From the abstract:"This report assesses frequency and severity of droughts in the United States and the approaches taken by the States and the Federal government to drought mitigation planning and emergency response. The report begins with discussions of the various types of drought that occur and reviews their location, frequency, and intensity through out the United States. The report then discusses how these droughts are currently dealt with at various levels of the government. The report addresses state-level mitigation tools used to mitigate the impact of droughts, with special focus on Colorado’s multi-sector plan to address both short and long-term drought concerns. Analysis of the effectiveness of drought response policies is provided through a review of the literature on drought planning and management and analysis of recent drought policy proposals.
