Additionally, the City's payroll system was not structured to track employee's time incurred on projects. Payment for expenditures not appropriately documented and accounted for can potentially reduce the number of homes of low-income residents that can be weatherized. As a result of weaknesses in the City of Phoenix's administration of Weatherization Assistance Program, we question $348,457 in costs incurred."
