Site update: East Central Phoenix Water Quality Assurance Revolving Fund sites, June 2007

              This fact sheet is a publication of the Arizona
Department of Environmental Quality ( ADEQ) to
inform community members near the East Central
Phoenix ( ECP) Water Quality Assurance Revolving
Fund ( WQARF) sites of current site activities in
Maricopa County. Italicized terms are defined in the
glossary located at the end of this fact sheet. Any
ADEQ translation or communication in a language

EXPANDED GROUNDWATER
INVESTIGATION IN THE EAST CENTRAL
PHOENIX WQARF SITES
ADEQ has conducted investigations in the former East
Central Phoenix study area to develop information on the
presence of solvent contamination in the groundwater. Based
upon this information, ADEQ has identified six sites where
contamination is present: the 24th Street and Grand Canal
site, the 32nd Street and Indian School Road site, the 38th
Street and Indian School Road site, the 40th Street and
Indian School Road site, the 40th Street and Osborn Road
site, and the 48th Street and Indian School Road site ( see
map), and placed these sites on the WQARF Registry.
Cleanup and investigative work at these sites is funded and
managed by the state’s Superfund Program, also known as
the WQARF Program. Groundwater in this area generally is
found at depths ranging from 30 and 60 feet below the
ground surface.
ADEQ is sending this fact sheet to addresses within and
near the six East Central Phoenix ( ECP) Sites to provide
more information about the contamination and the status of
this project. If you would like to be included on the mailing
list to receive additional information on these sites, please
see the insert in the middle of this notice.
WHAT ARE THE CONTAMINANTS AT THE
EAST CENTRAL PHOENIX SITES?
Currently the main contaminants of concern at each of
these sites are tetrachloroethene ( PCE) and trichloroethene
( TCE). Contaminants of concern at the sites may change as
new data becomes available.
WHAT IS WQARF AND THE REGISTRY?
The WQARF Program was established by Arizona law to
conduct statewide surface and groundwater monitoring,
study health effects of contamination, perform emergency
remedial actions, and conduct long- term remedial action
programs. The WQARF Program is funded with state
monies, civil and criminal penalties, and funds recovered
from parties responsible for contamination.
ADEQ has established a Registry of sites in Arizona
where groundwater and/ or soil contamination are known to
be present. Sites appearing on this Registry qualify for funds
available from the state’s WQARF for investigation and/ or
cleanup of contamination. The East Central Phoenix sites
are included on this Registry. Sites on the Registry are given
a numeric score based in part upon the type of contami-nant(
s) present, the location of the contaminant( s) and the
number of people that may be affected by the contami-nant(
s). Scores are used to help determine relative risk at
the site and do not necessarily mean that there is a direct
risk to humans or the environment. The score of each site
is listed under each bolded name below.

WHAT IS THE HISTORY OF THE EAST
CENTRAL PHOENIX STUDY AREA?
The East Central Phoenix ( ECP) study area was placed
on the WQARF Priority List in 1987. Activities have included
researching facilities that used hazardous substances,
installing and sampling groundwater monitoring wells, and
distributing questionnaires concerning the use of hazardous

substances. Investigations have also been conducted by
private parties and overseen by ADEQ. The Salt River
Project ( SRP) reported contamination in three of their
wells. At several of the sites, contamination was discovered
in association with several dry cleaners.
EAST CENTRAL PHOENIX 24TH STREET
AND GRAND CANAL
This site was placed on the WQARF Registry in May
2000 with a score of 29 out of a possible 120. The bound-aries
of the site approximate a circle about 400 feet in
diameter, centered on SRP well 16E- 6.8N. The SRP well is
located approximately 30 feet to the east of 24th Street
and 10 feet to the north of the Grand Canal.
SRP occasionally pumps the well for irrigation use; how-ever,
SRP samples the water in the canal for contamination
and will stop using the well if contamination in the canal is
detected above regulatory levels of five ( 5) micrograms per
liter ( μg/ L) for PCE and TCE.
