The U.S. Army hired him to help build an outpost at Camp Thomas, (later changed to Fort Apache in 1879), Apache Territory. He was a scout under Lt. Alexander O. Brodie and served as guide and interpreter for Gen. Crook during the Apache Campaigns of 1871-1873, 1882-1885. Cooley was a teacher and friend of the Apache. Cooley spent the rest of his life in the White Mountains, serving as liaison between the Apaches and the Army, opening the area to settlers. He was the founder of Show Low. Mr. Cooley was the first Justice of the Peace and the first appointed postmaster, from August 19, 1880 until March 21, 1882. The Cooley Ranch guest book gives evidence that it was the center of activities, a wilderness hostelry, an Army forage station and military telegraph office.
