PROJECT
DESCRIPTION: Pima County is proposing improvements within the boundaries of
the Rillito Race Track Historic District (RRTHD) that will involve
the demolition of three historic barns which have already been
determined to be resources contributing to the National Register of
Historic Places (NRHP)-listed Historic District. In consultation with
Arizona’s State Historic Preservation Officer (SHPO), CRHPD
determined that comprehensive documentation of the barns would
represent an appropriate and sufficient step to mitigate the impacts of
this demolition on the district. CRHPD contracted with Tierra Right
of Way Services, Ltd. (Tierra), to coordinate the documentation of
the barns; the actual architectural documentation of the historic
resources was subcontracted to The Architecture Company (TAC),
and the results of their work are presented in this document.

MANAGEMENT
RECOMMENDATIONS: The three barns were documented on State of Arizona Historic
Property Inventory Forms by Kegan Tom and Richard Fe Tom of
TAC. One of the buildings, Barn E, was found to date to 1954; the
other two, Barns D and F, date to 1960. TAC has judged Barns E
and F, which are both still in use, to be in fair condition, while Barn
D, which is no longer in use and has been fenced off, has been
judged in poor condition. All three buildings had, prior to the
current study, already been determined to be contributing resources
to the NRHP-listed RRTHD. The architectural documentation
contained in this report is recommended as an appropriate means of
mitigating the adverse effect on the RRTHD in anticipation of the
demolition of these three contributing resources.

INTRODUCTION
The Pima County Office of Sustainability and Conservation’s Cultural Resources and Historic
Preservation Division (CRHPD) contracted with Tierra Right of Way Services, Ltd. (Tierra) to
perform cultural resource work associated with the proposed demolition of three historic barns.
The three barns have already been determined to be contributing resources of the NRHP-listed
Rillito Race Track Historic District (RRTHD) in Tucson, Arizona. The portion of the RRTHD that
is currently occupied by these barns is to be repurposed. A program of developing soccer fields
within the district, mandated in a 1980s Pima County ballot initiative that prevented the demolition
of the entire racetrack facility at that time, was already well under way by the time of the listing of
the RRTHD on the NRHP in 2012 (and was noted in the nomination package), and is to be
continued, consistent with preservation of the integrity of the district as a whole. Because the
proposed undertaking involves work within the boundaries of an NRHP-listed historic district, and
involves alterations to contributing resources of that district, consideration had to be given to the
adverse effect on the RRTHD that would likely result from demolition of those contributing
resources before the undertaking could be allowed to proceed. In consultation with Mr. Jim
Garrison, Arizona’s State Historic Preservation Officer (SHPO), CRHPD determined that a major
part of this consideration should be to better document these barns, as a measure appropriate and
sufficient to mitigate the impact of their proposed demolition on the district. To perform this
documentation work Tierra subcontracted with The Architecture Company (TAC), a firm permitted
by the State of Arizona to perform such architectural-history surveys.
THE PROJECT AREA
The RRTHD consists of five parcels in the Pima County landbase system (Parcel Nos. 108-19-004A,
108-19-013C, 108-19-013D, 108-19-013E, and 108-19-013F); the three barns under consideration
here are located in the west-central part of the first-named of these five parcels, west of the racetrack
oval itself and north of the “chute” that projects out from its southwestern end. The project area
lies within the northwest quarter of Section 19, Township 13 South, Range 14 East, Gila and Salt
River Baseline and Meridian (G&SRB&M), within the City of Tucson, in Pima County, Arizona. It
is almost completely flat, and lies at an elevation of approximately 707 m (2,320 feet) above mean
sea level (AMSL). The parcel that contains the project area is owned by Pima County (the County),
though the racetrack itself is operated by the Pima Horsemen’s Association.
It should be noted that a second NRHP-listed property, the Rillito Racetrack-Chute, is located
within the boundary of the RRTHD. The barns under consideration here, though fairly close to the
Chute, are not elements of that listed property, so the Rillito Racetrack-Chute will not be considered
further in this document, except as part of the historical background of the District.
RESEARCH AND DOCUMENTATION METHODS
This report follows Arizona State Historic Preservation Office (SHPO) Standards for Documentation of
Historic Properties, issued July 2, 2013, and includes a narrative stating the current conditions and
historical significance, completed Historic Property Inventory Forms (HPIFs) for each of the three
barns, photo documentation, contextual site maps, floor plans and elevations, and photographs that
conform to the National Park Service (NPS) Photo Policy Expansion requirements. Personnel from
TAC (Fe Tom and Kegan Tom) met with representatives from Pima County (Roger Anyon and Ian
Milliken, of CRHPD and Nancy Cole of Pima County Public Works) on September 11, 2013, prior
to fieldwork, to discuss the details of the project. Personnel from TAC then visited the property on