EAST CENTRAL PHOENIX 32ND STREET
AND INDIAN SCHOOL ROAD
This site was placed on the WQARF Registry in May
2000 with a score of 29 out of a possible 120. There are two
separate areas of groundwater contamination associated with
this site. One contamination plume is located on the north-west
corner of 32nd Street and Indian School Road. The
plume originates approximately 150 feet south of
Monterosa Street and 15 feet west of 32nd Street. The
plume extends to the southwest approximately 300 feet.
The second contamination plume is located on the south-east
corner of 32nd Street and Indian School Road. The
plume originates approximately 150 feet south of Indian
School Road and 100 feet east of 32nd Street and is esti-mated
to extend approximately 750 feet to the southwest.
ADEQ is currently conducting an early response action
( ERA) to remediate the contamination by soil vapor extraction
on the southeast corner. To date, ADEQ has removed
approximately 3,000 pounds of PCE from the subsurface at
the site. The soil vapor extraction system continues to
operate.
ADEQ has installed numerous groundwater monitoring
wells to locate the contamination in both plumes associated
with the site. The groundwater monitoring wells are cur-rently
sampled on a semi- annual basis.
EAST CENTRAL PHOENIX 38TH STREET
AND INDIAN SCHOOL ROAD
This site was placed on the WQARF Registry in 1998
with a score of 20 out of a possible 120 and was rescored in
June 2001 with a score of 25 out of 120. The site is bounded
approximately by Indian School Road to the north, 38th
Street to the east, Picadilly Road to the south and 36th
Street to the west.
In 1995, ADEQ conducted remedial actions using soil
vapor extraction at one former dry cleaner facility to clean
up contamination in the soil. Groundwater monitoring wells
were also installed in order to track the contamination in
groundwater. Groundwater from the monitoring wells is
sampled on a semi- annual basis.
EAST CENTRAL PHOENIX 40TH STREET
AND INDIAN SCHOOL ROAD
This site was placed on the WQARF Registry in 1998
with a score of 20 out of a possible 120 and was rescored in
June 2001 with a score of 25 out of 120. The site is bounded
approximately by Amelia Avenue to the south and 38th
Street to the west, Devonshire Avenue to the north and
40th Street to the east.
Portions of the contamination in soil were remediated by
the property developer in 1993. However, some contami-nation
remained in the soil and groundwater. ADEQ
completed an ERA investigation at this site in 2002 and
developed a remediation plan. In December 2004, a soil
vapor extraction system began operation to remediate the
contamination at the site. The soil vapor extraction system
removed approximately 35 pounds of PCE from the
subsurface until it was shut down from regular operation in
June 2005.
EAST CENTRAL PHOENIX 40TH STREET
AND OSBORN ROAD
This site was placed on the WQARF Registry in May
2000 with a score of 30 out of a possible 120. The bound-aries
of the site approximate a circle about 800 feet in
diameter centered on SRP well 17.9E- 7.5N. The actual
center of the circle, the SRP well, is approximately 400
feet to the west of 40th Street and 50 feet to the south of
Osborn Road.
ADEQ is currently conducting an ERA investigation to
determine the source( s) of contamination at the site. The
ERA investigation has included semi- annual sampling of the
SRP well and the installation of an additional groundwater
monitoring well which is also sampled on a semi- annual
basis. As more information becomes available, ADEQ will
expand its investigation to locate the source( s) of contami-nation.
EAST CENTRAL PHOENIX 48TH STREET
AND INDIAN SCHOOL ROAD
This site was placed on the WQARF Registry in April
1999 with a score of 27 out of a possible 120 and was
rescored in June 2001 with a score of 32 out of 120. The
site is bounded approximately by a line 450 feet north of
Indian School Road to the north, a line 300 feet west of 48th
Street to the east, a line 150 feet south of Indian School
Road to the south and 45th Place to the west. SRP irrigation
well 19E- 8.1N is located near the site.

A site investigation was completed and indicated that the
contamination may migrate faster when the SRP well is
operated. ADEQ entered into an agreement with SRP to
construct a source control interim remedial action. This
interim remedial action consists of a soil vapor extraction
system that began operation in March 2006. SRP and
ADEQ have installed groundwater monitoring wells to
monitor contaminant migration. In addition, SRP has ceased
operation of well 19E- 8.1N since use of the well may pull
contamination into the SRP well.
WHAT ARE ADEQ’S FUTURE PLANS AT THE
EAST CENTRAL PHOENIX SITES?
