator provides technical advice to arts and cultural organizations wishing to
develop accessible programs and spaces; distributes information about accessible arts programs and facilities to the disability
community; organizes, promotes and coordinates Audio Description, American Sign Language interpretation and other
accessibility services. ARTability also promotes Universal Design in architecture, provides information on accessibility-related
issues and promotes community awareness of disability-related issues.
The Commission’s Artist Teacher Institutes support two or three-day professional development institutes for teachers and
administrators on-site in rural school districts throughout Arizona. Presented by Arts Commission staff and Arizona teaching
artists, the Institutes help teachers in rural schools learn skills to teach using the arts and implement the Arizona arts standards.
2000
In a public and private partnership with the Arizona Community Foundation, the Arizona Humanities Council and the Arizona
Department of Commerce, the Arts and Culture Build Communities supports planning and implementation of projects with
ethnic or rural arts/cultural or heritage organizations that support a community’s cultural resources through economic and
tourism development strategies and supported by interest income from private contributions to Arizona ArtShare. The program
is now called The Arts Link to Tourism and the Economy.
2001
The agency participates in a nine-month sunset audit by the Auditor General. Legislation is introduced and passes in the 2002
session, reauthorizing the agency for 10 more years.
2002
The Wallace-Reader’s Digest Funds (now The Wallace Foundation) selects Arizona as one of 13 states to participate in a
national research project, exploring new strategies in building public participation in the arts. The Commission designs the
Understanding Participation project (UP) as a learning opportunity between the state arts agency, consultants in the areas of
arts participation, and Arizona’s arts organizations, communities and artists. The project brings together national research and
technical assistance combined with local research and experiments to result in broadening, deepening and diversifying
participation in the arts.

Program Areas
National and Regional Affiliations
The Arizona Commission on the Arts participates in the programs of the Western States Arts Federation (WESTAF) which
works to promote the promotion of the arts in and of the western United States, including online registers for visual, performing
and literary artists.
The Arizona Commission on the Arts is also a member of the National Assembly of State Arts Agencies, Americans for the
Arts and the Association of American Cultures.
Historical Summary
In its first year of existence, the Commission sponsored 32 events, serving a small arts constituency. Since that time the
migration to the Southwest has multiplied the population of Arizona many fold, increasing the demand for the arts. Spread
across the state are hundreds of arts and community organizations, dedicated to making their communities better places in which
to live, work and play.
Organizations receiving Commission support reach or touch more than six million people annually. The commitment to
continued cultural development in Arizona is a challenge shared by arts organizations, artists, audiences and the Arizona
Commission on the Arts.
What does the Commission do?
The Commission is known as a funder but also as an essential resource for information, research and consultation about the arts
industry. The Commission is also respected as a leader in the national and Arizona arts community.
Information and Referral
The Commission offers staff and consultant resources with expertise in arts disciplines and community development provide
referrals and information to help artists and arts organizations connect most effectively with their communities. Areas of
expertise include organization development, community participation building, grants preparation, marketing, fundraising and
board development.
The Commission houses a specialized non-circulating library, the Arts Resource Center, with current publications on
copyright, taxes, legal issues, health hazards in the arts, arts participation, fundraising, management, marketing, publicity, board
development and facility planning.
The Commission also has an extensive website so that constituents can access information from anywhere in the state at any
time.
Research
The Commission receives and maintains a wide array of current information, data and materials in arts, arts education and
related areas. The Commission can guide people to these resources through our website and publications available in our Arts
Resource Center or to research at other service organizations and public agencies. The Commission also tracks research and
statistics on a broad range of areas from cultural tourism to economic impact studies of the arts to the influence of arts
education on student learning.
The Understanding Participation project (UP), Arizona's partnership with The Wallace Foundation) provides additional
research and learning about what motivates people to participate in the arts along with strategies to put this knowledge into
action. As well, we are learning to articulate and demonstrate the public value of the arts and the state arts agency.
Professional/Staff Assistance
Commission program staff have expertise and experience in arts administration, arts disciplines and as facilitators. Constituents
are encouraged to speak with staff about potential projects; discuss organizational or career development issues; ways in which
they would like to connect to others in their communities or artforms; or to facilitate staff and board discussions.
The Commission’s Peer Consultant Roster offers consultants with experience in board development, marketing, fundraising,
cultural tourism, community cultural inventories, arts participation research projects, accessibility and other specialized areas.