September 12, 2013, and walked through the site, taking photos adequate to show building styles,
age, and condition, and generally documenting integrity, workmanship, and materials used in
construction. Measurements of the buildings were also taken on September 12th and confirmed the
following week on September 19th. Historic research was then performed online; this included
reviews of past NRHP nomination forms and any other information that could be found, including
newspaper and magazine articles, business records, and assorted public history sources. Tierra
personnel subsequently supplemented this research with a visit to the Arizona Historical Society,
where all information pertaining to the racetrack—essentially, the contents of two boxes in a
manuscript file—was reviewed for additional information. Finally, the information collected in the
field was reviewed by TAC’s Historic Architect to determine if the condition of the buildings under
consideration was sufficient to justify a conclusion that they still contributed to the historic
significance of the RRTHD. The data collected and the results of the Historic Architect’s assessment
were then compiled and used to prepare the HPIFs that are attached to this document.
THE RILLITO RACE TRACK HISTORIC DISTRICT
Historical Background
The Rillito Park Race Track has stood at the intersection of River Road and First Avenue, just north
of the Rillito River, since the early 1940s. It was built by a group of quarter horse enthusiasts,
notably Melvin Haskell and J. Rukin Jelks, on a part of Jelks’ then-rural ranch, in 1943, and is
regarded as the birthplace of organized quarter horse racing, with Haskell, Jelks, and two other local
collaborators, Jake Meyer and Bob Locke, becoming known as the “4 Horsemen” in quarter horse
circles for their efforts (Comey and Parkhurst 2011:11).
A chronology of the history of the racetrack property, based on information gathered from Pima
County Assessor’s records and compiled by Ms. Sue Brown in support of the 1980s effort to place
the Rillito Racetrack-Chute on the NRHP, indicates that a “1908 house” was present on the
property as of 1940 (Brown n.d.). No other information pertaining to this house, which was
apparently destroyed at some unknown date, has been found, and it is not referenced in either the
1986 or 2011 NRHP nomination package (Vinik and Wagner 1984; Comey and Parkhurst 2011).
The oldest elements that are recorded as part of the RRTHD date to 1940, when the Jelks House
and Stables, designed by architect Frederic O. Knipe, Sr., in the Sonoran Revival style, were built. A
quarter horse enthusiast, J. Rukin Jelks acquired additional land adjacent to his ranch house in 1943,
and built a 13.7-m-wide (45-foot-wide), 0.6-km-long (0.4-mile-long), straight-line, slightly uphill
(west to east) racetrack on his property. Whether an oval was actually built at this earliest stage is not
clear (the NRHP nomination form for the Rillito Racetrack-Chute states that it was not [Vinik and
Wagner 1984:1]), but a 0.8-km (0.5-mile) oval, incorporating as part of its southern straightaway the
eastern part of the straight-line “chute,” was certainly in place by late 1944 (Jennings 1974:103–110).
The chute was not an unprecedented feature—the earlier Hacienda Moltacqua track near the corner
of Sabino Canyon and Cloud Roads had two chutes by 1941 (Vinik and Wagner 1984:1)—but the
Rillito Racetrack-Chute became the standard around which American Quarter Racing Association
(founded by the “4 Horsemen” in 1945—not to be confused with the American Quarter Horse
Association, created in 1940)—defined “official” tracks, and the tracks that appeared in the mid-
1940s at Ruidoso, New Mexico, and Los Alamitos, California, were closely modeled on the Rillito
track (Vinik and Wagner 1984:2). Because of the significance of this innovation to the development
of quarter horse racing, the Rillito Racetrack-Chute was individually listed on the NRHP as a
property significant on the national level in 1986. An attempt to extend the NRHP listing for the