ADEQ has been conducting groundwater sampling
events at the sites every six months. Currently, ADEQ has
begun the Remedial Investigation ( RI) process at all of the
East Central Phoenix Sites. The RI process will determine
the extent and nature of the contamination found at each
site, attempt to identify the location of the sources of
contamination, identify any risks to humans and/ or the
environment, and identify appropriate remediation goals.
Once the RI process is complete, ADEQ will enter the
Feasibility Study phase which will analyze potential cleanup
methods for achieving the cleanup goals determined during
a remedial investigation.
WHAT ARE THE RISKS ASSOCIATED WITH
THIS CONTAMINATION?
The water at these sites is currently not used as part of
the public drinking water system. The city of Phoenix, the
public water provider, is required by law to provide water
that meets all federal and state drinking water standards.
The City of Phoenix conducts regular testing of the drinking
water to ensure standards are met and to ensure safe drinking
water is delivered to the community.
The majority of risk associated with groundwater
contaminated with PCE or TCE comes from long- term
direct exposure to the water by ingestion. People who
drink water containing PCE and TCE, in excess of the
regulatory level over many years could experience
problems with their livers, kidneys or nervous system, and
may have an increased risk of getting cancer.
In addition to PCE and TCE, other substances have been
detected below regulatory levels or have no regulatory
standards. Substances that are present below regulatory
levels in the groundwater at some of the East Central
Phoenix sites include: TCE, benzene, toluene, xylene, ethyl
benzene, methyl tertiary butyl ether ( MTBE), cis- 1,2-
dichlorothene ( cis- 1,2 DCE) and 1,1,2- trichlorothene
( 1,1,2- TCE).
PUBLIC INVOLVEMENT
A Community Advisory Board ( CAB) will be established
to advise ADEQ and the public of issues and concerns related
to the clean up at the East Central Phoenix Sites. The
purpose of the CAB is to:
• Provide comments to ADEQ on various remediation
techniques, and other issues related to the site;
• Participate in outreach to the community;
• Provide assistance in planning and facilitation public
meetings and open houses;
• Assist in distributing information from ADEQ to the
community; and
• Ensure that the opinions and concerns of the residents
are accurately understood by ADEQ.
CAB MEMBERS NEEDED!
As progress continues at the sites, ADEQ will help form
a selection committee to choose CAB members to serve all
six sites.

Availability and Public Comment Notice
Per A. R. S. § 49- 287.03( c)( d), ADEQ is announcing the
availability of the scope of work, outline of a community
involvement plan and fact sheet. ADEQ requests the
input of the community and interested parties on these
documents by providing comments by July 27, 2007. A
public meeting may be called to further address comments.

GLOSSARY
Aquifer - An aquifer is an underground geological formation composed of sand,
soil, gravel or porous rock that can store and supply groundwater to wells and
springs.
Contamination - Contamination is the presence of any contaminant, including
hazardous substances, in groundwater, surface water or soil above a regulatory
level.
Early Response Action - An early response action ( ERA) is a remedial action that
is performed prior to the final remedy and often prior to the completion of the
remedial investigation because timeliness of response is particularly important to
1) address a current risk to public health or the environment
2) protect or provide a supply of water
3) prevent further release of a contaminant source into the environment or
4) control or contain contamination where such actions are expected to reduce the
scope or cost of the final remedy at the site. During an ERA investigation, data are
collected to determine if an ERA is necessary.
Feasibility Study ( FS) - A feasibility study ( FS) is the evaluation of potential
cleanup methods for achieving the cleanup goals determined during a remedial
investigation.
Groundwater - Groundwater is the water found beneath the earth’s surface.
This includes water that fills the spaces within and between materials such as
sand, soil, gravel or fractured bedrock.
Hazardous Substance - Hazardous substance is a broad term that includes
all substances that can be harmful to people or the environment.
Interim Remedial Action - Interim remedial actions are temporary actions
taken that deal with water supplies that are affected by WQARF contamination.
Monitor Wells - Monitor wells are wells that are installed to obtain information
about the groundwater at a specific location, such as water quality, depth to
water and groundwater flow direction.