The Commission makes Consultant Services Grants available to arts organizations to assist with the costs of one-day
consultancies. Each consultancy leave organizations with ideas and tools to move forward on their own.
Convening
The Commission has become a catalyst and facilitator in bringing together members of the arts community around important
issues.
Each year the Commission sponsors the annual Southwest Arts Conference (SWAC) to discuss current topics in the arts.
More than 350 arts workers from around the state attend to hear national speakers and panels. Additionally the staff convenes
10 to 15 community workshops each year. By bringing together groups of people, the staff can learn about issues in specific
disciplines (music, dance, theatre, visual arts, literature) or programs such as arts educaiton, presetning and others.
The Commission has also been instrumental in the creation of the Alliance for Audience, a new collaboration between arts
groups, that works to make ticket purchasing easier for consumers and create an online arts calendar that list upcoming events.
In addition to their many other duties, Commission staff attend many convenings around the state such as the Governor’s
Conference on Tourism, the Department of Commerce’s Rural Economic Development Conference and the Arizona Museum
Conference. The Commission also works with the Main Street programs to learn about design and programmatic issues in the
arts that affect the economic viability of rural areas.
Technology
For six years. the Commission has been a partner with the Phoenix Arts Commission and others in Arizona ArtsPlace. This
grant program helps Arizona arts organizations maximize their online capabilities. This program is currently on hiatus. In its
place, the Commission’s website contains information on technology resources for arts and nonprofit organizations.
Funding
Funding offers the State of Arizona direct methods to improve the quality and depth of programs available to the people of
Arizona.
Organizations
The Arts Commission offers General Operating Support grants to not-for-profit arts organizations to provide the stability
and infrastructure. This support allows organizations of all sizes to develop and present high quality and effective programs for
the public. This support is also available for local arts agencies and tribal museums.
The Commission also awards Project grants in the disciplines of design and public art, literature, music, dance,
multidisciplinary, theatre and visual and media arts. Project grants strengthen the quality of artistic resources available to
communities. These art forms may be produced by discipline companies or provided to their communities by presenting
organizations or festivals.
Other special initiatives include Meet the Composer and Dance on Tour, and working with the Arizona Department of
Transportation to include enhancement projects within transportation design (T-21).
Arts Education Project grants connect practicing artists in all disciplines with schools, after-school programs, libraries,
museums and other community settings. These programs reinforce the value of the arts as an essential part of basic education,
support the implementation of the Arizona Arts Standards and provide students and teachers opportunities to explore the arts
and participate in hands-on creative experiences with artists.
Special initiatives include the Anti-Drug A.P.P.L.E. Corps, a partnership between artists, private enterprise, prosecutors, law
enforcement and educators. This program places artists in after-school programs to help youth, family and community reject
drugs with support from the Maricopa County Attorney's Office.
Artist Teacher Institutes introduce teachers from all grade levels in two-three day seminars to the arts, the arts standards and
ways to utilize the standards in their teaching practice. The Arizona Arts Education Research Institute supports research in
arts education in partnership among the Commission, the Arizona Department of Education and the fine arts colleges of the
three universities.

Individual Artists
Artist Projects encourage artists to pursue research and development and to extend their mastery of their art forms.
The online Arizona Arts Roster compiles a listing of juried artists in many disciplines who are interested and available to work
in schools and communities.
Artists with official invitations to perform and present their work from governments outside of the United States may be
selected for the International Arts Exchange.
Artists can also apply for Professional Development awards to attend conferences and learning opportunities in order to
further their professional artistic and management development.
With the increasing popularity of the internet, the Commission has helped create three programs that connect artists to
audiences via this new technology. ArtistsRegister.com is a non-juried listing for visual artists; WritersRegister.com for
writers and PerformingArtistsRegister.com for performing artists. The three online registers are managed by the Western
States Arts Federation. The ArtistsRegister.com/Arizona is supported in Arizona with other partners including the Phoenix Arts
Commission, Tucson/Pima Arts Council, Mesa Arts Center, Scottsdale Museum of Contemporary Art, Glendale Arts Council,
Chandler Cultural Foundation.
To connect people with disabilities with the arts, the Commission is part of a consortium of 40 organizations called ARTability.