Chute through a “Boundary Increase,” so as to include other elements of the racetrack facility, led
instead to the designation of the RRTHD as a separate NRHP-listed historic district in 2012 (Comey
and Parkhurst 2011).
The period of significance for the Rillito Racetrack-Chute, according to its NRHP nomination, is
officially 1925–1949, but various notations in the nomination package suggest that the true period of
greatest significance was 1943–1946. Racing continued after that date, but the owners of the track
were resistant to making improvements, and in 1953 Rukin Jelks sold the track to a company called
Rillito Race Track, Inc. (Comey and Parkhurst 2011:15). Within a year after this sale, the oval part of
the track was lengthened from 0.8 km (0.5 miles) to approximately 1.08 km (0.67 miles), the uphill
slope of the chute was corrected, permanent barns (including the ones that are the subject of this
report) were built, and a grandstand and Turf Club were built at the facility. Much of this work was
reputedly done using mob money; however, following an inquiry then Pima County Attorney Morris
K. Udall, Rillito Race Track, Inc., apparently managed to sever their illicit connections, and
continued to operate the track through the early 1960s. The property was then seized by the Pima
County Sheriff in the wake of a tax default, and was closed from 1964 through 1968, when a new
owner, Emprise Corporation, took over. By this time, however, interest in racing had abated
somewhat, leaving the enterprise unprofitable, and the property was deeded to Pima County in 1971
(Jennings 1974).
Through the 1970s and early 1980s the track was sporadically operated as a commercial venture, and
more regularly as a venue for the Pima County Fair. Efforts to close the track as part of a highway-development
scheme, and later simply to open the space up for commercial development, were
blocked by a 1984 ballot initiative requiring continued use as a Pima County Fair venue for the next
25 years, and later by the initiative that resulted in the listing of the Rillito Racetrack-Chute on the
NRHP as Listing No. 86001322 in 1986 (Comey and Parkhurst 2011:16). Over the past two
decades, the property has seen somewhat more intensive use, with the Pima Horsemen’s Association
running generally successful racing seasons on the property each year.
Current Conditions of Barns D, E, and F
The three barns under consideration here, designated Permanent Barns D, E, and F, are located
towards the west end of the RRTHD complex (Appendix A, Maps A and C), north of the historic
chute. They are survivors of approximately 10 masonry barns that are known to have been in place
by 1960 (DeWeese 1983), others having already been demolished (Comey and Parkhurst 2011). All
these barns were constructed after the racetrack had been sold by its original owners to Rillito Race
Track, Inc. (an organization with reputed mob ties), in 1953; Barns D and F were constructed in
1960, while Barn E was constructed in 1954. All three barns are identified on the 2012 NRHP
nomination form as contributing resources within the RRTHD. The architect for these barns is
unknown. The three barn buildings are all similar in construction, size, and materials. All have
concrete masonry unit walls with wood trusses and corrugated metal gable roofs, one long “spinal”
wall running down the center, and stalls extending out in both directions from the spinal wall. Floors
are either concrete or dirt.
Barn D contains 55 3.1-by-3.7-m (10-by-12-foot) concrete horse stalls and has dirt floors, 2.44-m-high
(8-foot-high) concrete masonry unit (CMU) block walls, and a corrugated metal roof resting on
5-by-10-cm (2-by-4-inch) roof trusses. The entire building, including tack rooms, is 106.5 m (349.3
feet) long and 12.6 m (41.3 feet) wide. The stables are 6.7 m (22.0 feet) wide. The gates for the

individual stalls have been removed. The roof originally extended well past the ends of the stalls,
providing a 3.1-m (10-foot) overhang that fully shaded the stalls throughout most of the day. There
are 12 tack rooms, 8 on the west side and 4 on the east side, with typical dimensions of 3.1 by 3.7 m
(10 by 12 foot). The tack rooms are separated from the horse stalls by breezeways. Barn D is the
only building to have a restroom (adapted from a horse stall) with a shower, toilet, and sink, but
these do not appear to be in working order.
Barn D is no longer in use because sections of the roof are missing, while the remainder, along with
the wooden trusses, beams, and posts, and even portions of the CMU wall (between Stalls 12 and
16), are unstable (see Appendix A, Historic Property Inventory Form for Barn D, Continuation
Sheet No. 4). Metal columns appear to have been used to replace some of the wooden posts. The
building is in poor condition, and is currently fenced off.
Barn E contains 43 3.1-by-3.7-m (10-by-12-foot) concrete horse stalls and has dirt floors, 2.44-m-high
(8-foot-high) CMU block walls, and a corrugated metal roof mounted on 5-by-10-cm (2-by-4-
inch) roof trusses. The building is 96.7 m (317.3 feet) long and 6.7 m (22.0 feet) wide. Some of the
original wood columns appear to have been replaced with steel posts. Certain areas in Barn E also
incorporate additional 2x wood bracing that has been added between the existing wood trusses to
reinforce the roof. The roof originally extended some 2.4 m (8.0 feet) past the outer ends of the
stalls, an overhang serving to provide full shade to the stalls throughout most of the day.
The metal gates that close off the individual stalls are still usable. One of the horse stall spaces next
to the breezeway facing Barn D is enclosed with a wall and has a door and window. This may be a
toilet room, but because of the locked door, this could not be confirmed. There are two
3.1-by-3.7-m (10-by-12-foot) tack rooms near the west end. Barn E is in fair condition and
continues to be used for housing horses.
Barn F contains 50 3.1-by-3.1-m (10-by-10-foot) concrete horse stalls and has dirt floors, 2.44-m-high
(8-foot-high) CMU block walls, and a corrugated metal roof resting on 5-by-10-cm (2-by-4-
inch) roof trusses. Some of the original wood columns appear to have been replaced with steel
posts. Certain areas in Barn F also incorporate additional 2x wood bracing that has been added
between the existing wood trusses to reinforce the roof. The roof originally extended some 2.4 m
(8.0 feet) past the outer ends of the stalls, an overhang serving to provide full shade to the stalls
through most of the day.
There are eight tack rooms, four on the east side, and four on the west side, with typical dimensions
of 2.7 by 5.8 m (9 by 19 feet). The tack rooms are separated from the horse stalls by breezeways.
The entire building, including tack rooms, is 99.3 m (325.6 feet) long and 11.6 m (38.0 feet) wide.
The stables are 6.7 m (22.0 feet) wide. Barn F is in fair condition and continues to be used for
housing horses, the metal gates to each stall still being usable.
The three barns are described in much greater detail in Appendix A, which contains a Historic
Property Inventory Form for each of the buildings and continuation sheets that give additional
historic information, drawings, and photographs.

