Her family moved from Sandia, Texas to Arizona in 1925. Her father, James David Kring, having been a business owner in Texas, was also a businessman in Buckeye. Ruth graduated from Phoenix Union High School in 1929 when her high school in Buckeye was closed for renovations. She had to take the train to Phoenix from Buckeye to get to PUHS. After high school, Ruth worked at the Jefferson Hotel as a waitress. In 1932, she married Albert Monroe Blakely.

She eventually ran the Dipsy Doodle gift shop at Legend City amusement park where her husband Monroe was a partial investor and owned a second gift shop and the Blakely Sports Car Ride.

Ruth was also involved in numerous church, civic, and philanthropic organizations including the Methodist church, PTAs, American Field Service, the Maricopa Safety Council, Arizona Self-Aid Workshop Auxiliary, the Perry Institute Auxiliary, the Oasis Club, Goodwill Industries of Arizona, the Woman's Club of Phoenix, and Anytown, Arizona. Her work and leadership in these organizations won her several local and national awards.