Highlighted Program
Arizona–Mexico Commission Accomplishments 2003
The Arizona Commission on the Arts (ACA) has an extensive, twenty-six year history of facilitating and supporting international
arts projects that provide engaging cultural experiences for artists and communities of Arizona and Mexico. The range of
projects includes performing arts cultural exchanges with Mexico, collaborations between artists and creators on both sides of
the border and ACA Staff contributions at international cultural policy forums such as the Arizona–Mexico Commission Arts &
Culture Committee.
In 2003, the Arizona Commission on the Arts, through its constituent organizations, supported the representation of Arizona
artists, from a variety of disciplines, at major international festivals and exhibitions and exposed residents in Arizona
communities to international artists visiting the state. These successful events contributed to the quality of life, as well as
provided significant economic impact to, a variety of communities on both sides of the border. Listed below are several recent
international projects supported by the Arizona Commission on the Arts in cooperation with other public and private partners
and sponsors of the United States and Mexico.
2003 Performing Arts Exchanges
Several artistic exchanges involving performing artists from Arizona and Mexico were coordinated between Arizona and the
Mexican states of Sonora and Sinaloa:
Connecting Indigenous Communities
Arizona Commission on the Arts and the U.S. regional arts service organization, Western States Arts Federation (WESTAF)
jointly supported The Salt River Pima–Maricopa Basket Dancers–a co-ed group of native youth from the Salt River Pima–
Maricopa Indian Community–to perform at Culiacan and Los Mochis, Sinaloa as part of El Quinto Encuentro Yoreme Sinaloa
(May 27–June 2).
The Basket Dancers performed ancient tribal dances honoring seasonal rites of passage and were accompanied on their trip by
traditional healers of the Tohono O’odham and Pascua Yaqui tribes. The fifth annual celebration of indigenous culture was
sponsored by Direccion de Investigacion Y Fomento de Cultura Regional (DIFOCUR)–Sinaloa, Sonora’s state arts agency, and
El Consejo Nacional para la Cultura y las Artes (CONACULTA), Mexico’s national council for arts and culture and funder of
the arts.
Yoremem Compania Indigena (Sinaloa) performs at AZ Pasqua Yaqui Celebration
Arizona Commission on the Arts and El Instituto Cultural de Tucson supported Yoremem Compania Indigena (YCI), a group
of native performers from Los Mochis, Sinaloa, to participate in the Pasqua Yaqui 25th Annual Recognition Day Celebration
commemorating the Tribe’s 25th year as a federally recognized Native American Tribe. The festival also celebrated the common
cultural history shared by Arizona Yaquis and their Yoremem (Mayo) brethren in the Republic of Mexico. While in Tucson,
supported Yoremem Compania Indigena also performed at the Mexican Independence Day Celebration and at a bi-national
environmental education conference of the University of Arizona.
Musica Dolce at XIX Festival Cultural Dr. Alfonso Ortiz Tirado (January 24–February 1)
The early music ensemble, Musica Dolce (Phoenix), received joint support Arizona Commission on the Arts and El Instituto
Sonorense de Cultura to participate in the XIX Festival Cultural Dr. Alfonso Ortiz Tirado (January 24–February 1) in Alamos,
Sonora sponsored by: the State of Sonora; CONACULTA; The City of Alamos, and others. Their audience pleasing
performance featured music of the medieval, renaissance and baroque periods. Musica Dolce has previously performed in
Mexico at the Cervantino Festival in Guanajuato, GTO.
Mexican Musicians Perform at Tucson Norteño Music Festival (August 22–23)
Several musical groups from northern Mexico performed at the 17th Annual Norteño Music Festival (Aug 22–23) organized by
the Pio Decimo Center, located in the Barrio Santa Rosa near downtown Tucson. The Norteño Music Festival provided free
performances by over 200 musicians from rural areas, Native American reservations, and Sonora to a daily audience of 15,000
people.