A. Historic Events/Trends:
The Rillito Racetrack, now known as the Rillito Race Track Historic District, is
known as the birthplace of the modern Quarter Horse racing. The recent venue still
includes Quarter Horse and Thoroughbred racing. Today the facility is also used as
an open space for recreational and public park events. During the 2 historic eras,
the racetrack complex evolved to incorporate no-frills built features of earthen
track, steel, concrete and block that remind in active use today, relatively
unaltered, where horse races continue to be held. The Rillito Race Track Historic
District has always enjoyed considerable popular support by attracting a broad cross
section of Tucson’s community.
Barn D contains fifty-five (55) 10’ x 12’ concrete horse stalls with dirt floor, 8’
high concrete block walls (CMU) and corrugated metal roof on 2x4 roof trusses. The
gates to each stall have been removed. Each stall originally had a 10’ overhang to
provide full shade to the stalls during most of the day. The entire building
including tack rooms is 349’ 4" long and 41’4" wide. The stables are 22’ wide. There
are twelve (12) tack rooms, typical dimension 12’ x 10’. There are eight (8) tack
rooms on the west side and four (4) on the east side. The tack rooms are separated
from the horse stalls by breezeways. One of the horse stalls is a toilet room with a
shower stall. Barn D is no longer in use due to the missing roof on sections of the
barn and due to the structural instability of the roof, columns and portions of the
CMU wall. The remaining CMU walls, concrete floors and wood partitions are still in
good condition, but the metal roof, wood trusses, wood beams and wood posts are no
longer stable. Metal columns appear to have replaced some of the wood posts. At
stalls 12 through 16, the CMU had fallen or missing. Building D is the only building
to have a restroom with a shower, toilet and sink, but these do not appear to be in
working order. Barn D is currently fenced in.

Barn E contains forty-three (43) 10’ x 12’ concrete horse stalls with dirt floor, 8’
high concrete block walls (CMU) and corrugated metal roof on 2x4 roof trusses. The
metal gates to each stall are still usable. Each stall originally had an 8’ overhang
to provide full shade to the stalls during most of the day. The building is 317’ 4"
long and 22’ wide. There are two (2) 12’ x 10’ tack rooms near the west end. One of
the horse stall spaces, next to the breezeway facing Barn D, was enclosed with a wall

because of the locked door, it could not be confirmed. Barn E is in good condition
and continues to be used as horse stalls. Some of the original wood columns appear
to have been replaced with steel posts. Certain areas in Barn E also show additional
2x wood bracing that have been added between the existing wood trusses to reinforce
the roof.

A. Historic Events/Trends:
The Rillito Racetrack, now known as the Rillito Race Track Historic District, is
known as the birthplace of the modern Quarter Horse racing. The recent venue still
includes Quarter Horse and Thoroughbred racing. Today the facility is also used as
an open space for recreational and public park events. During the 2 historic eras,
the racetrack complex evolved to incorporate no-frills built features of earthen
track, steel, concrete and block that remind in active use today, relatively
unaltered, where horse races continue to be held. The Rillito Race Track Historic
District has always enjoyed considerable popular support by attracting a broad cross
section of Tucson’s community.
Barn F contains fifty (50) 10’ x 10’ concrete horse stalls with dirt floor, 8’ high
concrete block walls (CMU) and corrugated metal roof on 2x4 roof trusses. The metal
gates to each stall are still usable. Each stall originally had an 8’ overhang to
provide full shade to the stalls during most of the day. There are eight (8) tack
rooms, typical dimension 9’ x 19’. There are four (4) tack rooms on the west side and
four (4) on the east side. The tack rooms are separated from the horse stalls by
breezeways. The stables are 22’ wide. The entire building including tack rooms is
325’ 8" long and 38’ wide. Barn F is in good condition and continues to be used as