Porosity - Porosity is the ration between openings ( voids, pores) in rocks or soil
to the total volume. It is a measure of the ability of soil/ rock materials to store
water. The more openings, the more water may be stored and the more porous
the soil/ rock is.
Regulatory Levels - Regulatory levels are standards set to ensure that
water is safe for drinking and other uses.
Remedial Actions - Remedial actions are actions taken that deal with the
release or threat of a release of a hazardous substance so that the risk to
humans or the environment is reduced.
Remedial Investigation ( RI) - A remedial investigation ( RI) is an in- depth
investigation designed to determine ( 1) the nature and extent of contamination
at a WQARF or Superfund site, ( 2) the source( s) of contamination, ( 3) the poten-tial
risks posed to humans and the environment and ( 4) appropriate cleanup goals
for the contaminants of concern at the site.
Solvent – Solvents are chemical products, usually liquid, that are used to dis-solve
or disperse other compounds/ substances. PCE is a common solvent
used in dry cleaning and for cleaning auto and airplane parts. TCE is a solvent
commonly used in metal degreasing.
Tetrachloroethene ( PCE) – PCE is a clear, colorless liquid with a chloro-form
or sweet odor and a low boiling point. PCE is a solvent used for dry
cleaning; degreasing and drying metals and other solids; dissolving waxes,
greases, oils, fats and gums, and in other industrial applications. PCE is a
potential occupational carcinogen.
Trichlorethene ( TCE) – TCE is a clear, colorless, watery liquid with a chlo-roform-
like odor and a low boiling point. TCE is used as a solvent, metal
degreasing agent and in other industrial applications. It is a potential occu-pational
carcinogen.

ESTE DEL CENTRO DE PHOENIX?
Actualmente los principales contaminantes que se encuen-tran
en estos sitios son tetracloroeteno ( PCE) y tricloroeteno
( TCE). Contaminantes que pudieran cambiar si otros datos son
disponibles.
¿ CUAL ES LA DEFINICIÓN DE WQARF Y EL
REGISTRO?
El Programa de WQARF fue establecido por la ley de
Arizona para conducir, establecer y llevar un control del
agua superficial y subterránea y los efectos de la contami-nación
a la salud llevar acabo acciones de remedio de emer-gencia,
y conducir programas de limpieza de largo plazo a
través de todo el estado. El Programa WQARF es patroci-nado
con fondos estatales, e identidades con penalidades
civiles y criminales. Dichos fondos fueron pagados por
identidades responsables de estas contaminaciones.
ADEQ estableció un Registro en Arizona para los sitios
donde la contaminación del agua subterránea y en el sub-suelo
está presente. Sitios que califican para fondos
disponibles por el estado para una investigación y limpieza
de contaminantes en el sitio Central y Este de Phoenix,
sitios que fueron incluidos en este Registro de WQARF. Los
sitios Registrados son dados a conocer de acuerdo al por-centaje
de contaminación, y el número de personas que son
afectadas por los mismos contaminante( s). Los resultados
son usados para determinar el riesgo de contaminación del
sitio y no necesariamente quiere decir que estos puedan
afectar directamente la salud humana y el medio ambiente.

¿ CUAL ES LA HISTORIA DEL ÁREA DE ESTUDIO
ESTE DEL CENTRO DE PHOENIX?
El sitio Este del Centro de Phoenix ( ECP) área de estu-dio
enlistado con prioridad en el Programa de WQARF en
el año1987, y cuyas actividades incluyen las investigaciones
de identidades que desechan substancias peligrosas, la insta-lación
y muestras del agua de los pozos y la distribución de
cuestionarios relacionados con el uso de substancias peli-grosas.
Otras investigaciones han sido efectuadas por iden-tidades
privadas y son supervisadas por ADEQ. Salt River
Project ( SRP por sus siglas en Ingles) reporto ´ haber encon-trado
contaminación en tres de sus pozos. Contaminación
que fue descubierta en relación con el uso de químicos por
algunos servicios de lavado en seco ( tintorerías).
