INTRODUCTION
Historical State Route 84, which is currently the westbound frontage road for Interstate 10 (I-10) north of
Tucson, was among the 17 original routes designated in 1927 when the Arizona state highway system was
first numbered (Hamilton 2005). State Route 84 connected Tucson and Gila Bend, and was variously
known as the Gila Bend-to-Tucson Highway, Border Sunshine Way, or Casa Grande Highway. The
highway was first paved in 1930 and 1931, and it was improved and sections were realigned in 1950 and
1951. When I-10 and Interstate 8 were constructed, they replaced much of State Route 84. A segment that
was bypassed by I-10 between Eloy and Casa Grande was decommissioned in 1998, and only the segment
in the Casa Grande–Stanfield area still retains the State Route 84 designation. Different segments of State
Route 84 were designated with three numbers in the Arizona State Museum (ASM) survey system, but
they have been consolidated under the designation AZ AA:2:118(ASM). The Arizona Department of
Transportation (ADOT) and the State Historic Preservation Office have agreed to consider the entire
historic state highway system built between 1912 and 1955 as eligible for the National Register of
Historic Places for its potential to yield information (Criterion D) (ADOT 2002).
Construction of the I-10/Twin Peaks Road traffic interchange will modify the frontage road and replace
historic State Route 84 box culverts in the vicinity of the new traffic interchange. The data recovery plan
completed for the interchange project (Rogge and others 2008) stipulated that documentation of historical
features within that segment of the highway would be compiled in accordance with the ADOT (2002)
procedures for treating the historic state highway system.
The original and supplemental cultural resource survey reports for the new traffic interchange identified
four concrete box culverts along the approximately 1.6 kilometers (1 mile) of the highway that will be
modified (Kirvan and others 2008; Rogge and others 2005). On 23 and 30 January 2009, historian Kirsten
Erickson conducted fieldwork to compile historical documentation of 11 box culverts between the Avra
Valley Road and Cortaro Road interchanges, located to the north and south of the new Twin Peak
interchange, respectively. Those 11 culverts include the four that will be replaced by the new Twin Peaks
Road interchange.
Information about each of the 11 historical culverts was recorded (refer to the summary feature table and
map in Appendix A). Black-and-white 35-millimeter and digital photographs were taken of each culvert
(refer to photographs in Appendix B and Appendix C). The culverts are all board-formed, poured-concrete
structures that have one to six chambers. All the culverts have headwalls, and 9 of the 11 also
have sloping wing walls. Three of the culverts have concrete aprons at their outlets. Ten of the culverts
have ADOT brass caps, and one has a U.S. Coast and Geodetic survey benchmark. Five of the ADOT
brass caps are dated 1930. It appears that workers forgot to stamp the last two digits of the date on the five
other brass caps. The construction materials and design of the undated culverts are the same as those with
brass caps dated 1930, and they almost certainly were constructed at the same time. The U.S. Coast and
Geodetic survey benchmark on the other culvert is dated 1935. Despite the later date, that culvert was
built with the same basic design and material as the other culverts, and a ring of lighter concrete around
the benchmark indicates the benchmark was added after the bridge was constructed and probably replaced
the original ADOT brass cap.

Review of ADOT files failed to find any as-built drawings of the original construction of the culverts. In
the early 1950s, an additional roadway was constructed to upgrade a segment of State Highway 84 north
of Tucson to create a divided highway. The as-built drawings, dated 1953, depict the 11 culverts as
existing culverts that remained in place under the roadway, which became the northbound lanes of the
divided highway (refer to as-built drawings in Appendix D). The drawings provided little information
about the box culverts other that their dimensions. All culverts with barrels less than 8 feet wide were
labeled as “Box Culv(erts),” and those with barrels 8 or more feet wide as “Br(idge) Culv(erts).”

State Route 84 connected Tucson and Gila Bend, and was variously known as the Gila Bend-to-Tucson Highway, Border Sunshine Way, or Casa Grande Highway. The highway was first paved in 1930 and 1931, and it was improved and sections were realigned in 1950 and 1951. When I-10 and Interstate 8 were constructed, they replaced much of State Route 84. A segment that was bypassed by I-10 between Eloy and Casa Grande was decommissioned in 1998, and only the segment in the Casa Grande–Stanfield area still retains the State Route 84 designation. Different segments of State Route 84 were designated with three numbers in the Arizona State Museum (ASM) survey system, but they have been consolidated under the designation AZ AA:2:118(ASM). The Arizona Department of Transportation (ADOT) and the State Historic Preservation Office have agreed to consider the entire historic state highway system built between 1912 and 1955 as eligible for the National Register of Historic Places for its potential to yield information (Criterion D) (ADOT 2002). Construction of the I-10/Twin Peaks Road traffic interchange will modify the frontage road and replace historic State Route 84 box culverts in the vicinity of the new traffic interchange. The data recovery plan completed for the interchange project (Rogge and others 2008) stipulated that documentation of historical features within that segment of the highway would be compiled in accordance with the ADOT (2002) procedures for treating the historic state highway system. The original and supplemental cultural resource survey reports for the new traffic interchange identified four concrete box culverts along the approximately 1.6 kilometers (1 mile) of the highway that will be modified (Kirvan and others 2008; Rogge and others 2005). On 23 and 30 January 2009, historian Kirsten Erickson conducted fieldwork to compile historical documentation of 11 box culverts between the Avra Valley Road and Cortaro Road interchanges, located to the north and south of the new Twin Peak interchange, respectively. Those 11 culverts include the four that will be replaced by the new Twin Peaks Road interchange. Information about each of the 11 historical culverts was recorded (refer to the summary feature table and map in Appendix A). Black-and-white 35-millimeter and digital photographs were taken of each culvert (refer to photographs in Appendix B and Appendix C). The culverts are all board-formed, poured-concrete structures that have one to six chambers. All the culverts have headwalls, and 9 of the 11 also have sloping wing walls. Three of the culverts have concrete aprons at their outlets. Ten of the culverts have ADOT brass caps, and one has a U.S. Coast and Geodetic survey benchmark. Five of the ADOT brass caps are dated 1930. It appears that workers forgot to stamp the last two digits of the date on the five other brass caps. The construction materials and design of the undated culverts are the same as those with brass caps dated 1930, and they almost certainly were constructed at the same time. The U.S. Coast and Geodetic survey benchmark on the other culvert is dated 1935. Despite the later date, that culvert was built with the same basic design and material as the other culverts, and a ring of lighter concrete around the benchmark indicates the benchmark was added after the bridge was constructed and probably replaced the original ADOT brass cap. In the early 1950s, an additional roadway was constructed to upgrade a segment of State Highway 84 north of Tucson to create a divided highway. The as-built drawings, dated 1953, depict the 11 culverts as existing culverts that remained in place under the roadway, which became the northbound lanes of the divided highway (refer to as-built drawings in Appendix D). The drawings provided little information about the box culverts other that their dimensions.
