Technical Assistance Grant Program
Applications for the annual TA Grant Cycle are generally available in March. At that time, the Water Infrastructure Finance Authority (WIFA) will accept applications for pre-design and design projects that prepare communities for project construction in circumstances where resources are otherwise limited or lacking. WIFA's TA Grant Cycle begins July 1, in conjunction with the State of Arizona's fiscal schedule. The Money The amount of TA grant monies awarded to multiple projects varies annually. The Requirements For a grant application to be considered eligible for evaluation, it must meet the following criteria: Pre-design or design project Project will assist the system to achieve technical capability, managerial and institutional capability, or financial capability Clean water project applicants must be publiclyowned jurisdictions including cities, towns, special districts, county improvement districts, sanitary districts or Indian tribes Drinking water project applicants must be publicly-held community drinking water systems including cities, towns, Tribes and districts. Additionally, privately owned systems, co-ops system, non-profits and other entities regulated by the Arizona Corporation Commission (ACC) are eligible Private companies are limited to technical assistance consultant contributions and loans Minimum local match of 25%, 50% or 75% of total project cost Be eligible under state and federal regulations The Evaluation Existing Conditions Project Benefits Local Fiscal Capacity For more details, refer to Arizona Administrative Code (A.A.C.) 18-5-506 and A.C.C. 18-15-510. The Deadline 2006 TA grant applications are closed. 2007 TA grant applications will be due mid-April 2006. The Awards The 2007 TA grant awards will be announced in June 2006. Tips Applicants may apply for assistance to form a political subdivision or to conform to Arizona Corporation Commission requirements. TA Grant recipients may use a WIFA loan for the minimum local match requirement, which is awarded through a separate process. Although grants are only offered once a year, pre-design and design loans are available throughout the year to all eligible systems.
