Sullivan began practicing law in 1916, but then left to serve in World War I. In 1920, he was elected as Yavapai County's attorney.

Sullivan served as Arizona's Attorney General twice- first between 1935-1937 and then between 1944-1948. In 1942, he lost to Senator John Murdock for a newly created congressional seat. He was involved in attempts to legalize casinos and was convicted of accepting bribes from owners of gambling houses on Route 66, resulting in his removal as Attorney General during his second term. He never served prison time, and the Arizona Supreme Court overturned his conviction.

Sullivan passed away after issues with his blood pressure in Phoenix in 1949 and is buried in Saint Francis Cemetery.More InformationWikipedia