ESTE DEL CENTRO DE PHOENIX CALLE 24 Y
GRAND CANAL
Este sitio se incluyo en el Registro de WQARF en Mayo
del año 2000, con una calificación de 29 de 120 puntos
posibles. Los límites de este sitio se encuentran aproxi-madamente
en el círculo de 400 pies de diámetro localiza-dos
en uno de los pozos de SRP 16E- 6.8N. El pozo de SRP
es localizado aproximadamente a 30 pies al este de la Calle
24 y 10 pies al norte del Grand Canal.
Ocasionalmente SRP bombea este pozo para uso de irri-gación;
No obstante, SRP toma muestras del agua del canal
en busca de contaminantes y podría detener el uso del pozo
en caso de que se detectaran partículas de concentraciones
más altas que el nivel promedio de ( 5) microgramos por
litro ( ug/ L) de PCE y TCE.
ESTE DEL CENTRO DE PHOENIX CALLE 32 Y
CAMINO INDIAN SCHOOL
TEste sitio se incluyo en el Registro de WQARF en Mayo
del año 2000, con una calificación de 29 de 120 puntos
posibles. Existen dos áreas separadas de agua subterránea
contaminada asociada con este sitio. Uno de los penachos
con contaminación esta localizado al noreste de la calle 32
Camino Indian School. El penacho se origino aproxi-madamente
150 pies al Sur de la Calle Monterosa y 15 pies
al Oeste de la Calle 32. El penacho se extiende aproxi-madamente
300 pies del Suroeste. El segundo penacho
con contaminación se encuentra localizado en la esquina
sureste de la Calle 32 y Camino Indian School. El penacho
se origino aproximadamente 150 pies al Sur del Camino
Indian School, 100 pies al este de la Calle 32 y se extiende
aproximadamente 750 pies al Suroeste.
ADEQ actualmente conduce una investigación temprana
( ERA) para extraer y remediar la contaminación por con-ducto
de un vaporizador de tierra localizado al Suroeste de
esta esquina. Hasta ahora, ADEQ ha removido aproxi-madamente
3000 toneladas de PCE de la superficie de este
sitio. El vaporizador de tierra continúa operando hasta estas
fechas.
ADEQ ha instalado un gran número de inspecciones en el
agua subterránea para localizar la contaminación en los
pozos asociados con estos dos sitios. El agua subterránea
en estos pozos es analizada dos veces al año.
ESTE DEL CENTRO DE PHOENIX CALLE 38 Y
CAMINO INDIAN SCHOOL
Este sitio se incluyo en le Registro de WQARF en el año
1998, con una calificación de 20 de 120 puntos posibles y
fue registrado en Julio del año 2001, con una calificación de
25 de 120 puntos posibles. El sitio se encuentra aproxi-madamente
entre Camino Indian School hacia el norte,
calle 38 al este, el Camino Picaddilly siguiendo al sur de la
calle 36 sobre el lado Oeste.
En el año 1995, ADEQ realizo una acción de análisis
usando un equipo de extracción de vapor en uno de los
sitios de lavado en seco ( Tintorería) para limpiar la conta-minación
de la tierra. También se instalaron monitores del
agua subterránea para mantener los niveles de contami-nación
en el agua. El agua subterránea de cada uno de los
pozos es analizada dos veces por año.
ESTE DEL CENTRO DE PHOENIX CALLE 40 Y
CAMINO INDIAN SCHOOL
Este sitio se incluyo en el Registro de WQARF en el año
1998, con una calificación de 20 de 120 puntos posibles y
fue grabado en Junio del año 2001 con una calificación de 25
de 120 puntos posibles. El sitio se encuentra aproximada-mente
cerca del Sur de la Avenida Amelia al Oeste de la
Calle 38th siguiendo al Norte de la Avenida Devonshire y
este de la Calle 40th.
Porciones de la tierra contaminada fueron tratadas por el
uno del los constructores en la propiedad en el año 1993.
No obstante algunas de las contaminaciones continúan en
la tierra y el agua subterránea. ADEQ hizo una ERA inves-tigación
en el año 2002 y creo una plan de remediación. En
Diciembre del año 2004 un vaporizador de extracción de
tierra comenzó a operar para extraer y limpiar la contami-nación
en este sitio. El sistema de extracción de vapor-ización
removió aproximadamente 35 toneladas de PCE de
la superficie de la tierra hasta que este fue apagado para un
operación regular en el año 2005.