Tucson Dia de los Muertos Festival (November 1)
Arizona Commission on the Arts supported El Instituto Cultural Mexicano de Tucson Dia de los Muertos Festival at the
Tucson Children’s Museum that featured workshops by artists, Rosa Maria Ceballos, of Hermosillo, Sonora and others from
Museo Cultural Populares. More than 1,000 Arizona children participated in the free artists workshops.
Collaborative Art Projects and Traveling:
Border Art Installation Blends Traditional and Modern Imagery
Visual artist and University of Arizona professor of art, Alfred Quiroz (Tucson), collaborated with Yonke Public Art Workshop,
a team of artists from Nogales, Sonora to create 16 large-scale, cutout aluminum figures using pre-Columbian codex imagery
mixed with international symbols and “milagros.” The polychrome sculptures will be temporarily installed on the Mexican side
of the border at Nogales and San Luis, R.C. as a visual description of the flow of immigration between Mexico and the United
States. Quiroz credits the Arizona Commission on the Arts for supporting his professional development as an artist which
helped him win a 2003 Fulbright–Garcia Robles Border Arts Fellowship to create a separate collaborative mural project on the
campus of La Universidad Technologia de Nogales.
Mexican Consulate Partners with Cultural Council of Yuma for HispanicHeritage Month
Arizona Commission on the Arts supported the Cultural Council of Yuma with The Mexican Consulate to present a
photographic exhibition of the work of Manuel Alvarez Bravo, the father of modern art photography in Mexico, shown at the
Arizona Western College campus in Yuma, AZ in honor of Hispanic Heritage Month. The Consulate also provided an entry for
the Yuma Dia de los Muertos Celebration Altar Contest that included participation of schools from San Luis, R.C., Mexico and
attracted more than 10,000 people from Yuma and neighboring towns. In 2003, The Cultural Council of Yuma continued its
long history of cross-border cultural activity with the neighboring community of San Luis Rio Colorado, Sonora.
Art Installation Fosters Dialog on Border Issues
Through grant support from the Arizona Commission on the Arts, Beyond Borders, Inc. (www.beyondbordersbinationalart.org)
fosters the creation of contemporary art that challenges viewers’ perceptions of border issues. They commissioned Nogales,
Sonora artists Alberto Morackis and Guadalupe Serrano, of the Yonke Public Art Workshop (www.muralesfrontera.org), to craft
four 14-ft. human, metal sculptures that were installed along the border wall in Nogales, Sonora and dedicated on January 19,
2003 by Mayor Abraham Zaied. Other supporters of the project included The Arizona–Mexico Commission, Instituto
Sonorense de Cultura, and Nogales, AZ Mayor Marco Lopez.
Photography Connects Youth from Diverse Communities
In 2002–03, The Arizona Commission on the Arts circulated Borders and Boundaries, a combined exhibition featuring photography
by youth from the diverse communities of: Guadalupe, and Second Mesa, AZ; Cd. Obregon, Sonora; Mesa, AZ; and the Utah
section of the Navajo Nation–documenting their lives. Arizona artist, Emily Matyas, led the Sonora portion of the exhibition
called, Two Views/Dos Vistas, that featured pinhole and color snapshot photography by children from the Colonia Beltrones
neighborhood of Cd. Obregon. The different component projects of Borders and Boundaries received additional support from
Atlatl (Phoenix), a national native arts service organization; Fundacion de Ayuda Infantil–Sonora (Save the Children–Sonora);
The City of Tempe; The Smithsonian Institution National Museum of the American Indian; The Utah Arts Council; and other

Promoting Cultural Tourism through the Arts: Tri-national Exhibition Honors Father Kino
The Arizona Commission on the Arts International Program co-sponsored the tri-national visual arts exhibition, Homage to Father
Kino: A Cultural Exchange Among the United States, Mexico, and Italy in cooperation with the Tucson Mexico Sister Cities Committee
(Cd. Obregon, Sonora), the Secretaría de Fomento al Turismo Sonorense, and La Associazione Culturale P. Eusebio F. Chini of
Segno, Italy the birthplace of Padre Eusebio Francisco Kino, the 17th Century Jesuit missionary whose remains are enshrined in
Magdalena, Sonora. The exhibition featured artwork honoring Father Kino created by artists of all three countries and traveled
to the states of Arizona, Sonora and Trento, Italy in 2002-03.
History-Making Collaboration with Arizona Artist and Mexican Business Benefits Charity
After a successful tour throughout Mexico, The Arizona Commission on the Arts circulated La Loteria: An Exploration of Mexico,
an installation of contemporary paintings created by Arizona artist, Teresa Villegas, based on imagery from the popular Mexican,
bingo-like game of chance. The exhibition’s purpose was to inspire interest, understanding and dialog between the people of the
United States and Mexico. Additional support was provided by the National Endowment for the Arts and Don Clemente Gallo
Pasatiempos S.A. de C.V., the Mexican producers of the Loteria game. Don Clemente Gallo printed a history-making special

edition Loteria game using Villegas’s artwork (The original Loteria images have remained unchanged for over 100 years) with
proceeds from the sales benefiting Fundacion Ayuda Infantil–Mexico (Save the Children–Mexico). To view La Loteria please

