Though no publisher is listed in the Owens Observer, several of the articles and a contest for renaming the newspaper were written by Mrs. William Marion Owens. The newspaper had a distinctively political bent, with the front page editorial mentioning the "one-time kingship of Arizona", seemingly about the fact that Arizona had a new name in the Governor's Office that wasn't Hunt or Campbell. The object of the paper was to share information that "the farmer, the small home owner, and the struggling business" would find useful but didn't get enough of in other newspapers. One section of the newspaper contained notes from a recent legislative session while a nearby article talked about the recent Winnie Ruth Judd trial and the need to abolish capital punishment. Very few advertisements graced the pages, though one 'for rent' ad was provided by Mr. William Marion Owens.