ESTE DEL CENTRO DE PHOENIX CALLE 40 Y
CAMINO OSBORN
Este sitio fue puesto en el Registro de WQARF en el año
2000, con una calificación de 30 de 120 puntos posibles. El
círculo de los límites de este sitio abarca 800 pies de
diámetro centrándose en el pozo de SRP 17.9E- 7.5N. El
circulo actual del pozo de SRP esta aproximadamente 400

pies al oeste de la Calle 40 y 50 pies al sur del Camino
Osborn.
ADEQ esta conduciendo una investigación ERA para
determinar el curso( s) de la contaminación de este sitio. La
investigación de ERA incluye muestreos del agua del pozo de
SRP dos veces por año y la instalación adicionales de un pozo
de monitoreo el cual se analiza de igual manera dos veces al
año. Si alguna contaminación surgiera, ADEQ efectuara las
investigaciones necesarias para la localizar las causas de la
contaminación.
ESTE DEL CENTRO DE PHOENIX CALLE 48 Y
CAMINO INDIAN SCHOOL
Este sitio fue puesto en el Registro de WQARF en Abril
del 1999, con una calificación de 27 de 120 puntos posi-bles.
Los límites de este sitio se encuentran aproximada-mente
450 pies en la línea del Norte de Camino Indian
School, en la línea a 300 pies del Oeste de la Calle 48 hacia
el Este, la línea a 150 pies Sur de Camino Indian School y al
Sur de la 45 Plaza hacia el Oeste. El pozo de irrigación de
SRP esta localizado cerca de 19E- 8.1N.
Cuando se termino la investigación de este sito se indico
que la contaminación emigraba más rápido si el pozo de SRP
estaba en operación. ADEQ hizo un contrato con SRP para
construir un sistema de control llamado acción de reme-diación
interina. Este sistema consiste en extraer la tierra
con un sistema de vaporización que comenzó a operar en
Marzo del 2006. SRP y ADEQ instalaron monitores en los
pozos para mantener el curso de la contaminación.
Adicionalmente SRP tuvo que cerrar la operación del pozo
19E- 8. IN para detener la contaminación.
¿ CUALES SON LOS PLANES FUTUROS DE
ADEQ Y LOS SITIOS DEL ÁREA DEL ESTE DEL
CENTRO DE PHOENIX?
ADEQ esta conduciendo estudios del agua subterránea
cada seis meses. Actualmente ADEQ empezó con una
investigación de Investigaciones Remediadoras ( RI) en todos
los sitios del Este del Centro de Phoenix. Este proced-imiento
de RI va a determinar lo extenso del curso de la
contaminación que fue encontrada en cada uno de los sitios
y va intentar de identificar los riesgos para la salud y el
medio ambiente y tratar de identificar los medios apropia-dos
y obtener objetivos de remedio ( metas de limpieza).
Una vez que el procedimiento de RI haya terminado,
ADEQ iniciara un estudio de viabilidad que incluirá un
análisis sobre los métodos de limpieza para poder alcanzar
las metas durante el remedio de investigación.
CUALES SON LOS OTROS RIESGOS ASOCIADOS
CON ESTA CONTAMINACIÓN?
El agua en estos sitios actualmente no es usada por
ningún sistema de la ciudad de Phoenix, como uso de agua
para beber, el agua para consumo humano requiere que
cumpla con todos los requisitos legales estatales y federales
para uso público. La Ciudad de Phoenix conduce tratamien-tos
regulares del agua potable y se asegura que el agua de
uso para la comunidad mantenga niveles requeridos.
La mayoría de los riesgos relacionados con el agua sub-terránea
contaminada con PCE y TCE provienen de expon-erse
a largo tiempo a estos contaminantes. Personas que se
ha expuesto por largo tiempo a PCE y TCE, también pade-cen
de problemas en los riñones, hígado y el sistema
nervioso. Y pueden incrementar los riesgos de cáncer.
Además de PCE y TCE, otras substancias han sido detec-tadas
debajo de los niveles regulares, las substancias presentes
debajo de los niveles regulares en algunos de los lugares del
Este del Centro de Phoenix incluyen; TCE, benceno, tolueno,
xileno, benceno de etilo, metilo tetraciaro eter butilico
( MTBE por sus siglas en Ingles), cis* 1,2- tricloroteno ( cis- 1.2
DCE) y 1,1,2- 1,1,2- TCE por sus siglas en Ingles).