Arts in Education
Nogales Artists Teacher Institute
The Arizona Commission on the Arts in conjunction with The Northern Arizona University Center for Excellence in Education
held an Artists Teacher Institute in Nogales, AZ attended by approximately 70 present and future educators from Nogales, AZ
and Sonora. The two-day Artists Teachers Institute offered professional development training that provided strategies and tools
for teaching with and about the arts and helped the classroom teachers, arts specialists, and administrators value the arts and link
their classroom curriculum to the state arts standards.
Arizona Commission on the Arts Staff Produces Play with Children of Mata Ortiz, Chihuahua
In July 2003, Arizona Commission on the Arts Arts Education Program Director, Alison Marshall conducted a 10-day children’s
theater workshop with kids in Mata Ortiz, Chihuahua that resulted in a play called, La Capatina Roja (Little Red Riding Hood)
featuring Pancho Villa as the Big Bad Wolf. A community audience of more than 300 people saw the play free of charge.
Arizona Commission on the Arts coordinated with the Patagonia Creative Arts Association (AZ) to organize and produce this
community theater project.
Cultural Policy Forums with Mexico:
Arizona–Mexico Commission Arts & Culture Committee
Arizona Commission on the Arts Staff continued to serve as Co-Chair of the Arts & Cultural Committee with representatives
from El Instituto Sonorense de Cultura.
Arizona–Sonora Cultural Exchange Accord
The State Governments of Arizona and Sonora through the Arts & Culture Committee of the Arizona–Mexico Commission
(AMC) and the Comision Sonora–Arizona, respectively, enacted the Arizona–Sonora Cultural Exchange Accord, a declaration
of cooperation to enhance cultural, artistic and historical partnerships throughout the Arizona–Sonora region. Governor
Napolitano of Arizona and Governor López Nogales of Sonora signed the Accord on June 7, 2003 during the AMC Summer
Plenary Session.
Second Bi-national Congress of U.S./Mexico Regional Arts Organizations
In June 2003, Arizona Commission on the Arts staff traveled to Mexico City to represent Arizona at the Second Binational Congress
of U.S./Mexico Arts Organizations that brought together regional delegates from arts and cultural organizations from the U.S.–
Mexican border region to promote the development of binational partnerships. The first bi-national regional arts congress
occurred in Chicago in 2002. Both annual convenings were organized by: The Western States Arts Federation (WESTAF) and
Arts Midwest, regional arts service organizations based in Denver, CO and Minneapolis, MN respectively; Contacto Cultural:
Fideicomiso para la Cultura México–EUA (Cultural Contact: U.S. Fund for Culture); Fondo Nacional para la Cultura y las Artes
(FONCA); The National Endowment for the Arts; and the U.S. Embassy–Mexico.
Gateway to the Americas
Commission staff attended Gateway to the Americas, a gathering of more than 500 performing arts presenters, producers and artists
from the U.S., Mexico, Latin America and the Caribbean. Commission staff participated in the conference colloquium that
focused on performing arts markets and networks throughout the Americas and featured a keynote address on the impact of the
arts on national economies by World Bank President, James D. Wolfensohn. Gateway to the Americas is an ongoing collaboration
of the Association of Performing Arts Presenters, a national performing arts service and advocacy organization headquartered in
Washington, D.C., and Cultural Contact: The U.S.–Mexico Fund for Culture of Mexico City.
Arizona–Mexico (Durango and Oaxaca) Partners for the Americas
Partners of the Americas (www.Partners.net) is a network of citizens from Latin America, the Caribbean and the United States,
who volunteer to work together to improve the lives of people across the region, through nonpolitical, community-based
activities. In 2003, Arizona Commission on the Arts staff continued to serve on the Arizona–Mexico Chapter of Partners for the
Americas with members from the Mexican states of Durango and Oaxaca.

then by municipality within the county, this lists each grantee and the title of the project or grant type, and the sources of funds
for the grant.
How Were These Grants Selected?
All grants are awarded through a process in which the organization or individual applies for support. If they meet eligibility
requirements, their application is reviewed through the applicable process and criteria. Applicants must document and certify the
use of the funds before payment is made, and they report on the project after completion.
Where Does the Money Come From?
Federal funds are provided through Congressional appropriations to the National Endowment for the Arts; Arizona receives
funds through a Partnership Agreement (a portion is calculated by formula and a portion through a competitive review process)
and Challenge America (designed to support programs in underserved areas).
State funds are appropriated by the Arizona State Legislature. ATF denotes the Arts Trust Fund; these grants are specifically
designated for general operating support for arts organizations from a portion of the annual filing of businesses with the
Corporation Commission, interest income from the state portion of Arizona ArtShare, the sate’s arts endowment housed in the
State Treasury and private funds at the Arizona Community Foundation.. Other funds come from interest generated by Arizona
ArtShare, the state arts endowment fund; RICO funds through the Maricopa County Attorney's Office to support Anti-Drug
A.P.P.L.E. Corps projects; Meet the Composer, Inc.; and The Wallace Foundation.