GLOSSARY
Acuífero - Es una formación geológica debajo de la superficie de la tierra la cual
es compuesta de arena, tierra, grava o piedras porosas que pueden almacenar y
abastecer agua subterránea a pozos y manantiales.
Contaminación - Es la presencia de cualquier contaminante, incluyendo sus-tancias
peligrosa, sobrepasando niveles reglamentarios en el agua subterránea,
agua de superficie, o en la tierra. Sobrepasando niveles reglamentarios en el agua
subterránea, agua de superficie, o en la tierra.
Acción Responsaría Temprana/ Acción Remediadora Interina - Una
acción responsaría temprana o acción remediadora interina es una acción reme-diadora
la cual se lleva acabo antes del remedio final y comúnmente antes de ter-minar
las Investigación Remediadora porque reacción oportuna es muy impor-tante
para hacer lo siguiente:
1) Tratar los riesgos actualesl a la salud publica o al medio ambiente
2) proteger o proveer un suministro de agua
3) prevenir más liberación de una fuente de contaminación al medio ambiente, o
4) controlar o contener la contaminación en donde se espera que tales acciones
reduzcan el alcance o costo del remedio final en el sitio.
Estudio de Viabilidad - Es la evaluación de potenciales métodos de reme-diación
para realizar las metas remediadoras determinadas durante la
Investigación Remediadora.
Agua Subterránea - Es el agua que se encuentra debajo de la superficie de la
Tierra. Esta incluye el agua que llena los espacios dentro y entremedio de mate-riales
tal como la arena, la tierra, la grava o lechos de roca fracturados.
Sustancia Peligrosa - Es un término comprensivo el cual incluye todas las sus-tancias
que pueden ser dañinas a personas o al medio ambiente.
Acción de Remediación Interina - Son acciones tomadas temporalmente
relacionadas con suministros que son afectados por contaminaciones de WQARF.
Pozos de Control ( Pluma) – Son pozos que se instalan con el propósito de
obtener información acerca del agua subterránea en un área especifica, tales
como la calidad del agua, profundidad del agua y la dirección del flujo del agua
subterránea.
Porosidad – Es la porción entre las aberturas ( vacías, poros) en rocas o tierra
al volumen total. Es una medida de la habilidad del material de tierra/ roca de
almacenar agua. Entre más aberturas, mas agua se puede almacenar y mas
porosidad existe en la tierra/ roca.
Niveles Reglamentarios – Son estándares fijados para asegurar que el agua es
apropiada para beber y para otros propósitos.
Acciones Remediadoras - Son acciones tomadas las cuales tratan con la lib-eración
o amenaza de liberación de una sustancia peligrosa para el riesgo a
humanos o al medio ambiente. El termino “ acción remediadora” se usa inter-cambiablemente
con los términos acción de eliminación, acción responsaría,
remediación, remedio, limpieza o acción correctiva.
Investigación Remediadora – ( RI, por sus siglas en ingles) – La RI es una inves-tigación
a fondo diseñada para determina:
1) la naturaleza y el alcance de la contaminación en un sitio WQARF o
Superfondo,
2) Las fuentes de contaminación,
3) Los riesgos potenciales planeados a humanos o al medio ambiente, y
4) apropiados objetivos de remedio ( metas de limpieza) para los contaminantes
de interés en el sitio.
Solvente – Son productos químicos, típicamente líquidos, que se usan para dis-olver
o dispersar otras sustancias/ compuestos. PCE es un solvente común que
se usa en el proceso de limpieza en seco y para limpiar partes de autos y aviones.
Tetracloroeteno ( PCE) – ( PCE por sus siglas en Ingles) El PCE es un solvente
que se usa en el lavado en seco; desgrasado y secado de metales y otros sólidos;
disolución de ceras, grasas, aceites, lubricantes, y gomas, y en otras aplicaciones
industriales. El PCE es un carcinógeno potencial laboral. Evaporación aumenta
mientras que sube la temperatura.
